Definicja Globalnej Infrastruktury Informacyjnej (GII), struktura GII, poziomy GII, modele GII (strukturalny, funkcjonalny, implementacyjny), usługi GII, problemy dotyczące realizacji GII, analiza możliwości wykorzystania GII, Asynchroniczne Sieci Uczące (sieci z inteligencją) oparte na usługach GII i ich zastosowanie dla aplikacji edukacyjnej: nauczania na odległość, przykładowa infrastruktura informacyjna szczebla regionalnego (Europejska Infrastruktura Informacyjna), wymagania krajowe na system obsługi wiadomości (MHS) jako składnika infrastruktury informacyjnej szczebla krajowego, zastosowanie inteligentnej aplikacji edukacyjnej w GII zostały przedstawione i omówione w referacie.

Global Information Infrastructure (GII) definition, GII structure, GII levels, GII models, GII services, problems concerning realization of GII, analysis of possibilities of GII use, Asynchronous Learning Networks (networks with intelligence) based on GII services and their use for educational application: Distance Learning, exemplary information infrastructure at region al level (European Information Infrastructure), Message Handling System (MHS) requirements for information infrastructure at national level, use of intelligent educational application in GII are presented and discussed in the paper.

In the paper is described the methodology of the use of asynchronous learning networks in teleeducation in the framework of the constructivist approach of the cognitive psychology. Special attention has been focused on the competencies of the teachers introduced to the online and offline teaching. The functions that fulfil the teachers in the asynchronous learning: organizational, social and intellectual, have been explained. Constructivist components within an ALN environment have been prepared in accordance to the Piaget’s processes for knowledge construction.
