Artykuł dotyczy ważnego kroku algorytmu metod zarządzania ryzykiem zagrożeń – realizacja procesu identyfikacji zagrożeń i przygotowanie rejestru zagrożeń. Rejestr zagrożeń jest ostatecznym rezultatem procesu identyfikacji zagrożeń. Zaprezentowano sposób pozyskiwania informacji do tworzenia rejestrów zagrożeń i propozycję ich formatu. Na tle formatu rejestru podano wytyczne / rekomendacje do wypełniania pól kart charakterystyki pojedynczego zagrożenia składających się na rejestr zagrożeń.

This paper deals with an important step of the risk management methods – implementation of the hazard identification process (HIP) and preparation of the hazard record (HR). The HR is a final result of the HIP. We present the way of gathering information for preparing the HR and some forms of the record. Referring to the HR format, we provide the guidelines / recommendations for filling in the fields of a hazard data sheet concerning a single hazard.

W środowisku pracy jakim jest port lotniczy można zidentyfikować wiele źródeł zagrożeń. Sformułowane zagrożenia na stanowisku kontrolera ruchu lotniczego naziemnego zależą od samego koordynatora RLN, pilotów obsługiwanych przez niego statków powietrznych, stanu technicznego statków powietrznych oraz infrastruktury lotniska, a także mikroklimatu. W pracy uzasadniono potrzebę wykonywania oceny ryzyka zagrożeń na stanowisku koordynatora RLN. W pracy zawarto prezentację obszaru analiz ryzyka związanego ze stanowiskiem koordynatora RLN w modelowym porcie lotniczym. Następnie zidentyfikowano zagrożenia oraz dokonano oceny ryzyka zagrożeń na stanowisku pracy koordynatora RLN w modelowym porcie lotniczym.

The work environment is an airport which can identify many sources of danger. Formulated hazards at the occupation as Marshaller depend on Marshaller, the pilots of aircrafts, technical condition of aircraft and airport infrastructure, and microclimate. The paper justified the need to perform a risk assessment of threats on the position of Marshaller. This paper contains a presentation area of risk analysis associated with the position of Marshaller in the model airport. Then the identified hazards and risk assessment of hazards in the workplace Marshaller in the model airport.

Przedstawiono możliwości wykorzystania warstwowych modeli systemów bezpieczeństwa jako narzędzia w procedurach postępowania wobec ryzyka zagrożeń. Wskazane procedury są jednym z istotnych elementów etapu reagowania na ryzyko w metodzie TRAM-RISK. Podano podstawowe informacje dotyczące warstwowych modeli systemów bezpieczeństwa. Zaprezentowano jedną z koncepcji identyfikacji warstw ochronnych, która wykorzystuje specjalną klasyfikację środków redukcji ryzyka zagrożeń. Opracowano i przedstawiono warstwowy model systemu bezpieczeństwa dla drzwi tramwaju typu 105Na.

Presents the possibility of using layered models of safety systems as procedures of risk treatment. The indicated procedures are key elements of the phase to respond to risk in the method of TRAM-RISK. Provides basic information on layered models of safety systems. Presented one of the concept of identifying protective layers, which uses a special classification of risk reduction measures. Developed and presented a layered model of safety system for door type 105Na tram.

Na świecie funkcjonuje kilkaset sieci komunikacyjnych tramwajów elektrycznych. Warto czynić starania aby podróżowanie tramwajami w miastach odbywało się przy akceptowanym ryzyku zagrożeń. Kierując się taką potrzebą, sformułowano problematykę badawczą zarządzania ryzykiem zagrożeń w komunikacji tramwajowej. Wskazano na jej znaczenie na tle celów stawianych systemom zarządzania bezpieczeństwem w organizacjach związanych z transportem. Odwołując się do stanu wiedzy w zakresie zarządzania ryzykiem w transporcie zaproponowano metodykę badań. Jej istotą jest implementacja ogólnych zasad Zintegrowanego Systemu Bezpieczeństwa Transportu zawartych w metodzie TRANS-RISK - w procedurach, modelach i miarach ryzyka metody TRAM-RISK zarządzania ryzykiem zagrożeń w komunikacji tramwajowej. Przewiduje się, że pozytywne wyniki wstępnych aplikacji metody TRAM-RISK zachęcą do jej wdrożenia.

There are several hundred electric tram networks all around the world. It is essential that travelling by tram takes place by the acceptable risk of hazards. To achieve this goal, we have formulated the research problem of risk management of hazards in tram service. We stress its importance in the context of requirements which need to be met by the safety management systems used in transportation organizations. Referring to the state of the art within transportation risk management, we propose the respective research methodology. It is based on the implementation of the general principles of the Integrated System of Transport Safety, which are included in the Trans-Risk method, within the procedures, models and risk measures of the Tram-Risk method, which is designed for risk management of hazards in tram service. We are strongly convinced that promising results of the first applications of the Tram-Risk method will encourage its implementation.

Weapons of Mass Destruction (WMD) have been the most powerful and the most dangerous set of weapons for many years. Since their beginnings, the main aim to use them was to be the massive extermination of enemy soldiers on the battlefield, or, in case of nuclear weapon, solving „the problem” due to a massive attack on selected towns or other objects. However, the collapse of bipolar political and military arrangement of the world has led to postponing the ideas to use WMD and to resolve conflicts in a more peaceful way. Nevertheless, a new opponent has entered the international arena, namely various terrorist groups aiming at changing the existing world order. It has also appeared that they have not neglected the WMD huge destructive potential. The article is an attempt to present the idea and level of threat risk generated by chemical, biological and radioactive agents. In order to facilitate understanding, all WMD components and how they can be currently used are discussed. Moreover, their real destructive power and possibilities of practical use in combat and terrorist operations are described. The identification of the mentioned above threats is presented in three periods of the state functioning, i.e. war, crisis and peace. Additionally, probable external conditions that influence their perception and evaluation are defined.

W artykule omówiono problemy bezpieczeństwa w systemach lotniczych ze szczególnym uwzględnieniem techniki. Zdefiniowano stosowane w celu poprawy bezpieczeństwa, nadmiary w konstrukcji technicznych systemów statków powietrznych. Opisano nadmiary: strukturalny, funkcjonalny, czasowy, informacyjny, parametryczny i wytrzymałości. Dokonano szczegółowego opisu nadmiaru funkcjonalnego w postaci grafów i przedstawiono modele analityczne poszczególnych przypadków uszkodzeń oraz wzajemnego uzupełniania realizowanych funkcji.

In this article there has been discussed safety problems in aviation systems. The technology has been especially taken into consideration. An excess in the structure of technical systems of aircraft, which is applied in order to improve safety, has been defined. There have been described: structural excess, functional excess, time excess, information excess, parametric excess and durability excess. A detailed description of functional excess has been performed in the form of graphs. Analytical models of individual damage cases as well as mutual complementing of elements in functions that are being accomplished have been presented.
