Ochrona infrastruktury krytycznej to proces, który obejmuje dużą liczbę obszarów zadaniowych i kompetencji oraz angażujący wiele zainteresowanych stron. Proces ten obejmuje wszelkie działania zmierzające do zapewnienia funkcjonalności, ciągłości działań i integralności infrastruktury krytycznej, zakłada również stopniowe dochodzenie do oczekiwanego rezultatu oraz nieustanne doskonalenie.

One of the main tasks of internal security is to guarantee the functionality of the critical infrastructure systems. The protection of critical infrastructure, so important for the security of the state and its citizens, is also the most important task for the heads of government and local government administration. Access to this type of services becomes a key issue from the point of view of the efficient functioning and development of a modern state, society and economy. These services and the infrastructure that provides them have been referred to as critical infrastructure. As a result of events caused by natural or human activities, critical infrastructure may be destroyed or damaged. The consequence may be a threat to the continuity of key services, and thus the property, health or even life of citizens. Taking into account also the fact that such incidents negatively affect the economic development of the state, it should be stated that the critical infrastructure plays a key role in the functioning of the state and the life of its citizens, and its protection is one of the priorities for the Polish state. Critical infrastructure protection is a process that covers a large number of task areas and competences, and involves many stakeholders. This process includes all activities aimed at ensuring functionality and continuity of activities an integrity of the critical infrastructure, it also assumes a gradual achievement of the expected result and continuous improvement.

Artykuł opisuje system regulacji prawnych i wymagań w zakresie przepisów i warunków dotyczących przewozu drogowego towarów niebezpiecznych wysokiego ryzyka. W części pierwszej przedstawiono system tworzenia regulacji prawnych. Część druga dedykowana jest ogólnym zasadom transportu materiałów niebezpiecznych, zgodnie z Umową ADR, dotyczącą m.in. klasyfikacji, szkoleń, pakowania, oznakowania, dokumentacji oraz innych obowiązków uczestników przewozu. W części trzeciej wskazano szczegółowe wymagania w zakresie transportu towarów wysokiego ryzyka, opracowania planów ochrony oraz problemy z interpretacją zbyt ogólnych zapisów prawnych.

The article describes the system of creating legal regulations concerning the rules and conditions relating to the carriage of high risk dangerous goods by road. The first part shows the development system of the regulations. The second part is dedicated to the general principles of air transport of hazardous materials in accordance with the ADR Agreement e.g.: classification, training, packaging, labeling, documentation and other duties of the participants. The third part, indicates specificrequirements for the transport of dangerous goods, the development of security plans and problems with the interpretation of legal provisions.

W pracy przedstawiono główne założenia planu bezpieczeństwa województwa podkarpackiego w odniesieniu do zagrożeń środowiskowych i przeciwdziałaniu poważnym awariom przemysłowym. Biorąc pod uwagę infrastrukturę krytyczną funkcjonowania ośrodków miejskich, szczegółowo omówiono zagrożenia systemów zbiorowego zaopatrzenia w wodę do spożycia. Przedstawiono możliwości zagrożeń transgranicznych oraz związaną z tym działalność kontrolną służb ochrony środowiska województwa podkarpackiego.

The paper presents the main assumptions of the security plan for the Podkarpackie province. Reference is made mainly to environmental threats and preventing major industrial accidents. Taking into account the critical infrastructure for the functioning of urban centres, threats to collective drinking water supply systems were discussed in details. The possibilities of crossborder threats and monitoring activities associated with them, conducted by the environment protection services in subcarpathian province, were indicated.
