Social factors in the implementation of agricultural development (on the example of Lower Silesia)

The scientific objective of the research conducted on Lower Silesia in 2013 was to identify social factors that influence the implementation process of agricultural development in agricultural holdings. The processes of land concentration proceed very slowly and the agricultural structure is dominated by small farms with low economic viability where income from farming is not sufficient to maintain the family, and surely does not provide any possibilities for development of such farms. To increase the productivity and efficiency of agriculture, it is necessary and essential to speed up the absorption of progress in agricultural holdings of 5 to 50 ha in area.

Innovation is a very sensitive matter. Especially if we are talking about the farm, which is a producer of the safe food. There are currently various definitions of safe food, especially what is organic food. In order to fulfill this condition, there is a need for a closer cooperation between the farmers and the operators of the agricultural sector. Production of safe food cannot fall only on the farms, but in this chain must be accompanied by all those, who contribute to the food to actually be ecological and safe for consumers. Continuous improvement of competences and its testing will lead to the dynamic development of Polish farms, which will result in keeping up with the specifics of our time.

Skuteczne zarządzanie innowacjami wymaga czegoś więcej niż tylko skupienia się na jednym aspekcie, np. kreatywności, rozwijaniu nowych produktów czy usług albo tylko na pracach badawczo-rozwojowych. Ważny podkreślenia jest fakt, że należy skupiać się na zintegrowaniu różnych podejść przy założeniu występowania interakcji pomiędzy zmianami zachodzącymi na rynku, w technologiach i w przedsiębiorstwach. Obecnie próba odpowiedzi na pytanie, czym jest innowacyjność, już nie wystarczy.

The paper discusses the problem of the development of organic farming in lubuskie voivodship. Presented in it analysis of changes in this production sector in recent years and identified critical factors for growth for this area of production in the nearest term. In analysis used statistic data coming from public statistics and public institutions dealing with agricultural production sector in Poland.

Artykuł podejmuje problematykę rozwoju ekologicznej produkcji rolnej w województwie lubuskim. Przedstawiono w nim analizę zmian w tym sektorze produkcji w ostatnich latach oraz określono istotne czynniki wzrostu dla tej sfery produkcji w najbliższym okresie. W analizie wykorzystano dane statystyczne pochodzące ze statystyki publicznej jak i instytucji publicznych zajmujących się problematyką sektora produkcji rolnej w Polsce.

This paper presents the results of broad analyses of current situations in the field of rural development in Bavaria and the Federal Republic of Germany. It focuses on programs and European Union legal and financial frameworks in the years 2014-2020. The author proposes many ideas or approaches that can be applicable to all rural development actors, such as politicians, local governments administrators, scientists and local communities. In addition, the author presents own experiences as a former Head of Department and Director General of the Bavarian Administration of Rural Development in the Bavarian State Ministry of Food, Agriculture and Forestry. Also, the author’s experience as a university professor is invaluable. Its conclusions evoke further research and implementation for projects in the field of rural development, for both research and teaching institutions and administration at all levels – from European Union to the municipal level.

The article presents results of research and implementation studies conducted at the University of Agriculture in Krakow within the project VITAL LANDSCAPES realized with the support of the CENTRAL EUROPE Programme funded by the EU. The research covered the area of the manor and park complex funded by the family of von Nostitz in Mściwojów. Project activities involved innovative combination of advanced 3D visualizations with the participation of local communities and decision-makers for the valorisation of local cultural landscape assets, which were regarded as important elements of local rural development strategies. Activities towards developing local strategies are now an important trend in Europe. They usually engage local and subregional stakeholders in the development processes in rural areas with special emphasis on the development of strategy concepts, in accordance with the principles of Agenda 21.

Celem pracy jest analiza czynników wpływających na wiedzę rolników o gospodarowaniu metodami ekologicznymi i o rolnictwie w Unii Europejskiej. Badania przeprowadzono metodą ankietową wśród 175 rolników województwa pomorskiego przed przyjęciem Polski w struktury Unii Europejskiej. Uzyskane wyniki poddano analizie statystycznej.
