Civil-military cooperation in the field of additive manufacturing technologies in military logistics

Technological progress opens up opportunities for the development of many areas, including military activities. The key question becomes: how is it possible to directly incorporate modern (innovative, disruptive) technologies from the civilian system into the military sphere? The thesis statement is the assumption that the created and used the latest technologies cannot be uncritically and directly incorporated into military systems, and therefore require appropriate adaptation, taking into account the specific determinants of the functioning of the armed forces. Due to the identified research niche in the area of civil-military cooperation in the field of additive manufacturing technology (AMT), it was assumed that the main goal of the research would be to identify the challenges and directions of development of military logistics and presenting the essence and role of AMT, and to define the key factors of civil-military cooperation in the field of implementing AMT in the military logistics system. To solve the research problem, a qualitative research approach was used. Analysis allows to create a proposal of a conceptual model of cooperation between military and civilian systems in the field of implementation and development of AMT in the field of military logistics. The key conclusion from the research is that the use of AMT in the military system requires the creation of a systemic solution both at the international and individual country levels, taking into account the needs, requirements and capabilities of all stakeholders (international organizations, military, business).

Postęp technologiczny otwiera możliwości rozwoju wielu dziedzin, w tym działań militarnych. Kluczowym pytaniem staje się: jak można bezpośrednio przenieść nowoczesne (innowacyjne, przełomowe) technologie z systemu cywilnego do sfery wojskowej? Główną tezą artykułu jest założenie, że tworzone i stosowane najnowsze technologie nie mogą być bezkrytycznie i bezpośrednio włączane do systemów wojskowych, a zatem wymagają odpowiedniej adaptacji, uwzględniającej specyficzne determinanty funkcjonowania sił zbrojnych. Ze względu na zidentyfikowaną niszę badawczą w obszarze współpracy cywilno-wojskowej w zakresie technologii wytwarzania przyrostowego (AMT) założono, że głównym celem badań będzie identyfikacja wyzwań i kierunków rozwoju logistyki wojskowej i przedstawienie istoty i roli AMT oraz określenie kluczowych czynników współpracy cywilno-wojskowej w zakresie wdrożenia AMT w wojskowym systemie logistycznym. W celu rozwiązania problemu badawczego zastosowano jakościowe podejście badawcze. Analiza pozwoliła na opracowanie propozycji koncepcyjnego modelu współpracy systemów wojskowych i cywilnych w zakresie wdrażania i rozwoju AMT w obszarze logistyki wojskowej. Kluczowym wnioskiem z badań jest stwierdzenie, że zastosowanie AMT w systemie wojskowym wymaga stworzenia rozwiązania systemowego zarówno na poziomie międzynarodowym, jak i poszczególnych krajów, uwzględniającego potrzeby, wymagania i możliwości wszystkich interesariuszy (organizacji międzynarodowych, wojskowych, biznesu).

The article is devoted to strategic approaches to the efficient use of AR-technologies in warehousing logistics. The necessity of automation of warehouse logistics due to the introduction of AR-technologies is substantiated. The calculation of the effectiveness of the introduction of AR-technologies in warehousing logistics on the example of warehousing infrastructure of the Odessa region. The strategic directions of development of warehouse logistics in the conditions of development of innovative technologies are offered.

Konieczność automatyzacji logistyki magazynowej, w związku z wprowadzeniem technologii AR jest uzasadniona. Obliczenie skuteczności wprowadzenia technologii AR, w logistyce magazynowej, na przykładzie infrastruktury magazynowej regionu Odessy. Oferowane są strategiczne kierunki rozwoju logistyki magazynowej, w warunkach rozwoju innowacyjnych technologii.

Zostały w nim przedstawione obecne i prognozowane problemy dalekobieżnego transportu towarowego oraz szanse rozwoju transportu w Europie poprzez wyznaczenie nowych korytarzy logistycznych wraz z innowacyjną infrastrukturą, dającą możliwość wykorzystania pojazdów alternatywnych oraz transportu multimodalnego. Druga część artykułu skupiona jest na udziale Polski w powyższych rozwiązaniach oraz na wpływie nowych korytarzy logistycznych na gospodarkę naszego kraju.

The topic of the article is the expansion of the network of logistic corridors in Europe. It presents the current and projected problems of long-distance freight transport and the opportunities for the development of transport in Europe through the designation of new logistic corridors with innovative infrastructure, giving the opportunity to use alternative vehicles and multimodal transport. The further part of the article focuses on Poland's participation in the above solutions and on the impact of new logistic corridors on our country's economy.

Celem artykułu jest zbadanie procesu wdrożenia biura zarządzania projektami IT w dużych przedsiębiorstwach posiadających funkcje logistyczne, opisanie sytuacji przed wdrożeniem i po wdrożeniu, zidentyfikowanie dobrych praktyk dla menedżerów oraz wyznaczenie kierunków przyszłych badań. Badanie studium przypadku zostało przeprowadzone w dwóch przedsiębiorstwach funkcjonujących w Polsce centralnej. Procedura zbierania danych obejmowała: obserwację uczestniczącą, wywiad nieustrukturyzowany oraz analizę dokumentów. Pierwsze przedsiębiorstwo wdrożyło biuro zarządzania projektami IT jako narzędzie niezbędne do usprawnienia funkcjonowania istniejącego systemu ERP oraz w drugim etapie jako wsparcie migracji do nowego, bardziej zaawansowanego systemu ERP. Drugie przedsiębiorstwo rozpoczęło definiowanie oraz wdrażanie biura zarządzania projektami IT jako środka do zarządzania koegzystencją dwóch systemów zarządzania gospodarką magazynową. Dwa systemy magazynowe powinny zostać w dłuższym okresie porównane w zakresie elastyczności oraz czasu odpowiedzi na dynamiczne zmiany zachodzące w środowisku retail. Artykuł przedstawia wyniki pochodzące jedynie z badań przeprowadzonych w dwóch przedsiębiorstwach i prezentowane rezultaty nie powinny być traktowane jako reprezentatywne dla wszystkich dużych przedsiębiorstw realizujących procesy logistyczne. W celu dokonania uogólnienia rezultatów dla przedsiębiorstw w Polsce wymagane jest przeprowadzenie kolejnych badań. Artykuł wzmacnia połączenie między praktyką a literaturą naukową przez dostarczenie empirycznych dowodów funkcjonowania biura zarządzania projektami IT w przedsiębiorstwach deklarujących potrzebę rozwoju funkcji logistycznych, identyfikuje dobre praktyki dotyczące zarządzania zmianami funkcjonalności oraz projektami IT oraz wskazuje zagadnienia, które mogą stanowić podstawę do dalszych badań.

The purpose of this paper is to investigate the implementation of IT project management office within big companies with logistics organizations, describe situations before and after implementation, identify best practices for managers and indicate directions of further research. A case study method was used, with two companies selected and operating in central Poland. The procedure of data gathering included: participative observation, not structured interview and analysis of documents. The first company has implemented IT project management office as a tool necessary to improve existing ERP system and prepare organization for the future migration to the new, more advanced ERP software. Second company started the journey of defining and implementing IT project management office as a way to manage coexistence of two warehouse management software’s solutions. Two warehouse management software’s were to be compared in terms of flexibility and time of response to changes of dynamic retail environment. This paper studied just two companies and it is not intended to be representative of outcomes at all companies implementing IT project management office within the logistics organizations. Further studies are required for a more generalized picture of IT project management office implementations in companies localizes in Poland. This paper strengthens the link between practitioner and academic literature by providing empirical evidence of the presence of IT project management office within companies declaring necessity of development in logistics areas. In the paper best practices concerning management of changes and projects in IT are presented and no-tions that could be used for further research are indicated.

The experience of the development of logistics and capitalization processes on the example of the leading companies of the world was generalized. The peculiarities of the development of the railway industry in Ukraine at the stage of implementing its reform were examined. The key logistic and financial problems of PJSC „Ukrzaliznytsia” in the context of the development of processes of the European integration and geographical expansion of the rail freight transportation in Europe and Asia were determined. The necessity of improving the logistic policy of railway transport enterprises and enhancing their activity on the stock markets with the purpose to attract external funding for projects to modernize the Ukrainian railway was proven.

Na tym tle dokonana została autorska próba pogłębionej interpretacji i oceny rozwoju kolejnych koncepcji logistyki w postaci swoistej "mapy drogowej", ilustrującej w formie linii rozwojowych ewolucję i przewartościowania celów, przedmiotu i zakresu instrumentów zarządczych przyporządkowywanych logistyce. Artykuł zamyka prezentacja znanych modeli integracji i ewolucji SCM, wskazujących na formy oraz etapy i stopień integracji logistyki oraz sfer działalności przedsiębiorstw i procesów ich współdziałania w łańcuchu dostaw.

The subject of the consideration is an attempt to deeply identify the developmental and integrational tendencies of logistics. Much attention has been devoted particularly to the identification of the basic indications of logistics development as well as to the systematization and modelling logistics development stages. At this background, the author has attempted to deeply interpret and evaluate the development of subsequent logistics concepts in the form of "road map", illustrating - in the form of developmental lines - the evolution and over-evaluation of the goals, the subject and scope of managerial instruments assigned to logistics. The paper finishes with the presentation of well-known SCM integration and evolution models, pointing at the forms, as well as stages and the degree of integration of logistics as well as business activity fields and the processes of their cooperation in the supply chain.

Intensive globalization processes and broadly understanding economic interrelationships are characteristic factors for the modern world. A result of globalization is homogeneous, international goods, service and funds market which is closely combined with national markets. Logistics development brings closer countries and supports sharpening of international competition. Nowadays a customer is the center of attention on rapidly developing economic market. Customers' decisions determine a success of producers and sellers. Knowledge about customers' behavior is fundamental for marketing decision making in all stages of developing a logistics offer.
