The condition for sustainable development is that environmental effects should be taken into account simultaneously with socioeconomical aspects while projecting any kind of activity. The solution of a decisive problem should lead to the accomplishment of many purposes, which can be achieved by various means. That is why a complex, multicriterial analysis and estimation of a couple of possible variants of activity are necessary. The result of a decisive process should be a choice of such a variant, which will enable the realization of settled purposes at insignificant socioeconomical costs and strongly reduced threat to the environment.

One introduced a characteristics of Lubsza river-basin in aspect of geographical, administrative location and state of existing water-sewage-treatment. On this base one accomplished analyses and one defined activity directions, which would improve present sanitary and ecological state of river-basins in accordance to requirements of the new Water Law.
