Forms of refugee protection and their impact on the sense of security of Poland’s citizens

The article focuses on the topic of refugees and their impact on society. It analyses both the refugee protection system and the scale of applying for and granting shelter to foreigners in Poland. Simultaneously, it draws attention to social attitudes and opinions on the reception of refugees and their possible impact on state security. The conclusions of the study point to a variety of perspectives and diverse approaches to this issue. The integration of refugees may bring opportunities for the country, but it also raises fears and controversies among the society regarding this topic. The article shows the complexity and multifaceted nature of the topic of refugees and their impact on the society. The theoretical analysis and empirical research provide valuable information that can contribute to a better understanding of migration and effective management of the refugee admission process in Poland. For the implementation of the research process, the following specific problems have been identified: 1) What is the theoretical basis for the refugee protection system? 2) What is the scale of applying for and granting shelter to foreigners in Poland? 3) What are the social opinions on the formation of a sense of security in connection with the presence of refugees on the territory of the Republic of Poland? Within the theoretical and cognitive methods, analysis and synthesis were applied, while for empirical research applied were the diagnostic survey method and inference.

Artykuł koncentruje się na tematyce uchodźców i ich wpływu na społeczeństwo. Analizuje zarówno system ochrony uchodźców, jak i skalę ubiegania się i udzielenia schronienia cudzoziemcom w Polsce. Jednocześnie zwraca uwagę na postawy społeczne oraz opinie na temat przyjmowania uchodźców i ich ewentualnego wpływu na bezpieczeństwo kraju. Wnioski z badania wskazują na różnorodność perspektyw i zróżnicowane podejścia do tego zagadnienia. Integracja uchodźców może nieść szanse dla kraju, ale wywołuje także obawy i kontrowersje w społeczeństwie dotyczące tego tematu. Artykuł wskazuje na kompleksowość i wieloaspektowość tematu uchodźców oraz ich wpływu na społeczeństwo. Analiza teoretyczna i badania empiryczne dostarczają wartościowych informacji, które mogą przyczynić się do lepszego zrozumienia migracji i skutecznego zarządzania procesem przyjmowania uchodźców w Polsce. Na potrzeby realizacji procesu badawczego określono następujący wydzielone problemy szczegółowe: 1) Jakie są podstawy teoretyczne dotyczące systemu ochrony uchodźców? 2) Jak przedstawia się skala ubiegania i udzielenia schronienia cudzoziemcom w Polsce? 3) Jakie są opinie społeczne na temat kształtowania się poczucia bezpieczeństwa w związku z obecnością uchodźców na terytorium RP? W obrębie metod teoretyczno-poznawczych zastosowano metody: analizy i syntezy, natomiast do badań empirycznych wykorzystano: metodę sondażu diagnostycznego i wnioskowania.

In order to ensure the highest level of maritime travel safety, standards and rules are applied aimed at eliminating potential risks. In view of changes in the environment – as a result of, among others, the Covid-19 pandemic and Russia’s aggression against Ukraine – it has become necessary to verify expec-tations and preferences towards the provision of maritime transport services from the perspective of its users, representing generation Y. A key factor for evaluating cruise maritime service in the situation of current threats was identi-fied to achieve the objective of this study. At the same time, groups of factors responsible for the emergence of threats to travelers were identified, and pro-posals for measures to increase confidence in maritime transportation were evaluated from the perspective of the surveyed participants.

Poczucie bezpieczeństwa to integralny element bezpieczeństwa w ogóle. Nawiązuje do społecznych uwarunkowań funkcjonowania jednostki ludzkiej. Ma swoje przełożenie na ryzyko, a także powinno być uwzględniane w projektowaniu działań służących zapewnianiu bezpieczeństwa. Celem badań jest przedstawienie koncepcji umocowania poczucia bezpieczeństwa w badaniach naukowych realizowanych w dyscyplinie naukowej nauk o bezpieczeństwie. W artykule opisano istotę poczucia bezpieczeństwa. Wskazano obszary badań realizowanych w analizowanej dyscyplinie naukowej – obszary, w których można nawiązać do poczucia bezpieczeństwa bezpośrednio bądź pośrednio. Przedstawiona koncepcja pozwala uwzględnić poczucie bezpieczeństwa w analizach uwarunkowań funkcjonowania systemu bezpieczeństwa narodowego i jego systemów operacyjnych, a także w projektowaniu i przeprojektowywaniu tychże systemów. Jej implementacja może zwiększyć adekwatność działań prowadzonych na rzecz bezpieczeństwa narodowego oraz efekt synergiczny związany z racjonalnym kształtowaniem zaangażowania społecznego.

The sense of security is an integral component of safety and security in general. It refers to social determinants of human functioning. It has its impact on risk and should also be taken into account in the planning of safety and security measures. The aim of the research is to present a concept of embedding the sense of security in research carried out in the scientific discipline of security sciences. The article describes the essence of the sense of security. An indication was made of areas of research implemented in the analysed scientific discipline – areas in which the sense of security can be directly or indirectly referred to. The presented concept allows to take into consideration the sense of security in analyses of the conditions of functioning of the national security system and its operational systems, as well as in the planning and redesigning of these systems. Its implementation may increase the adequacy of actions carried out in support of national security and the synergic effect related to rational shaping of social involvement.

This paper shows the importance of broadly defined health security, illness prevention, and health education, in all possible stages of human life. The paper contains a description of the basic threats to human health security emanating from the coronavirus pandemic. In addition, the author deals extensively with the preventive qualities of educational activities in the development of a sense of human health security. The main idea of the paper demonstrates that health security during the coronavirus pandemic, together with a sense of calm and stagnation, have a fundamental impact on human well-being. All this is combined with the adoption of the appropriate attitudes, while at the same time determining the focus of the concentration of human activity, and therefore of human education, in the times of threats to health.

Treść artykułu pokazuje jak istotnym aspektem jest szeroko pojęte bezpieczeństwo zdrowotne, profilaktyka oraz edukacja zdrowotna we wszystkich możliwych etapach życia człowieka. Artykuł zawiera charakterystykę podstawowych zagrożeń bezpieczeństwa zdrowotnego człowieka wywołanych pandemią koronawirusa. Autor wiele miejsca poświęca profilaktycznym walorom działań edukacyjnych w kształtowaniu poczucia bezpieczeństwa zdrowotnego człowieka. Idea przewodnia artykułu dowodzi, że bezpieczeństwo zdrowotne w dobie panowania pandemii koronawirusa wraz z poczuciem spokoju i stagnacji mają podstawowy wpływ na stan samopoczucia człowieka. Wszystko to łączy się w przyjmowaniu odpowiednich postaw i wyznaczaniu jednocześnie obszar koncentracji działania człowieka, a więc jego edukacji w dobie zagrożeń zdrowotnych.

This article demonstrates the importance of the aspects of social life which include prevention and education at all possible stages of using cyberspace. It encompasses a characterisation of the primary concepts and programmes associated with developing a sense of security in individuals in cyberspace. Focus was placed on major social and educational projects with an impact on security. The keynote of the article is that personal (individual) security, in addition to the sense of peace and stability and health security, have an essential impact on the sense of security of people using modern ICT technologies. All this is related to appropriate attitudes and experiences, at the same time defining the focus area for the responsible State bodies (services, organisations, institutions).

Treść artykułu pokazuje jak istotnym aspektem życia człowieka jest szeroko pojęta profilaktyka oraz edukacja we wszystkich możliwych etapach korzystania z cyberprzestrzeni. Artykuł zawiera charakterystykę podstawowych koncepcji i programów dotyczących kształtowania poczucia bezpieczeństwa człowieka w cyberprzestrzeni. Skoncentrowano się głównie na najważniejszych społecznych i edukacyjnych projektach mających wpływ na bezpieczeństwo człowieka. Idea przewodnia artykułu dowodzi, że bezpieczeństwo personalne (osobiste, ludzkie), wraz z poczuciem spokoju i stagnacji oraz bezpieczeństwem zdrowotnym, mają zasadniczy wpływ na poczucie bezpieczeństwa człowieka korzystającego z nowoczesnych technologii komunikacyjno-informacyjnych. Wszystko to łączy się w przyjmowaniu odpowiednich postaw i odczuć wyznaczając jednocześnie obszar koncentracji działania w tym zakresie odpowiednich podmiotów (służb, organizacji, instytucji) państwa.

Autorzy artykułu główną uwagę skupili na procesie kształtowania poczucia bezpieczeństwa mieszkańców województwa kujawsko-pomorskiego na przykładzie Ochotniczych Straży Pożarnych. Artykuł składa się z trzech zasadniczych części, dwie pierwsze są teoretyczne, a ostatnia jest empiryczna. W pierwszej kolejności dokonano teoretycznego wglądu w pojęcie bezpieczeństwo, porządek publiczny i poczucie bezpieczeństwa, a także przedstawiono organizację systemu bezpieczeństwa w społeczności lokalnej. Druga część zawiera najważniejsze informacje dotyczące uwarunkowań historyczno-prawnych związanych z powstaniem i funkcjonowaniem Ochotniczych Straży Pożarnych, w tym podstawowych zadań realizowanych w obszarze zarządzania kryzysowego. Ostatnia część artykułu poświęcona jest badaniom empirycznym przeprowadzonym na podstawie kwestionariusza ankiety wśród studentów UKW. Badania w głównej mierze dotyczyły oceny pracy strażaków OSP w kształtowaniu poczucia bezpieczeństwa wybranych środowisk województwa kujawsko-pomorskiego.

The authors of the article have focused their attention on process of forming the sense of security of Kuyavian-Pomeranian Voivodeship based on example of Voluntary Fire Brigade. Article contains of 3 parts: two theoretical and one empirical. First of all authors present theory of security , public order and sense of security and organisation of security system in local society. Second part contains important is about history and legal aspects of origin and activity of Voluntary Fire Brigades. Specially their goals in crisis management. Last part is about empirical researches based on questionaire survey form for UKW students. It refers to assessment of firefighters work and its influence to sense of security in selected areas of Kuyavian-Pomeranian Voivodeship.

We współczesnej rzeczywistości bezpieczeństwo otrzymało pierwszeństwo. Obecna sytuacja na świecie skłania do rozważań, czy ludzie czują się bezpiecznie, czy jako naród żyją w poczuciu, że państwo jest w stanie zapewnić im bezpieczeństwo i utrzymać je na akceptowalnym przez obywateli poziomie. Nasuwają się kolejne pytania o to, czy w przypadku prowadzonej polityki, nakładającej na samorządy lokalne obowiązki związane z zapewnieniem bezpieczeństwa swoim mieszkańcom, posiadają one wystarczające środki na ten cel. Czy ponoszone koszty są mierzone i poddawane analizom? Jedną z metod analizy kosztów wykonywaną w ramach zarządzania finansami jest metoda ABC – rachunek kosztów działań. Niniejsze opracowanie jest propozycją zaadaptowania tej metody na potrzeby identyfikacji kosztów działań na rzecz bezpieczeństwa. W kontekście podnoszenia efektywności alokacji środków, bezpieczeństwo zostało zdefiniowane jako produkt wytwarzany przez władze publiczne, co umożliwia zaimplementowanie tej metody. Teoretyczne studia nad etapami analizy rachunku kosztów działań stanowią wprowadzenie do procesu planowania zadań w obszarze bezpieczeństwa.

In contemporary reality the security has received the priority... The current situation of the world forces us to consider whether we, as a nation, feel safe. Is the state able to provide us safety and keep it at an acceptable level by citizens? There are further questions as to whether, with the policies imposing the local government obligations on the security of their citizens, they have sufficient resources for this purpose. Whether they are rationally used, considering the limited access. Whether the costs incurred are measured and subjected to analysis. One of the cost analysis methods, used in financial management, is the ABC method – activity cost accounting. This study is a proposal to adapt the method for the identification of the safety actions cost. In the context of increasing the efficiency of resource allocation, the security is defined as a product produced by the public authority, which makes it possible to implement this method. Theoretical studies on the steps of activity cost analysis are the introduction to the security planning process.

Do skutecznego przeprowadzenia ewakuacji zwierząt w czasie powodzi, zwłaszcza dużych, hodowlanych, konieczne jest dysponowanie odpowiednim sprzętem. Z uwagi na specyfikę obszaru użytkowania dla takiego sprzętu, próżno go szukać wśród cywilnych podmiotów. Rzecz dotyczy pojazdów umożliwiających załadowanie i przetransportowanie w bezpieczne miejsce dużych i ciężkich zwierząt hodowlanych, pozostających w stanie stresu. Takich zwierząt nie da się inaczej przetransportować z zalanych obiektów, niż tylko przy użyciu będących w posiadaniu Sił Zbrojnych pływających transporterów PTS-M. Artykuł ukazuje specyfikę współpracy cywilnowojskowej w zakresie sprzętowego wsparcia działań zarządzania kryzysowego udzielanego przez Siły Zbrojne w trakcie powodzi w roku 2010 na Podkarpaciu.

To effectively carry out the evacuation of animals during the floods, especially the large from the breeding, it is necessary to have the right equipment. Due to the specific area of use for such equipment in vain to look for it among the civilian entities. It applicable to vehicles enabling to load and transport to the safe place some large and heavy animals being in a state of stress. Such animals cannot be transported from the flooded objects otherwise than by using the floating conveyors being in held by the Armed Forces. W artykule prezentowane są problemy związane z wykorzystaniem przekazu podprogowego w mediach, a dokładniej, w reklamie. Ukazano na czym polega przekaz podprogowy, jak oddziałuje na konsumenta i dlaczego należy traktować go jako formę manipulacji. W drugiej części przedstawiono badania, z których wynika, że przekaz podprogowy zagraża m.in. poczuciu bezpieczeństwa widza. Zwrócono także uwagę na konieczność prowadzenia edukacji medialnej, dzięki której jednostka zostanie wyposażona w kompetencje medialne, a co za tym idzie, będzie bardziej świadoma zagrożeń płynących z mass mediów.

The article presents the issues related to the use of the subliminal message in the media, in particular in advertising. It shows how the subliminal message affects the consumer and why one should treat it as a form of manipulation. The other part of the article presents the studies which show that the subliminal message threatens the viewer’s sense of security. In addition, the article highlights the need for media education, by dint of which people will become more aware of the dangers posed by the mass media.

W artykule omówiono zjawisko kultury zaufania jako klimatu sprzyjającego utrzymaniu poczucia bezpieczeństwa. Zostały podane zarówno elementy składające się na kulturę zaufania, jak i obszary działań umożliwiające jej trwanie. Dokonano również analizy składowych kultury zaufania w świetle przeprowadzonych badań ankietowych. Należy podkreślić ważkość tego zjawiska nie tylko w aspekcie bezpieczeństwa, ale również w relacjach na poziomie społeczności lokalnych.

The article briefly discusses the phenomenon of a trust culture as a climate favorable for the maintenance of security. Both elements , the trust culture and areas of activity allowing its presence, have been discussed. We would also like to stress the importance of this phenomenon, not only in terms of safety but also in the whole relations on the level of local communities. We must remember that we live in conditions of uncertainty and risk in which the major role plays the trust. Trust has become, for people, the main strategy to deal with ignorance and inability to control the future – “The strategy of simplification, which allows individuals to adapt to a complex social environment, and thus benefit from a wider pool of possibility”. We believe that there will be the dominant climate of trust on the Earth. It will destroy instability and social unrest and it will save humanity from destruction. Maybe our thinking and approach to life is Utopian, idealized, but like P. Sztompka we believe in Utopia, and we agree with the opinion of a sociologist Max Weber, who has said that if Christopher Columbus had not wanted to get to India by sea, he would not have discovered America. In our opinion the time is worth to be spent to create an Utopia in order to achieve something.
