An investigation and analysis of safety issues in Polish small construction plants

The construction industry is a booming sector of the Polish economy; however, it is stigmatised by a lower classification due to high occupational risks and an unsatisfactory state of occupational safety. Safety on construction sites is compromised by small construction firms which dominate the market and have high accident rates. This article presents the results of studies (using a checklist) conducted in small Polish construction companies in terms of selected aspects of safety, such as co-operation with the general contractor, occupational health and safety documents, occupational risk assessment, organization of work, protective gear and general work equipment. The mentioned studies and analyses provided the grounds to establish the main directions of preventive measures decreasing occupational risk in small construction companies, e.g., an increase in engagement of investors and general contractors, improvement of occupational health and safety (OSH) documents, an increase in efficiency of construction site managers, better stability of employment and removal of opposing objectives between economic strategy and work safety.

artykule przedstawiono wyniki badań polskich małych firm budowlanych z województw o wysokich wskaźnikach wypadkowości. Wyniki te, uzupełnione opiniami ekspertów z budownictwa, dotyczą takich istotnych problemów bhp. jak współpraca z generalnym wykonawcą, dokumentacja bhp, identyfikacja zagrożeń i ocena ryzyka zawodowego, organizacja pracy, techniczne środki ochrony przed zagrożeniami, szkolenie pracowników oraz użytkowanie maszyn i urządzeń. Pod uwagę brano złożoność funkcjonowania małych firm budowlanych w zakresie bhp i wpływ innych sfer życia na te firmy. Wskazano na konieczność prowadzenia działań prewencyjnych obejmujących nie tylko te firmy ale również innych uczestników procesu budowlanego, a także inne zainteresowane instytucje. np. tworzące system szkoleń pracowników budowlanych czy też stanowiące prawo.

This paper presents the results of investigations of small Polish construction plants in provinces with a high accident rate. The results, together with construction experts' opinions, concern essential OSH problems, e g., cooperation with the general contractor, OSH records, identification of hazards and risk assessment. organization of work, technical protective equipment against hazards, training workers as well as the use of machines and devices. This paper also considers the complexity of the operation of small construction plants within OSH and the influence of other spheres of life on these enterprises. It points out the need for preventive actions involving not only these enterprises but also other participants of the construction process as well as other constitutions, e.g., those creating system soft raining for construction workers establishing law.

W artykule przedstawiono propozycje działań prewencyjnych w małych firmach budowlanych Propozycje te wynikają z analizy danych statystycznych i opisów wypadków, badań z wykorzystaniem opracowanej w listy kontrolnej, a także przeprowadzonej oceny ryzyka na wybranych stanowiskach pracy oraz wywiadów z pracodawcami. Dotyczą one istotnych problemów bhp, takich jak. Współpraca z generalnym wykonawcą, dokumentacja bhp, identyfikacja zagrożeń i ocena ryzyka zawodowego, organizacja pracy, techniczne środki ochrony przed zagrożeniami, szkolenie pracowników oraz użytkowanie maszyn i urządzeń. Wskazano konieczność prowadzenia działań prewencyjnych nie tylko przez małe firmy budowlane, ale także przez innych uczestników procesu budowlanego oraz instytucje mogące mieć wpływ na poprawę stanu bhp w budownictwie.

This paper presents the proposals of preventive actions m small construction plants. Proposals are results of: statistic data and accidents descriptions analysis, investigations using of elaborated check list, performed risk evaluation and interviews with employers. Proposals concern essential OSH problems, e.g. cooperation with the general contractor, OSH records, identification of hazards and risk assessment, organization of work, technical protective equipment against hazards, training workers as well as the use of machines and devices. It was pointed out the necessity of preventive actions conducting not only by small plants but also other participants of the construction process as well as other institutions could influencing on OSH improvement in construction.
