Praca pokazuje przemiany społeczno-gospodarcze obszaru dzisiejszej Aglomeracji Górnośląskiej od XVIII wieku, poprzez przełom wieków, do lat 50. XIX wieku, które wywarły wpływ na rozwój osadnictwa - kształtowanie się wczesnego kapitalizmu. Na tym tle pokazano główne czynniki rozwoju układów osadniczych pod przemożnym wpływem przemysłu i rozwoju sieci kolei. W sposób syntetyczny przedstawiono powstawanie osad przemysłowych, które przekształcały się z czasem w miasta, oraz znaczenie wielkich własności ziemskich należących do magnatów przemysłowych, które pozostawiły widoczne do dzisiaj ślady w przestrzeniach Aglomeracji Górnośląskiej.

The work shows the socio-economic changes in the area of today's Upper Silesian Agglomeration from the 18th century, through the turn of the century, to the 1850s, which influenced the development of settlement - the formation of early capitalism. Against this background, the main factors in the development of settlement systems were shown, under the overwhelming influence of industry and the development of the railroad network. The formation of industrial settlements, which transformed into cities over time, and the significance of great land properties belonging to industrial magnates, which left traces in the spaces of the Upper Silesian Agglomeration, were presented in a synthetic manner.

It considers the prerequisites for developing a methodology in order to create touristic recreational complexes based on resource capacities of local settlement systems (territorial communities) in Ukraine. Attention is given to the situation in the industry and its prospective capabilities to play a principal role in economic development of a number of territorial communities. It outlines a number of principles that need to be used when considering the process in the urban planning activities. It also provides a specific example of a strategic program of local system development with the touristic and recreational component as its basis. The research materials analyze the current state of affairs of urban planning activities in Ukraine, in particular, peculiarities of regional planning, using three largest cities and their suburbs as case studies. A number of negative trends have been discovered in the relations between the city and suburban area, that need to be resolved during the subsequent stages of designing to take into account the changes in the management system – decentralization and development of territorial communities that will be interacting with the city on systemic positions.

The article considers the emergence in the modern town-planning practice of Azerbaijan complex planning systems require comprehends to historical experience, especially the end of the nineteenth beginning of the twentieth centuries. The industrial revolution started in the middle of the 19th century in connection with the development of the oil industry accelerated the process of urbanization in Absheron also in Baku the centre of population concentration and various types of labour activity. The purpose of the study is to present Baku oil district at the turn of the 19th-20th centuries to reveal communications and interactions between social, demographic and other processes as a complex organism with all contradictions inherent in the epoch of rapid development of capitalism which has received the material expression in the form of the newly developed planning system.

W artykule przedstawia się stanowisko, według którego pojawienie się nowoczesnej praktyki planowania urbanistycznego w złożonych systemach planowania Azerbejdżanu wymaga zrozumienia doświadczeń historycznych, zwłaszcza końca XIX i XX w. Rewolucja przemysłowa rozpoczęła się w połowie XIX w. w związku z rozwojem przemysłu naftowego, przyspieszając proces urbanizacji w Absheron, a także w Baku, centrum koncentracji ludności i różnego rodzaju aktywności zawodowej. Celem badań jest przedstawienie dzielnicy naftowej Baku na przełomie XIX i XX w. w celu ujawnienia komunikacji i interakcji między procesami społecznymi, demograficznymi i innymi, traktowanych jako złożony organizm, charakteryzujący się występowaniem licznych sprzeczności, wynikające z epoki szybkiego rozwoju kapitalizmu, którego materialnym wyrazem jest nowo opracowanego systemu planowania.

Wiele miast wschodniej Polski – ma pomimo znacznego zróżnicowania wynikającego z różnych dróg rozwojowych – kilka cech, które łącznie wydają się wspólnym mianownikiem wpływającym na percepcję zabudowy tych miast jako elementu dziedzictwa. W artykule zwrócono uwagę na następujące cechy, na przykładzie Białegostoku: wiejska geneza obecnych dzielnic, złożona struktura społeczno-przestrzenna implikująca głębokie podziały i wynikająca z wielokulturowego rozwoju (zwłaszcza związana ze znacznym ongiś udziałem ludności żydowskiej), wynikające między innymi z powyższych cech wyraźne sprzeczności w wartościowaniu tkanki miejskiej i miasta jako całości, ujawniające się zwłaszcza wśród autochtonów. Powyższe cechy wpływają na programowanie rozwoju, a także na społeczną akceptację określonych kierunków i metod rewitalizacji tych miast. W artykule omówiono te relacje, podejmując próbę rozpoznania wpływu „wiejskiego dziedzictwa” miast wschodniej Polski (na przykładzie Białegostoku) na współczesne działania rewitalizacyjne i rozwojowe.

A number of cities and towns in the east part of Poland, whilst different in some aspects, have a set of common features that influence the perception and the appreciation of their urban tissue. The following such features are taken under investigation in the paper, on example of Białystok: the rural genesis of the present city districts, the deep socio-spatial complexity which cause deep social divisions (which are very often implied by the past multicultural diversification), as a result, the strong contradictions in the citizens’ perception and appreciation of the urban tissue and of the city or the town as a whole. The above mentioned features can disturb the programming of the correct city development and they usually limit the acceptable range of directions and methods of city development activities. A few such relations are analyzed, on example of Białystok.

Obliczanie wymiany kontaktów między rejonami układu można wykorzystywać w dwojaki sposób. W wielu zagadnieniach inżynierskich jest podstawą wymiarowania sieci transportowej lub przesyłowej. Drugi sposób to konstruowanie struktury systemu osadniczego różnej skali, optymalizującej układ z punktu widzenia potrzeb warunkujących ruchliwość. Do obrazowania kontaktów najlepiej nadaje się mechanizm "pośrednich możliwości", gdy kluczowy parametr modelu staje się charakterystyką cywilizacyjną. Na tym mechanizmie rozwinięto model generujący obraz koncentracji, zwłaszcza policentrycznych. Znaczna liczba udanych odtworzeń istniejących koncentracji potwierdziła wiarygodność modelu. W podobny sposób szukano pewnych struktur "idealnych". Zachęcające wyniki w różnych skalach skłaniały do doskonalenia sfery determinant lokalnych na tle wewnętrznych powiązań większego systemu. Model taki składać się musi z warstwy symulującej podejmowanie decyzji oraz z warstwy symulacji procesu ich realizacji. Może to tworzyć układ priorytetów dla przestrzennych form struktur gospodarczo-społecznych.

The calculation of the number of contacts among the regions of a system can be used in two ways. From the engineering perspective, it serves as a basis for the measurement of a transport or freight network. Alternatively, it may be used to form a settlement system structure on different scales, optimizing the system from the point of view of the movement conditioning needs. The best mechanism used to illustrate these contacts is that of "intervening opportunities", when the model.s key parameter becomes a characteristic civilization feature. This mechanism served as a basis for the development of a model that generates a state of concentrations, particularly the polycentric ones. A high number of successfully generated existing concentrations confirmed the model.s reliability. Similarly, certain "ideal" structures were sought after. Positive results on different scales encouraged improvements in the area of local determinants in the light of the internal connections within a large system. Such a model must be composed of a level simulating the decision-making and a level simulating the implementation of the resulting decisions. It may lead to a system of priorities for the spatial forms of social and economic structures.

Proces zasiedlania terenu zależy od wielu czynników. Struktura przestrzenna jest wciąż modyfikowana przez ludzi, którzy adaptują środowisko naturalne stosowanie do swoich potrzeb. Urbanizacja, rozwój przemysłu i stopniowy przyrost populacji są przyczyną nieodwracalnych zmian w krajobrazie. Ogólna poprawa warunków życia stwarza potrzebę usług na wysokim poziomie (szczególnie tych powiązanych z wypoczynkiem). Wiąże się to ściśle z rozwojem rolniczym w miejscach atrakcyjnych ze względu na krajobraz, kulturę i turystykę.

Process of settlement system forming depends on many factors. People are still modifying the spatial structure of land, adopting a natural environment to their needs. Urbanization, industry development and gradual increase of population are making irreversible deformations in a landscape. Comprehensive improvement of life conditions creates a great demand for services of a high level (especially those that are connected with leisure). It is closely related to agricultural development in places that are attractive because of their landscape, culture and tourism.
