Sprawność fizyczna odgrywa ważną rolę w pracy strażaka, między innymi dlatego jej ocena stanowi jeden z istotnych elementów postępowania rekrutacyjnego do służby w Państwowej Straży Pożarnej. Do tej pory przy naborze do służby kandydackiej i przygotowawczej stosowane były różne kryteria oceny tych samych konkurencji. Obowiązujące od 9 stycznia 2016 roku Rozporządzenie Ministra Spraw Wewnętrznych i Administracji w sprawie postępowania kwalifikacyjnego w stosunku do kandydatów ubiegających się o przyjęcie do służby w Państwowej Straży Pożarnej wprowadziło ujednolicenie kryteriów oceny stopnia sprawności fizycznej, tym samym istotnej zmianie uległy zasady naboru do policealnych szkół pożarniczych. W celu pokazania wpływu wprowadzonych zmian na przeprowadzenie i zaliczenie poszczególnych prób sprawnościowych przez kandydatów do szkół pożarniczych, analizie poddano wyniki testów sprawności fizycznej uzyskanych przez ponad 10 000 kandydatów ubiegających się o przyjęcie do szkół aspirantów PSP w Krakowie i Poznaniu oraz do Centralnej Szkoły Państwowej Straży Pożarnej w Częstochowie w latach 2010‒2014 oraz przedstawiono techniczne aspekty przeprowadzenia próby wydolnościowej. Wykazano, że przy zastosowaniu obecnych kryteriów znacząco wzrosłaby liczba osób, które nie byłyby w stanie osiągnąć pozytywnej oceny sprawności fizycznej. W biegu na 50 m, spośród 10 522 przystępujących do konkurencji, zaliczenie uzyskałoby 1580 osób (15% badanej populacji), czyli o 7885 mniej niż miało to miejsce w oparciu o stare kryteria oceny. W biegu na 1000 m i podciąganiu na drążku – konsekwencje zmian nie są już tak wyraźne, w pierwszym przypadku wzrost niezaliczonych testów dotyczyłby 652 z 8455 kandydatów, w drugim 1531 z 10 284 ocenianych. Przeprowadzenie próby wydolnościowej wymaga przygotowania logistycznego i merytorycznego, wydłuża nawet o kilka dni czas trwania testów, co z pewnością zwiększa koszty przeprowadzenia postępowania kwalifikacyjnego. Nowe rozporządzenie podaje zdecydowanie wyższe kryterium zaliczenia testów sprawnościowych niż wyniki średnie w populacji młodych mężczyzn. Jednocześnie w trakcie służby wymagania te ulegają znacznemu obniżeniu.

Physical fitness plays an important part in the firefighter’s job, that is why testing it is one of the crucial tasks during the recruitment process to State Fire Service. Till now there have been used various criteria while testing the same skills of the candidates. The Minister’s of Internal Affairs and Administration regulation from the 21 December 2015 which has been in force from the 9 January 2016 standardizes the criteria of the physical fitness tests which the candidates must fulfill during the recruitment process . As a result, some necessary changes in the recruitment to the Fire Colleges have to be introduced. To show the influence of the introduced changes on testing every single fitness skill by the candidate applying to the Fire College, the paper analysis the fitness tests results obtained by more than 10 000 candidates applying to the Fire Colleges in Kraków, Poznań and Częstochowa during the years of 2010–2014. The article presents some technical aspects of the Harvard step -up -test. It has been pointed out that with the application of the present criteria, the number of persons who couldn’t pass the fitness test would significantly increase. In the 50 m run from among 10 522 participants only 15 80 persons /15% of total number/ would pass, that is 7885 less than while the old criteria were in force. In case of 1000m run and chin up tests, the results are not so clear. In the first case 652 out of 8455 candidate would fail and in the second one 1531 out of 10 284 would lose. The Harvard step -up- -test requires long period of preparations which extends the time of conducting the tests even by few days which in turn definitely increases the costs of the recruitment process. According to the new regulation the requirements to pass the fitness tests are higher than the average results among the population of young men. At the same time during the service in Fire Brigade, those requirements are significantly reduced.

Genezą Narodowych Sił Rezerwowych były zmiany strukturalne i organizacyjne, jakim ulegały Siły Zbrojne Rzeczypospolitej Polskiej na przestrzeni ostatnich lat. Spowodowały one zmniejszenie liczebności żołnierzy i wymusiły poszukiwanie nowych rozwiązań w aspekcie ich pozyskania. W artykule przestawiono podstawy prawne dotyczące funkcjonowania służby żołnierzy rezerwy a także jej istotę i główne zasady oraz omówiono aktualną sytuację dotyczącą procesu szkolenia.

The genesis of National Reserve Forces was structural and organizational changes in Polish Armed Forces in last years. The changes caused reduction in number of soldiers and forced to seek new solutions in aspects of sourcing. In this article are shown legal footing regarding to duty of reserve soldiers and the main rules of their duty. The current situation of training process was also talked over.

The programme of the Armed Forces’ professionalization includes provisions concerning setting up the National Reserve Forces (NRF). It comprises information regarding its designation, creating material incentives to join the NRF service and also establishing compensations for employers employing reserve soldiers. Due to these regulations, the NRF will be maintained for the needs of crisis management and also reinforcing military units in case they are used in operations outside the country. The scale of activities undertaken in connection with NRF building, their multidimensional character and importance for the national security justify the presentation of the main aspects of this undertaking.

The article entitled “Preparatory Service for the Needs of National Reserve Forces” presents legal bases and main premises of preparatory service’s functioning. The preparatory service was introduced in order to gather personnel reserves for the professional army’s needs. This new kind of military service is designed mainly for volunteers who have not taken active military service of any kind and intend to serve within the National Reserve Forces (NRF). The preparatory service is closely connected with the establishment of the NRF. Its need resulted mainly from the fact that limiting the possibilities to perform obligatory kinds of active military service only to some defined crisis situations and restricting reserve soldiers’ category exclusively to former career soldiers, in fact there would not be a possibility to become an officer and a reserve soldier without having performed military service earlier. For this reason it was justified to increase the sources of reserve soldiers’ resources, all the more so, only those who have undergone military training will take the NRF obligations. The preparatory service replaced thee military training of university students. The article presents a complete process of NRF volunteers’ training for the needs of officers’, non-commissioned officers’ and privates’ corps. In addition, the NRF soldier’s career development is presented on the crisis management assignment. Gaining and training of volunteers within the preparatory service for the NRF needs will require adopting an appropriate encouragement and motivation system which will boost the interest in this reserve service. Performing this kind of service, forecast in 2011, will generate various conclusions which are to be expected basing on experiences from former students’ and university graduates’ training.
