The main aim of the article is to identify budgetary sources of risk in managing a smart city. This task is carried out on the basis of budgetary data concerning local government units in Poland. The conducted research and considerations are limited to cities with poviat (district) rights, assuming that these are the units with the greatest potential in terms of being “smart”. In the course of research, the budgetary risk is divided into two categories: (1) operational, relating to the level of total expenditures and revenues and the current budget balance, and (2) strategic, relating to the economic situation, budget inflows from income tax on natural and legal persons and indebtedness of the analyzed units. In addition, budgetary risk is considered in two regional and local research perspectives, using classic risk assessment measures, such as the coefficient of variation, standard deviation and range. The analysis and assessment shows that, among the operational sources of risk threatening the development of smart cities, the most serious is the large revenue disparity in individual voivodeships and cities with poviat rights and a high level of budget deficit in more than a dozen or so analyzed units. In the case of strategic sources, the most important threat is the above-average level of indebtedness of a significant part of cities with poviat rights, which constitutes a significant financial burden in subsequent periods, hindering the creation and development of smart cities in Poland.

Zarządzanie ryzkiem strategicznym na poziomie kraju obejmuje także ochronę życia i zdrowia uczestników ruchu drogowego. Jednym z narzędzi zarządzania ryzkiem są modele prognostyczne wybranych miar ryzyka. Do jednym z pierwszych etapów budowy takich narzędzi jest identyfikacja czynników wpływających na ryzyko wypadku drogowego. W pracy przedstawiono metodykę identyfikacji najbardziej istotnych czynników wpływających na zmiany wybranych miar ryzyka społecznego i indywidualnego na poziomie strategicznym kraju. W przypadku wskaźnika śmiertelności ofiar wskazano także ranking tych czynników i kształt zależności.

Strategic risk management at national level also includes the protection of life and health of road users. One of the tools of risk management are forecasting models of selected risk measures. One of the first stages of development of such tools is to identify the factors affecting the risk of an accident. The paper presents methodology to identify the most important factors affecting the changes in selected measures of social and personal risk at strategic national level. As for the mortality indicator, the ranking of those factors and dependency shape was also presented.

Ryzyko strategiczne w inżynierii drogowej wybranego kraju związane jest realizacją celów strategicznych funkcjonowania kraju, jakimi są: ochrona życia i zdrowia uczestników ruchu drogowego, ochrona krytycznej infrastruktury i wzmocnienie systemu ratownictwa. Przedstawiono przegląd koncepcji modelowania ryzyka w ruchu drogowym, wykorzystywanych do budowy narzędzi do podejmowania decyzji strategicznych dla potrzeb bezpieczeństwa ruchu drogowego. Są to najczęściej makro modele budowane na podstawie dostępnych danych demograficznych, ekonomicznych i technicznych. Przegląd zastosowanych modeli wskazuje na duże możliwości wyboru podejścia do prognozowania miar ryzyka, a bardzo użyteczne mooga być modele czynnikowe i modele wielopoziomowe. Biorąc to pod uwagę opracowano koncepcję ogólną modeli strategicznego ryzyka społecznego na sieci dróg.

The strategic risk of a country’s highway engineering is linked with how that country accomplishes its strategic objectives. They are to protect road users from death or injury, safeguard critical infrastructure and reinforce the rescue system. The paper gives an overview of road traffic risk models used for building tools for strategic decision-making in the area of road safety. They majority are macro models built from available demographic, economic and technical data. The overview of the models shows a variety of methods for forecasting risk with factor and multi-level models as particularly useful models. Based on this, a general concept was developed of models of strategic societal risk on a road network.

Strategic risk is a long-term risk which forms part of long-term decisions taken by organisations which manage road safety in a specific area. The strategic risk on a country's road network is the uncertainty about the strategic goal which is to protect road users from death and injury. When estimating risk in traffic engineering it is important to use the right measures of risk and methods for calculating or forecasting risk. The paper presents an analysis of macro level measures of strategic risk in road traffic.

Ryzyko strategiczne jest ryzykiem długookresowym, związanym z podejmowaniem decyzji długofalowych, przez instytucje zarządzające bezpieczeństwem ruchu drogowego na analizowanym obszarze. Ryzyko strategiczne na sieci dróg wybranego kraju jest niepewnością dotycząca realizacji celu strategicznego, jakim jest ochrona życia i zdrowia uczestników ruchu drogowego. Istotnym problemami w szacowaniu ryzyka w inżynierii ruchu drogowego jest przyjęcie właściwych miar ryzyka oraz metod jego obliczania lub prognozowania. W referacie przedstawione będzie analiza miar ryzyka strategicznego w ruchu drogowym na poziomie makro.
