W artykule omówiony został przykład zastosowania systemów zdalnej obecności w zabezpieczeniu działań logistycznych i taktycznych Służb Granicznych RP.

This paper describes preliminary results of the interdisciplinary research and development venture. General idea of the project comes from boarder control and law-enforcement forces whose big scope of work is related with K-9 dogs activity. The main functionality of the system is to monitor and control the K-9 dog during high level risk operations. The main task of the project is to develop remote solutions that support dogs guide during different special activities. According to the law-enforcement operational procedures, system has been designed basing on three different modules: special dogs electronic vest, mobile command center and supporting UAV (Unnamed Airborne Vehicle) platform. Project integrates such technologies as GNSS (Global Navigation Satellite System), IMU (Inertial Measurement Unit), TLS (Terrestrial Laser Scanning) and UAV platforms as a support device. Three-dimensional spatial mapping for room recognition purposes is one of the required functionalities of the electronic vest. First laboratory tests were taken with 3d spatial mapping tools based on structural light and mobile and terrestrial laser scanning. The main task of these tests was to establish the best performance and quality in relation to weight and spatial capacity. Second set of tests has been taken with GNSS method to establish efficient and disturbances-free positioning system. Testing process contains different receivers (single and multi-frequency) and positioning methods (DGNSS – Differential GNSS; SPP – Single Point Positioning; RTK – Real Time Kinematic) expected to be used for positioning of system modules (dog’s vest, guide, crew, mobile command center and UAV). Optical video modules designed specially for project purposes have been tested. Global result of the described tests shows potential of using the multi-sensor equipment for remote geospatial recognition, measurement and communication during K-9 special activities.

Praca zawiera omówienie sposobów wykorzystania statków powietrznych do realizacji zadań w służbach granicznych na przykładzie wybranych państw Europy i Stanów Zjednoczonych. Przedstawia wybrane konstrukcje stosowane w lotnictwie służb granicznych, ze szczególnym zwróceniem uwagi na istniejące w tym zakresie prawidłowości. Wykazuje zróżnicowanie w wykorzystaniu w służbie granicznej samolotów i śmigłowców oraz wymagania jakie muszą spełniać obie te grupy.Porusza również zagadnienia związane z wyposażeniem statków powietrznych służących do realizacji określonych zadań. Stanowi ponadto próbę prognozy rozwoju tego typu lotnictwa w kraju i na świecie oraz określenie tendencji rozwojowych panujących w tej dziedzinie.

The article contains the description of airships use methods for performing border services tasks by the examples, takenfrom selected Europe countries and the United States. It describes selected designs employed in the aviation of border services, with the special attention to regularities existing in this domain. The article shows differences between the use of aircrafts and helicopters and demands, which these two groups should comply with. It presents subject connected with airships' equipment, necessary for certain tasks performance. It is an attempt of a forecast for development of this kind of aviation in Poland and in the world, and description of trends existing in this domain.
