The aim of this study was to analyze factors that influence the development of the northeast of the country with particular emphasis on companies in the SME sector. In the work the stress was laid on that the region is less developed in comparison to other regions of the country. It was found that a large impact on economic development on the region have the companies of small and medium-size because of absorbing a large number of employees. For this reason, to improve the economic situation of the analyzed region business support from the central and local authorities shall be introduced.

Małe średnie przedsiębiorstwa mimo ich znacznego wpływu na wielkość generowanej wartości dodanej, nowych miejsc pracy i ich wpływu na wzrost gospodarczy ponoszą stosunkowo duże koszty działalności co wpływa na poziom ich produktywności. Szczególne znaczenie mają tu finansowe uwarunkowania działalności małych, średnich przedsiębiorstw. Wykorzystanie wzrostowych możliwości unijnej polityki spójności jest koniecznością ekonomiczną która na pewno pomoże w zdynamizowaniu rozwoju tego sektora i gospodarki w ogóle i dlatego powinna być mocno popierane.

The aim of this article is to present our view of the recent evolution of European integration. In this paper we analyse productivity growth and convergence in the member states after development of European Union regional policy. Induced physical formation and permanent change in the rate of capital accumulation is two channel by which European integration can change supply of productive factors. We then identify that in the relatively less developed country structural policy and support small and medium-sized enterprises appear in the European Union in terms of TFP growth.

SMEs sector in Poland has limited abilities of getting bank credits, state and EU subsidies. It is only slightly supported by the state and it does not have access to the developed instruments of the EU financial market. Less stable financial and macroeconomic policy forces polish SMEs sector to use more risky methods and forms of financing their development, in the contrast of companies running on more stable Germany market. This difference in access to financing sources can reduce polish enterprises' value and drive them to bankruptcy on the common EU market.

From the beginning of the nineties our century, small enterprises in Poland have been facing growing difficulties in competition with other entities, which have a range of privileges. The liquidity of small enterprise decides about its existence. Small entrepreneurs' uses mainly finance sources in form of takings, coming from the sale of goods and services. He has limited access to other sources of finance as banking credit for example. The important component of financial analysis of the enterprise, is the evaluation of the share of rigorous finance obligations during one month. The rigorous finance obligations are mainly: income tax, value added tax, social security payments, and wages of the workers. The growing trend of the rigorous finance payments share, independently from big seasonal fluctuations, decreases security of the enterprise. The reasons of such an inconvenient tendency are mainly: growing competition, not advantageous law regulations, and badly functioning system of execution of entrepreneur-creditor law.

"Strategy" as a notion taken from military affairs became in last 20 years a part of economics and management knowledge. Strategie management and strategy building process are very often published subjects in theory and in cases taken from practice. But there is a lot of firms that do business with strategies based on intuition, not reasonable management. Research work about ways of building strategies in smali business in Szczecin region (firms up to 50 employes producing articles of food) shows that the process was uncompleted, irrational, chaotic and it madę development of the firms morę expensive and longer. Results of nwestigations prove that the most successfiil strategy was conseąuence of diversifying products and inereasing the operating area.
