Sanitary aviation in post-war Poland – historical outline

Objectives: The aim of this research paper is to present the history of sanitary aviation in postwar Poland since 1945 up till now. In the course of research the following methods were used: analysis, synthesis, abstraction and generalization. The outcome of the research is presentation of the 74 year history of restoring aviation as an element of medical rescue system in postwar Poland. Methods: In the course of research the following theoretical research methods were used: analysis, synthesis, abstraction and generalization. Results: It has been proved that due to great involvement of Polish aviators the operational capacity of medical service system was restored in a short period of time benefitting by the pre war experience and that of other dynamically developing countries of Western Europe. The historical facts had crucial influence on the present make up of Aviation Emergency Medical Service. Conclusions: Presently the formation owns modern aircraft and equipment compliant with worldwide standards of HEMS Helicopter Emergency Medical Service.

This article looks at some historical aspects of sanitary aviation in Poland in the context of global aviation and its influence on the development of Polish aviation. The research was limited to the period from the rise of sanitary aviation until the outbreak of the Second World War. The first part of the article examines the development of sanitary aviation in the world. It includes mainly technical aspects starting from free balloons, fl ying ambulances and the first sanitary airplanes. The article also examines the legal aspects pertaining to the International Conference of the Red Cross in 1925. The main part of the article is concerned with the development of sanitary aviation in Poland. The history is divided into two parts, 1924-1927 and 1927-1939. The division was based on the legal act regulating the principles of operation of sanitary aviation, which changed its further development.

Wykorzystanie statków powietrznych w systemie ochrony zdrowia jest już standar- dem w wielu krajach, w Europie i na świecie. Zapoczątkowane zostało w momencie, kiedy zaistniała konieczność szybkiej ewakuacji osób będących w stanie nagłego zagrożenia zdrowotnego. Pierwsze zastosowanie samolotów w ewakuacji osób będących w stanie za- grożenia miało miejsce w czasie działań wojennych, kiedy trzeba było szybko przewozić rannych do szpitali by ratować im życie. W okresie późniejszym zdobyte doświadczenia na polach bitewnych przeniesiono do sfery cywilnej. Początkowo to właśnie w strukturach wojskowych używano statków powietrznych do działań „ratowniczych”, a w okresie póź- niejszym w oparciu o te pozytywne doświadczenia, w strukturach cywilnych służb ratow- niczych. Obecnie statek powietrzny (śmigłowiec, samolot) stał się latającą karetką pogo- towania. Jego wyposażenie pozwala nie tylko na szybki transport, często z miejsc, do któ- rych nie dotrze żaden inny środek transportu, ale umożliwia również realizację określo- nych procedur medycznych w czasie lotu. Transport sanitarny, obok świadczeń zdrowotnych wchodzi w zakres świadczeń opieki zdrowotnej, i jest wyrazem polityki zdrowotnej realizowanej przez państwo. Trans- port sanitarny (w tym również lotniczy) przysługuje świadczeniobiorcy w ramach środków publicznych. W ramach krajowej polityki zdrowotnej w koszyku świadczeń podstawowych powinien znaleźć się także bezpłatny transport medyczny, w tym lotniczy. Celem autora artykułu jest przedstawienie krótkiego zarysu lotnictwa sanitarnego na tle ogólnej polityki zdrowotnej, realizowanej przez państwo. W artykule przedstawiono krótko historię wykorzystania samolotów i śmigłowców w lotnictwie sanitarnym w Polsce. Świadomie pominięto najważniejszy dla polskiego lotnictwa sanitarnego okres: od roku 1999 do chwili obecnej. Biorąc pod uwagę głębokie reformy, które w tym czasie zostały przeprowadzone, uznano, że należy je zaprezentować w oddzielnej publikacji. Można po- wiedzieć, że ten artykuł ma już wartość historyczną i stanowi wprowadzenie do dalszych rozważań na temat lotniczego ratownictwa medycznego.

The use of aircraft in a health care system has become a standard in many countries, not only in Europe, but also worldwide. Its beginnings go back to times when there appeared the need to quickly evacuate people whose health and life was suddenly at risk. The first use of aircraft in the evacuation of people in a state of emergency took place during the war when it was necessary to quickly transport the wounded to hospitals in order to save their lives. Later, the experience gained on the battlefield was transferred to the civil sphere. Initially, it was in the military structures that aircraft were used to carry out rescue tasks, and subsequently, on the basis of this positive experience, in civil emergency structures. Currently, aircraft ( aeroplane or a helicopter) has become a flying emergency ambulance. Its equipment enables quick transport, often from places inaccessible for other means of transport, but also allows the implementation of specific medical procedures during the flight. Sanitary transport, along with health services is included in the scope of health services and is an expression of health policy offered by a state. Beneficiaries are entitled to sanitary transport ( including air transport ) within the framework of public funds. As part of the national health policy, free medical transportation, including air transport, should be included in the basket of basic medical services. The author’s aim is to present a brief outline of sanitary aviation at the background of general healthcare policy, implemented by a state. The article presents a short history of how the airplanes and helicopters were used in the sanitary aviation in Poland. The most important period from1999 up to now has beeen deliberately omitted. Having taken far reaching reforms that were implemented at that period into account, it was concluded to present them in a separate publication. We may risk saying that this article is of some historical value and provides an introduction to further considerations on air medical rescue.

Lotnictwo sanitarne, według źródeł historycznych, ma swoje początki już w wieku XVIII. Jednak jego właściwy rozwój ma miejsce w wieku XX, w którym to zdobycze lotnictwa wykorzystywane dotąd w służbie wojskowej, w połączeniu z wiedzą medyczną, są przenoszone na pole działań sanitarnych. Wykorzystanie lotnictwa do ratowania życia i zdrowia ludzkiego, niewątpliwie skróciło okres oczekiwania na otrzymanie pomocy, a także niejednokrotnie stanowiło o przeżyciu danej jednostki. Współdziałanie szeregu osób i instytucji umożliwiło w Polsce i na świecie wdrożenie lotnictwa do systemu pomocy medycznej. Celem autora artykułu jest przedstawienie narodzin idei wykorzystania lotnictwa do celów sanitarnych, pokazanie ewolucji tego zagadnienia na arenie światowej oraz w Polsce, do momentu wybuchu II wojny światowej.

Sanitary aviation according to historical sources, has its origins in the eighteenth century. However, its proper development is taking place in the twentieth century, in which the achievements of aviation used in military service in conjunction with medical knowledge, are transferred into the field of sanitary service. Using aviation to save human life and health, undoubtedly shortened the waiting period to receive assistance, and often represented the survival of the unit. Interaction of many people and institutions in Poland and worldwide allowed implementation of aviation in the medical assistance. The aim of the article is to show the birth of the idea of using aviation for sanitary purposes, to show the evolution of this issue on the global stage and also in Poland to the outbreak of World War II.
