W październiku 2011 roku Komisja Europejska zaakceptowała instrument "Łącząc Europę" (Connecting Europe), w którym zastały zawarte nowe wytyczne sieci TEN-T. Zgodnie z nimi podzielono infrastrukturę na dwie warstwy - sieć bazową i sieć kompleksową. Sieć bazowa opiera się o koncepcję korytarzy transportowych. Przez Polskę przechodzą dwie osie, z których Korytarz Bałtyk-Adriatyk przebiega południkowo, a polskie porty stanowią jego początkowy element. Polski rynek promowy jest ważnym składnikiem żeglugi promowej na Morzu Bałtyckim. W ciągu ostatniej dekady notowany jest stały wzrost ruchu pasażerskiego i towarowego z polskich baz promowych. Położenie tych terminali - w Świnoujściu, Gdyni i Gdańsku, czyli portach będących początkiem korytarza BAC - stanowi szansę ich rozwoju. Terminale te mogą stać się ważnymi platformami multimodalnymi na osi Północ-Południe. Projekty infrastrukturalne realizowane w ramach instrumentu "Łącząc Europę" winny poprawić dostęp do terminali oraz umożliwić sprawniejszą obsługę ładunków i pasażerów.

In October 2011 European Commission accepted the instrument "Connecting Europe" where new guidelines for TEN-T network were presented. According to the revision a dual layer of infrastructure will exists: Core and Comprehensive networks. Poland has two Core Network Corridors crossing the country: Baltic - Adriatic Corridor and North Sea - Baltic Corridor. The first one runs longitudinally and will link the Polish ports in Gdynia and Gdansk, as well as Szczecin and Swinoujscie with Adriatic ports. Poland is an important element of Baltic ferry market. During the last decade a permanent growth of traffic in cargo and passenger segments is observed. Including the Polish ports as initial points of the BAC should be regarded as an opportunity for ferry terminals and ferry links from Poland to Sweden. Ferry connections to Karlskrona, Nynashamn, Ystad and Trelleborg are natural extension of the Baltic - Adriatic Corridor to Scandinavia. The terminals may become multimodal platforms in North - South axis, where integrated services for intermodal units - trailers, swap bodies and containers were maintain. The infrastructure project will improve the accessibility to the terminals. The aim of the article is the identification of the factors influencing the development of ferry terminals in Polish seaports, analysis of infrastructural, technical and organization determinants.

Autor charakteryzuje proces budowy i rozwoju autostrad morskich UE, traktowanych jako integralny element układu sieci TEN-T oraz ważny składnik infrastruktury logistycznej łańcuchów i sieci dostaw funkcjonujących w europejskim systemie logistycznym. Przedstawiono przesłanki natury transportowej i logistycznej ich rozwoju, a także wymogi prawno-organizacyjne, ekonomiczno-finansowe i techniczno-technologiczne warunkujące ich powstanie oraz sprawność i efektywność operacyjną. W końcowej części rozważań podjęto próbę oceny ich dotychczasowego rozwoju oraz szans jego kontynuacji w kolejnej perspektywie finansowej.

Author has characterized the processes of formation and development of the motorways of the sea in the EU regarding them as an integral component of TEN -T as well as a vital element of supply chains and networks existing within the European logistics system. It has been presented trans port and logistics presumptions of their development as well as legal, organizational, economic, financial and technical requirements determining their operational effective ness and efficiency. In the end, it has been made an attempt to assess the previous development of the motorways of the sea and then it has be en indicated somechances for their further expansion in the next EU financial per - spective.
