Rozwój techniki oraz kumulacja innowacji technologicznych określa środowisko współczesnego społeczeństwa, determinizm technologiczny zaś jest jedną z cech współczesnej cywilizacji. Celem artykułu jest przedstawienie metodyki wartościowania techniki (technologii) wykorzystującej procedury analityczne i oceny w analizie systemowej w procesie zarządzania technologiami. Stosowanie procedur wartościowania techniki pozwala na ewaluację możliwych i prawdopodobnych skutków decyzji o wyborze technologii spełniającej warunki wielokryterialnej oceny społecznej. Przedstawiono możliwości zastosowania metodologii „foresight” w społeczno-politycznym wartościowaniu techniki. Ponadto omówiono dotychczasowe światowe doświadczenia w procesie klasyfikowania techniki na potrzeby systemów zarządzania.

The development of technology and the accumulation of technological innovations determine the environment of modern society, while technological determinism is one of the features of modern civilization. The purpose of the article is to present a methodology for evaluating a technique (technology) that uses analytical and evaluation procedures of system analysis in the technology management process. The use of technique evaluation procedures allows the evaluation of possible and probable effects of decisions on the choice of technology that meets the criteria of multi-criteria social assessment. The possibilities of applying the “foresight” methodology in socio-political evaluation of technology were presented. In addition, current global experience in the process of technology evaluation for the needs of management systems was discussed.

Nawodnione grunty i skały luźne, szczelinowate, z przewarstwieniami wodonośnymi, zwłaszcza o znacznych dopływach wód, stanowią bardzo poważne utrudnienie wykonawstwa robót budowlanych zarówno w obiektach inżynierii lądowej, jak i w górnictwie. Niekiedy jedynym sposobem stabilizacji takiego ośrodka jest zamrożenie górotworu. Wytworzony płaszcz zamrożonej skały wówczas stanowi tymczasową obudowę wyrobiska i blokadę dla napływającej wody, umożliwiając wykonanie przewidzianych prac budowlanych.

Irrigated soils and loose rocks, slit-like rocks, with aquifer interbeds, especially subject to significant water inflows, constitute a very serious difficulty in performing construction works both in land engineering facilities and in mining. At times the only method to stabilize such spot is to freeze the rock mass. A created layer of a frozen rock then constitutes a temporary lining of the excavation and block for the water which is flowing in, making it possible to perform the expected construction works.

W artykule została przedstawiona problematyka dotycząca wkładu polskich wynalazców do rozwoju nauki i techniki na przełomie XIX i XX wieku. Wynalazcy sprzed 100 lat, często zapomniani, podobnie jak i ich wynalazki, które pomimo upływu czasu towarzyszą nam do dnia dzisiejszego. Takim okresem szczególnym był czas I wojny światowej i w jej wyniku uzyskanie własnej państwowości. To z tym okresem ściśle jest związane utworzenie Urzędu Patentowego RP oraz po raz pierwszy w naszej historii opracowanie podstaw dla ochrony prawnej wynalazków powstałych już w wolnej Polsce. W oparciu o przyjęty w tamtym okresie system prawny i ciągle nowelizowane przepisy prawa krajowego, nieprzerwanie od 100 Polski Urząd Patentowy udziela praw wyłącznych na wynalazki i wzory użytkowe zgłaszane do ochrony w naszym kraju.

The article presents the problems concerning the contribution of Polish inventors to the development of science and technology at the turn of the 19th and 20th centuries. Inventors of 100 years ago, who are often forgotten, as well as their inventions, which despite the passage of time accompany us to this day. Such a particular period was the time of the First World War and, as a result, obtaining its own statehood. It is closely related to the establishment of the Patent Office of the Republic of Poland and for the first time in our history the basis for the legal protection of inventions have been developed. On the basis of the legal system adopted at that time and constantly amended, national law, continuously from 100 the Polish Patent Office grants exclusive rights for inventions and utility models submitted for protection in Poland.

On the basis of the navigational technology development the author points out the demand for professional competence increase. He presents contemporary trends in educational changes and suggests teaching methods and forms geared to subject-oriented systems of education. The author emphasizes the role of competence growth as a steady process ensuring usefulness and opportunities of employment.

Development of technique had and still has a great influence on changes in landscape architecture, dealing with shaping space surrounding us for the needs of a human being. It directly or indirectly influences his pleasure, calculable financial benefits, in harmony with regulations of nature and environment protection. These changes are observed both in the architecture of cities and villages. Currently we are managing intensive expansion of technique onto rural areas, directly causing changes in their landscape. It will be particularly noticed in the next few years, especially in the aspect of Polish accession to the European Union, the appearance of new technical possibilities which are closely connected to economical possibilities (Union funds). One of elements of this expansion will be using the existing or propagating new materials, especially those coming from plants which are to constitute a new type of ecological fuel material. Together with its functioning new machines, devices and objects (i.e. briquette factories, pallet factories, a network of new ecological refineries, a network of new ecological fuel stations, e.t.c.) will appear in villages. It is possible that these local predispositions will enforce changes in housing and institutional infrastructure. All these factors can cause transformation of the present farmer from food producer to agro-power engineer. With all these changes in the rural landscape we cannot forget about it's essential element, about the cultural value (palaces, courts, granges, court's parks, trees, also field trees, watercourses, small water reservoirs, water buildings) perseverance, simultaneously caring for preserving flora and fauna and valuable ecosystems.
