Cities play a fundamental role in the economic development of the country. The vast majority of jobs, innovations and services are concentrated in the cities, thereby determining the country’s economy. Currently, the Smart City is the key concept of sustainable urban development throughout the world. It covers a broad spectrum of issues related to effective, sustainable city management. Today, Kraków faces important challenges in the field of socio-economic and functional development. For years, the city’s authorities have been undertaking activities aimed at making Kraków a smart and modern metropolis, based on scientific potential, while maintaining the unique historical and cultural heritage. The aim of the present work is to analyse the effectiveness of implementing the Smart City concept in Kraków. To achieve that goal, the most important resources, challenges and development aspirations of Kraków have been examined. The strategic objectives set out in the Kraków Development Strategy and the degree of development of selected elements and systems of the city were also analysed. An important element of the work is a questionnaire-based survey carried out among the residents of Kraków. The results of the analyses do not fully confirm the effectiveness of the measures implemented. A city that aspires to become a strong European metropolis should improve solutions to its current development problems, the most important of which include air quality and transport nuisance.

W artykule przedstawiono zarys koncepcji miasta przyszłości na podstawie modelu Eco City i tzw. zielonej urbanistyki w ujęciu S. Lehmanna. Podkreślono konieczność zwiększenia gęstości zagospodarowania miasta przyszłości, co wiązać się będzie z ograniczaniem zagospodarowania terenów biologicznie czynnych. Wskazano warunek sprostania wymaganiom wielokulturowości związanej z procesami globalizacji. Scharakteryzowano zasady inteligentnego zarządzania (Smart Govenance) związane z upowszechnianiem partycypacji publicznej jako drogi do określania celów rozwojowych oraz łagodzenia konfliktów, które będą pojawiały się w wielokulturowych i gęsto zasiedlonych przestrzeniach zurbanizowanych. Wskazano postulaty procedur deliberacyjnych umożliwiających dialog publiczny, warunkujący autentyczne uczestnictwo społeczne. Artykuł podkreśla konieczność integracji działań w obrębie gospodarki przestrzennej i zarządzania rozwojem.

The paper presents the outline of the concept of the city of the future based on the Eco City model and the so-called “green urbanism” in the perspective of S. Lehmann. The necessity of increasing the density of spatial development of the city of the future was emphasized. This will be connected with the limitation of developing biologically active areas. The necessity of meeting the multiculturalism – which is related to the globalization – demands was pointed out. Smart Governance rules were characterized. They are related to the popularization of public participation as a way of defining development objectives and mitigating conflicts that will appear in multicultural and densely populated urbanized spaces. Postulates of deliberation procedures allowing public dialogue conditioning authentic social participation were presented. The article emphasizes the necessity of integrating actions within spatial economy and development management.
