W artykule omówiono strategię bezpieczeństwa maszyn, urządzeń i procesów. Zgodnie z encyklopedyczną definicją (A.D. Chandler; 1962) strategia wyraża cele długoterminowe przedsiębiorstwa, odpowiadające generalnym kierunkom działania. Jednym z bardzo ważnych celów działania firmy jest zapewnienie bezpieczeństwa personelowi i środowisku. Cel ten można osiągnąć przez rozbudowę odpowiednich środków technicznych lub organizacyjnych. Artykuł przedstawia zagadnienie konstrukcji wewnętrznie bezpiecznych oraz aktywnych i pasywnych systemów bezpieczeństwa jako przykładów środków technicznych zwiększających bezpieczeństwo projektowanej maszyny lub procesu. Przedstawiono także zagadnienie wielowarstwowych poziomów zabezpieczeń oraz zagadnienie konstruowania układów w kierunku uszkodzeń bezpiecznych. Zamieszczono praktyczne przykłady ich realizacji, a na przykładzie reaktora jądrowego omówiono pasywny system bezpieczeństwa reaktora oraz układ awaryjny fail-safe. Ponadto omówiono wielowarstwowe poziomy zabezpieczeń, właściwe dla instalacji lub procesów stwarzających poważne zagrożenia dla bezpieczeństwa.

The paper presents safe strategy for machines and processes in industrial systems. Elimination of hazards or prevention of risks connected to the hazard is possible by designing active or passive safety systems. Another thing discussed is the problem of Safety Layer Protection as a countermeasure crucial in any hazardous plants such as oil and gas or nuclear plants. They are used to protect humans, plant and the environment in case the process goes beyond the control margins. Newest solutions are connected with methodology of inherently safe designs. In the paper there are presented examples of different safety systems like passive safe system and fail safe system used for protection of nuclear reactors.

he paper presents the key elements of the management system of the safety and hygiene of work in the metallurgical enterprise for example ArcelorMittal Poland. The safety policy and the basic principles of safety were quoted. The simple scheme of building of the safety strategy in the enterprise was presented too. Besides the statistical analysis of work incidents was made based on ArcelorMittal Poland and some actions to prevent them also were characterized.

Artykuł przedstawia kluczowe elementy systemu zarządzania bezpieczeństwem i higieną pracy na przykładzie przedsiębiorstwa hutniczego ArcelorMittal Poland. Przytoczono między innymi treść polityki bezpieczeństwa przedsiębiorstwa oraz dekalog zasad bhp. Przedstawiono także uproszczony schemat budowy strategii bezpieczeństwa pracy w przedsiębiorstwie. W oparciu o dostarczone przez przedsiębiorstwo ArcelorMittal Poland dane statystyczne dokonano analizy wypadkowości i scharakteryzowano działania prewencyjne.

The author signalizes the important changes happening in contemporary security, stating that "it encompasses increasingly wide, virtually unlimited terrestrial area and actively enters the extraterrestrial area”. Aside from national organizations that have traditionally been dealing with different aspects of security, non-national institutions and organizations are becoming important players. They are also joined by diverse fundamentalist and criminal organizations. The Author therefore came to the conclusion that today the most important events in the field of security should be searched for not in the center of international developments, but far from them. The essence of the problem is that different contradictions should be eliminated mostly without the use of weapons, and the fight should start only in situations impossible to solve in a peaceful way. It is also assumed that NATO and the EU should engage abroad, including very distant regions. Yet, the military actions should be used in exceptional circumstances and both organizations should be adequately prepared for it. NATO and the EU must undergo proper transformation to take up such operations. To summarize, the Author presented in his article the newest solutions in the field of security strategy, which helps the reader understand the basic problems from this area and outlines further development of this issue.

Europa znajduje się w okresie charakteryzującym się głębokimi zmianami zachodzącymi w społeczeństwie, zmianami w zakresie form zatrudnienia oraz w sferze natury ryzyka. Istnieje zatem potrzeba nowego spojrzenia na kierunki polityki i nowe priorytety w tym zakresie. Nowa strategia WE na lata 2002-2006 jest odpowiedzią na to zapotrzebowanie.

Europe is experiencing profound societal changes, changes in forms of employment and in the nature of risk. That is why it is necessary to take a fresh look at directions of policies and new priorities in this field. The ECs strategy for 2002-2006 is a response to that need.
