The article presents at e-Navigation strategy and implementation plan for RIS centres supporting inland navigation. The author describes the RIS centre system architecture and modules collaborating in the process of data transmission based on e-Navigation technologies. The functional requirements of e-Navigation strategies for distress communications procedures and ensuring the safety of inland navigation in compliance with the EU directives are described. The components of e-Navigation, which integrate state-of-the-art satellite and terrestrial radio communications systems in the process of effective and efficient management of navigational data transmission, are presented. The feasibility of implementation of e-Navigation strategies for the Multifunctional Communication System integrating digital and analog data processing systems in maritime and inland navigation are analysed. A technological model of the Maritime Navigation Cloud supporting data exchange in the e-Navigation system is put forward.

The article presents the VHF communications system architecture for inland navigation within the area of operation of the RIS-PL Centre. The author has described the communication system modules used in the RIS on the Lower Oder stretch and presented the relevant equipment specification. The present condition of the system has been described, taking into consideration the location of its components, both in the field and in the environment, of key importance for VHF communication. The feasibility of implementation of GMDSS subsystems for integrated navigational data transmission in maritime and inland navigation at the RIS-PL Centre has been discussed.

W prezentowanym artykule przeanalizowano znaczenie zastosowania systemów telematycznych na funkcjonowanie transportu wodnego śródlądowego. Przedstawiono w nim kierunki zmian innowacyjnych, jakie dokonywane są w żegludze śródlądowej i specyfikę rozwiązań telematycznych stosowanych w tej gałęzi transportu, jako narzędzi wspomagających organizację i zarządzanie oraz realizację poszczególnych czynności wykonywanych w ramach procesów transportu wodnego śródlądowego. Spośród istniejących rozwiązań telematycznych wybrano i opisano System Informacji Rzecznej(RIS), który jest połączeniem zharmonizowanych systemów informacyjnych i zapewnia współpracę między właściwymi podmiotami i organami administracyjnymi. Przeprowadzona w artykule analiza pokazała, iż innowacyjne zmiany w transporcie śródlądowym powinny dotyczyć wdrażania systemów informacyjnych ze względu na ich liczne korzyści, zarówno w układzie wewnątrzgałęziowym, jak i międzygałęziowym.

In the article the importance of telematic systems for the functioning of inland transport has been presented. First part describes directions of innovative changes of inland shipping and specificity of telematics solutions used in this mode of transport, as a tools to support the organization and management and the realization specified activities within the inland transport processes. Among the existing telematics solutions RiverInformationServices(RIS) have been chosen and described. RIS is a combination of harmonized information systems and ensure cooperation between the relevant members and authorities.The analysis carried out in this article has shown that innovative changes in inland transport should relate to the implementation of information systems due to their numerous advantages, both in the intramodal and intermodal relations.

Artykuł przedstawia uwarunkowania normatywno-prawne oraz zasady transmisji i przetwarzania danych w elektronicznym raportowaniu statków ERI (Electronic Ship Reporting in Inland Navigation) wykorzystywanych w żegludze śródlądowej. Przedstawiono i opisano najnowszy standard elektronicznego raportowania statków system BICS.

New standard of the navigational data transmission BICS is presented. Data standards and technical specification of messages in ERI (Electronic Ship Reporting in Inland Navigation) is analyzed.

The article presents the technical aspects of applying the marine Automatic Identification System (AIS) for the purposes of vessel traffic control in inland shipping. Functional properties and requirements for inland AIS have been discussed as well as protocol alterations in relation to marine AIS, with particular consideration of messages enhancing safety of navigation and the flow capacity of inland waterways.

The most popular sensors used for the purpose have been characterised, the most important relevant documents have been presented and the requirements set for tracking systems have been described.

This article presents the principles of data transmission and processing in a module of duplex transmission of messages as required by ship reporting in the RIS (River Information Services) system. Technical specification of messages intended for ship commanders is analyzed. Data standards in harmonized River Information Services on inland waterways are presented. Furthermore, the analysis covers message structures, encrypting in XML format for electronic reporting by ships. Finally, the author evaluates the advantages of introducing the RIS system for the safety of inland vessel traffic and the effect of the system on environmental protection.
