Purpose: The development and competitiveness of regions constitutes one of the most crucial areas of the intervention of the European Union’s structural funds. Aid to SME’s and increasing their competitiveness constitute one of the main priorities of supporting the development of individual regions. The aim of the article is to summarize and evaluate Polish experiences in the use of EU funds for the needs of increasing the competitiveness of the SME sector. Design/methodology/approach: The paper features an analysis of literature concerning the structural funds with a particular focus on the European Regional Development Fund. Additionally, the author analysed the provisions of basic strategic documents, which contain the assumptions for the implementation of the cohesion policy in Polish regions in subsequent EU budget periods over the course of 2004-2020. Findings: Poland as well as its regions have been the beneficiaries of the EU cohesion policy for nearly twenty years, preparing strategic documents and managing aid received from the structural funds during three subsequent periods: 2004-2006, 2007-2013 and 2014-2020. For almost two decades a system of support and the implementation of its major priorities was created at a national and regional level, stipulated in operational programmes and implemented by institutions equipped with suitable competences. Originality/value: The paper is an attempt at summarising Polish experiences in using the ERDF’s aid for the purpose of raising the competitiveness of the entities in the SME sector, which was to constitute one of the main priorities of improving the competitiveness and growth of Polish regions.

W artykule przedstawiono problematykę polityki regionalnej państwa w złożonych uwarunkowaniach procesów transformacyjnych zachodzących w skali makro, których głównym wyznacznikiem jest postępująca globalizacja zarówno w wymiarze gospodarczym, jak i społeczno-gospodarczym. Analizy i charakterystyki zawarte w niniej-szym artykule koncentrują się na celach, formach i modelach polityki regionalnej państwa, ze szczególnym uwzględnieniem praktycznego wzajemnego przenikania się i uzupełniania regionalnych i globalnych wymiarów współczesnych przekształceń i trendów rozwojowych. W artykule scharakteryzowano także inicjatywę stworzenia i wdrożenia Regionalnych Strategii Innowacji, stanowiących jeden z najważniejszych instrumentów prorozwojowej polityki regionalnej w warunkach zaostrzającej się konkurencji i globalnej rywalizacji w obszarze gospodarki.

This paper presents the issue of regional policy managed by the state in complex determinants of transformation processes occurring in macro scale, main sign (indication) of which is progressing globalisation in both economic and socio-economic dimension. Analyses and characteristic included herein are focused on objectives, forms, and models of state regional policy with special stress put on practical interpenetration and complement of regional and global dimensions of modern transformations and development trends. In this paper we characterise also the initiative for creation and implementation of Regional Innovation Strategies representing one of most important instruments of realisation of the European Union’s pro-development regional policy in conditions of tightening competition and global rivalry in area of economy.

W artykule starano się wyjaśnić istotę kształtowania nowoczesnego kapitału ludzkiego oraz wykazać jego znaczenie dla możliwości rozwoju regionów – poszczególnych województw. Postulat brzmiący, iż budowa nowoczesnej i silnej gospodarki współcześnie nie może obejść się bez udziału nowoczesnego kapitału ludzkiego, starano się obronić poprzez wskazanie wybranych danych statystycznych. Powołano się m. in. na wskaźniki atrakcyjności inwestycyjnej i innowacyjnej, PKB per capita, poziomu bezrobocia etc. Istotny udział w opracowaniu zajmuje również analiza i wnioskowanie oparte na zapisach samorządowych dokumentów o strategicznym znaczeniu dla możliwości rozwoju regionalnego, czyli Strategii Rozwoju Województwa...

The article attempts to explain the essence of the modern human capital formation, and demonstrate its importance for the development of regions – individual provinces. Selected statistical data (indicators of investment attractiveness and innovation, GDP per capita, unemployment, etc.) presented in article aimed to defend the postulate that today it is impossible to construct modern and strong economy without the modern human capital. Safety is becoming the more and more frequently analyzed issue connected with widely considered transport. Passenger transport safety is one of the key argument appealing for transport development in economy. The progress of infrastructure stimulates the social-economical development as well as integration processes. The infrastructure that has not been formed properly circumscribes the social-economical development and the cooperation with other countries. It may be also the reason of reducing progressive actions undertaken in other domains of economy. The condition of roads require modernization, improper technical condition of railway lines have got the negative infl uence on traffi c safety. Additionally, unsatisfactorily developed airlines and waterways connections, in the assential way, may slow down the economical potential of Poland.
