Zjawisko organizowania przestrzeni informacyjnej na potrzeby sił zbrojnych istnieje już od kilkunastu lat, i trend ten wciąż się nasila. Sprzyjają temu zarówno osiągnięcia technologii informacyjnych, jak i wyniesione z praktycznych zastosowań i rzeczywistych doświadczeń przekonanie, że technologie te mogą i powinny być głównym czynnikiem sukcesu współczesnych i przyszłych działań zbrojnych oraz szeroko rozumianego bezpieczeństwa narodowego. W połączeniu z tworzoną od kilku lat koncepcją działań sieciocentrycznych (Network Centric Warfare – NCW), wykorzystującą wiedzę zgromadzoną w sieciach internetowych i centrycznych do formowania i stosowania wielorodzajowej siły, działania zbrojne mogą się stać – i stają – nieporównywalnie bardziej efektywne. W pewnym uproszczeniu działania sieciocentryczne można opisać jako bazującą na przewadze informacyjnej koncepcję, według której wzrost siły bojowej jest generowany poprzez połączenie w sieć informacyjną sensorów, decydentów i systemów walki w celu osiągnięcia wspólnej świadomości, zwiększenia szybkości dowodzenia oraz tempa operacji, zwiększenia skuteczności uzbrojenia, odporności na uderzenia przeciwnika i stopnia synchronizacji działań. Zatem działania sieciocentryczne przekładają przewagę informacyjną na siłę bojową poprzez wydajne połączenia dysponujących wiedzą różnych jednostek organizacyjnych na polu (w przestrzeni) walki.

The trend of organizing the information space for the needs of armed forces is visible last couple of years and still continues, mainly because of the IT technologies achievements. The main popular believe is that high technologies can be and should be the main factor of common and future military activities, since positive impact on the widely understood national security. Technology, and growing with it last few years Network Centric Warfare Concept (NCW) became a unison, in which the knowledge gathered in nets is used to form a kind of multi-force military activities that could be proven – as they are now – much more effective. Simply speaking, NCW could be described as information superiority based concept, in which the combat power growth is generated by connecting into common information net: sensors, decision makers and combat platforms to achieve a common situation awareness, speed C2 and operations tempo, increase weapon effectiveness, resistance to enemy strikes and level of operations synchronization. In other words NCW transfers information superiority into combat power by efficient connectivity of having different knowledge units which exist in the battlefield (battle dimension). But is the concept mentioned above an ideal panacea for all requirements of present and future conflicts and threats? Does it have any important weaknesses? And if any, is the result of strong points able to cover negative results of eventually existed weak points? That is why it is worth to identify specifics of NCW. Thanks to that it would be possible to classify each military (or national security) operation as a network centric or not – as an old time style industrial era activity.

The development of teleinformatic technologies, the Internet and global computer network initiated information revolution involving free access to information gathered in the net and fa st information exchange via the Internet. Commercial sector experiences became the basis to adopt the Information Superiority notion for the military domain needs. Treating armed forces as a net-centric company, military specialists saw the possibility to increase the armed forces effectiveness in a similar way through radical relations’ improvement of engaged forces versus achieved tactical (operational, strategic) effect. The article authors present the network centric origins and idea in a crosssectional and graphic way (numerous pictures) treating Network Centric Warfare as the 21st century challenge. Apart from notions’ explanations, the authors feature the division of Network Centric Warfare space into physical, informational or cognitive domains or in another approach into layers, e.g. command, information layers etc. In the conclusion the capabilities to reach standards required by this concept were stressed and the USA military leading role in this area was shown. It is also worth paying attention to the proposal of measures that the Polish Armed Forces have to undertake in order to implement solutions identified with net-centric operations.

Highly developed countries in their war doctrines and technologies introduce several improvements, whereas as practice shows it is best to check their effect in combat. One of them was Israeli - Lebanese conflict in 2006 when Israeli Defence Forces entered the territory of Lebanon using new technological net-centric developments. What were the elements like and how much did they help Israel in that conflict and was their role dominant? Before answering the question, the author outlines briefly the conflict historical background and the Israeli - Lebanese conflict itself in the form of conducted war operations. Then he lists Israeli forces and describes Israel’s defence industry which closely cooperates with the civilian sector and different countries in the world. Recognising Israel's military and technical potential the author proceeds to the subject matter which is to fin d the net-centric character of Israeli – Lebanese conflict showing also the targets of attacks on the map of war operations. In the conclusion the author tries to fin d the answer to the question mentioned above referring to the net-centric character of the conflict.

The author of the article presents a general influence of Network Centric Warfare concept on the process of command and draws particular attention to areas which are the most vulnerable to net-centric conditions. Acquiring dominance over the enemy in the information area, thanks to network centric capabilities, allows achieving more with fewer forces. A significant role here plays the ability to use and transform information into tasks for those who are to perform them in the decisive cycle of the command process. Network character of various mutually linked sensors on all levels and stages of information system leads to taking decisions by decision makers in conditions of having complete knowledge of phenomena and situations taking place in the battlefield in the close to real time. The decision superiority gained in such a way may be applied to attain intended goals of operations. It must also be stressed that network centric also means increased requirements towards each participant of command process. The constant collection and transformation of information, and most of all the capability to take advantage of rich databases pose new demands for commanders, soldiers participating in command. Achieved, due to net-centric capabilities, information (data) sets allow transforming them and creating a homogenous Common Operational Picture. To sum up, new features and at the same time capabilities resulting from net centric environment influence directly the process of command. They are manifested in a different degree in particular stages, phases and activities of the decision cycle which must undergo appropriate transformations adapting to new requirements.

NetWork Centric Warfare (NCW) is a notion that frequently appears recently in various publications and considerations relating to development trends and evolution of conducting operations. Today together with technological progress, there emerge more and more sophisticated ways of conducting warfare based most of all on knowledge and appropriate understanding of phenomena taking place in the operations’ environment. Information - its acquisition, analysis and transmission - becomes the key to success. All this linked by technology gives the picture of the range and net-centric capabilities. The introduction of the article features the idea of Network Centric Warfare. There the author explains the importance of key net-centric notions such as Network Centric Warfare, operations or the net-centric idea. In the further part of the article the author presents goals that net-centric operations lead to, for instance deep cooperation, independence in operation or understanding the guiding principle. Then the determinants of conducting net-centric operations in J. Kręcikij's approach were defined. Here several terms were explained such as tendency to gain Information Superiority, acquire access to information, due to the needs of command level, a fast cycle of command, self-synchronisation and many others. The final part of the article shows features that differentiate net-centric operations and Polish Armed Forces ’ capabilities to implement NCW principles and includes a short characteristics of the current state and measures that must be taken in order to achieve full net-centric capabilities. The need to implement NCW solutions is stressed in the conclusions.

The process of identifying operational needs necessary to conduct net-centric operations is connected with tasks defined for the armed forces and resulting from them directions of transformation. As operations within the Alliance are the priority for our Strategy, it can be assumed that the way of defining operational needs within NATO may be also applied to assess operational needs necessary to conduct net-centric operations by the Polish Armed Forces. In the article the author refers to the assumptions developed in NATO strategic commands, i.e. Allied Command Operations (ACO) and Allied Command Transformation (ACT), according to which operational requirements relating to Transformational Objective Areas (TOAs) for NATO forces should be analysed taking into consideration the following areas: Effective Engagement, Integrated Logistics, Expeditionary Operations or Enhanced Civil Military Cooperation (CIMIC). In the further part of the article the author characterises more widely these particular areas. In the conclusion the author stresses special requirements set for the command system which, when appropriate “operational awareness” is reached, will be able to gain superiority and consequently lead to the enemy’s defeat.
