Due to the binding regulations, safety management processes in Poland, are carried out equally, regardless of the type of aviation. The article aims to present a proposal for the separation of Commercial Air Transport (CAT) and General Aviation (GA) in these processes to provide a more accurate assessment of the Polish aviation safety state. The key issue leading to further considerations is the comparison of the number of undesired events and their types in GA and CAT. Subsequently, an in-depth analysis of the State Safety Programm is presented, allowing for more detailed conclusions. The analysis presented in the paper indicates that it would be reasonable to separate particular types of aviation in the safety management processes. It was pointed out that the differences between GA and CAT are so significant that treating them together can lead to false and wrong conclusions.

Procesy zarządzania bezpieczeństwem w Polsce, ze względu na obowiązujące przepisy i akty prawne realizowane są jednakowo, bez względu na rodzaj lotnictwa. Autorzy proponują rozdzielenie lotnictwa komercyjnego (CAT) i ogólnego (GA) w tych procesach, celem bardziej adekwatnej oceny stanu bezpieczeństwa w polskim lotnictwie. Kluczową kwestią prowadzącą do dalszych rozważań jest porównanie liczby zdarzeń oraz ich typów w GA i CAT. W artykule zaprezentowano również analizę Krajowego Programu Bezpieczeństwa, pozwalająca na wyciągnięcie bardziej szczegółowych wniosków. Wskazano, że różnice pomiędzy GA a CAT są tak znaczące, że traktowanie ich wspólnie może prowadzić do zakłamań i błędnych wniosków.

The main aim of the paper is to present resilience terminology and methodology. The terms and definitions have been outlined alphabetically, with accordance to notations for resilience, risk, response, business continuity and communications, that are analysed within the scope of the EU-CIRCLE project. Moreover, the resilience indicators are defined and presented as the basic methodology in the field of strengthening critical infrastructure resilience to climate change, covered by the further EU-CIRCLE reports.

W niniejszym artykule dokonano konfrontacji odpowiedzi dynamicznej miejskiego lekkiego pojazdu szynowego podczas normalnej eksploatacji na wybranych odcinkach infrastruktury tramwajowej. Opisano cele i metodykę przeprowadzonych eksperymentów oraz przedstawiono ich zakres. Zaproponowano metodę sprawdzenia ograniczeń prędkości na podstawie których przewoźnik lub zarządca infrastruktury będzie mógł poddawać weryfikacji założonych ograniczeń prędkości, bezpośrednio wpływając na komfort i bezpieczeństwo jazdy.

In this paper confrontation of the dynamic response of light rail vehicle during the normal exploitation on the selected sections of the tram infrastructure is made. The aims and methodology of the carried out experiments are described as well as their range is presented. The method of checking the speed limits on which the carrier or the infrastructure manager will be able to verify the established speed limits, directly affecting the comfort and safety riding, are proposed.

In addition, notes the importance of traffic measurements in analyzes of transport in urban areas. Also presented basic data on the distribution of traffic in Radom.
