Autor zwraca uwagę na transformację organizacyjną i zadaniową terroryzmu międzynarodowego. Jego nową strategię omawia na przykładzie działań terrorystów z Państwa Islamskiego na terytorium Syrii i Iraku. Islamiści wykorzystują słabość struktur tych państw i próbują utworzyć z ich terytoriów własną państwowość. Współczesne państwa upadłe, zdaniem autora, stanowią źródło radykalizmu i zarazem bazę współczesnego terroryzmu międzynarodowego. O wadze tego problemu świadczy ranking państwa upadłych. W artykule są omówione mechanizmy i scenariusz budowania „państwa terrorystów” oraz skrajne zasady jego funkcjonowania. Do prowadzenia skutecznych działań bojowych terroryści potrzebują sprawnego kierownictwa, terytorium, na którym mogą operować, finansów oraz licznych zdeterminowanych i bezwzględnych bojowników. Autor przedstawia prognozę rozwoju terroryzmu międzynarodowego oraz wskazuje na bierną i mało stanowczą reakcję państw Zachodu. Eksponuje cele nowej strategii terroryzmu urzeczywistnione w samozwańczym kalifacie, który powstał na terytorium Syrii i Iraku. W konkluzji podkreśla, że niezbędne są silne struktury bezpieczeństwa, zdolne do obrony i zachowania integralności oraz suwerenności państwa.

The author describes the organizational and task transformation of international terrorism. He discusses its new strategy on the basis of the activities of terrorists from the Islamic State in Syria and Iraq. The Islamists use weak structures of these states, and attempt to impose their own state system on these territories. Contemporary fallen states, according to the author, are the source of radicalism, being as well the basis of contemporary international terrorism. The ranking of fallen states proves how serious the problem is. The article also discusses mechanisms and scenario for building “a terrorists’ state”, and extreme rules of its functioning. In order to conduct effective combat activities, terrorists need good management, a territory where they can operate, financial resources, and many determined and ruthless warriors. The author features the prognosis for the growth of international terrorism, and points to passive and little decisive response of western states. He also writes about the goals of new strategy of terrorism which became real in a self-appointed caliphate created on the territory of Syria and Iraq. In conclusion, he emphasizes that strong security structure, capable of defense and maintaining state’s integrity and sovereignty, is essential.
