The paper discusses the problem of the growing threat of orbital collisions – the Kessler syndrome in the Earth’s lower orbit caused by orbital satellite constellations developed to provide broadband internet. It provides a theoretical context for the main argument by presenting the current data related to space debris in orbit, the concept of the Kessler syndrome and its application to orbital objects, the legal framework pertaining to the issue, mitigation programs and plans, and new orbital satellites constellations under development and how they contribute to the Kessler syndrome threat. The main contribution of the paper is the carried out argument that the lack of a global legal system regulating the use of the Earth’s orbit is a factor that strengthens the threat.

Przedstawiono podstawy techniczne nowego systemu satelitarnego, który ma na celu dostarczenie szerokopasmowego kanału łączności dla krajów leżących pomiędzy 45° szerokości geograficznej północnej i południowej. System ten eliminuje podstawową niedogodność dużego opóźnienia sygnału związaną z łączami do satelitów geostacjonarnych i umożliwia uzyskanie szybkości transmisji w kanale radiowym do 1,2 Gbit/s.

The paper presents the technical basis for the new satellite system O3b (Other 3 billion), which aims to provide broadband communication channel for the countries lying between 45° north and south. This system eliminates the inconvenience of a large signal propagation delay usually associated with the link to the geostationary satellites and allows to achieve a bit rate in a radio channel up to 1.2 Gb/s. First satellites of this system have been already launched.

This paper firstly analyzes the concept of availability of satellite constellation. Then the method of constellation availability analysis is proposed based on Markov chain model, outage analysis, as well as MTBF and MTTR of satellite constellations. Finally, an illustrative example is presented to demonstrate the method.

Artykuł w pierwszej kolejności analizuje pojęcie dostępności konstelacji satelitów. Następnie proponuje metodę analizy dostępności konstelacji opartą na modelu łańcuchów Markowa, analizie przestojów, oraz MTBF i MTTR konstelacji satelitów. Metodę zilustrowano przykładem.
