Areas of industrial damages in upper Silesian industrial region versus recultivation or revitalization ?

Areas of industrial damages require elaborating efficient methods of reclamation and revitalization. A region of Poland, where process of degradation is particularly visible is Upper Silesian Industrial Region. Areas in the zone of many-years influence of Huta ”Miasteczko Śląskie” are characterized by norm-exceeding concentration of heavy metals. The area in its direct surrounding was defined as industriogeneous desert. In 2017 on three designated testing grounds with diversified degree of contamination (see: map) of joint area of 1.5 ha, planted were jointly 6550 seedlings of chosen species of trees and bushes which were likely to survive in those conditions. In the first vegetative season, despite extremely long-lasting drought and high temperatures, the seedlings showed high survivability. It amounted 82% on industriogeneous desert (testing ground C) and 90-95% on forest testing grounds (A and B). Maples stood out among other trees with proper development and condition. The highest seedlings, especially mountain ash, birch and European red elder already in August had burnt top shoots and numerous necroses on leaves. Introduction of plants – hyperaccumulators of heavy metals, especially on industriogeneous desert will influence positively on condition and development of seedlings in future vegetative seasons.

Tereny dawnych wielkich zakładów przemysłowych stanowią równie wielki problem miast, w których się znajdują. Upadek zakładu wiąże się nie tylko z powstaniem zjawiska bezrobocia, ale także zmniejszeniem wpływów z podatków do miejskiego budżetu. Szczególnie trudnymi przypadkami są upadające huty stali, gdyż z powodu swego rozmiaru i specyfiki technologii produkcji, silnie wpływały na formę planistyczną miasta oraz jego strukturę społeczno-gospodarczą. Kwestia przyszłości terenów pohutniczych jest zagadnieniem strategicznym zarówno dla władz miast jak i państw. W niniejszym artykule opisany został przypadek huty stali w Belval. Po zamknięciu zakładu władze Luksemburga podjęły wraz z prywatnymi podmiotami szereg działań pozwalających przekształcić teren brownfield w dynamicznie rozwijający się ośrodek miejski. Proces rewitalizacji, prowadzony od końca XX wieku, doprowadził do powstania jednej z najciekawszych transformacji obszarów poprzemysłowych w Europie, której nową osią wzrostu jest rozwój oparty na wiedzy. Decyzja władz centralnych o przeniesieniu ze stolicy Uniwersytetu Luksemburskiego na zdegradowane tereny pohutnicze jest odpowiedzią na ogólnokrajowe problemy demograficzne i gospodarcze, uznając, iż dywersyfikacja ważnych usług i struktur publicznych może przyczynić się do bardziej zrównoważonego rozwoju kraju przez pobudzenie lokalnych ośrodków.

Territories of former large industrial plants constitute an equally large problem for cities where they are located. A fall of a factory entails not only the occurrence of the phenomenon of unemployment, but also the reduction of the tax receipts to the municipal budget. Cases which are particularly difficult to deal with are declining steelworks, as due to their sizes and specificity of the production technology they had a strong impact on the planning form of the city and its socioeconomic structure. The question of the future of post-steelworks areas is an issue of strategic importance for municipal authorities as well as for central administration. This paper describes the case of the steelworks in Belval. After its closure, authorities of Luxembourg along with private entities undertook a series of measures allowing to transform this brownfield site into a dynamically developing urban centre. The revitalisation process, conducted since the end of the 20th century, led to the occurrence of one of the most interesting transformations of post-industrial areas in Europe, the new growth axis of which is the knowledge-based development. The decision of the central administration to transfer the University of Luxembourg from the capital to the degraded areas of the former steelworks constitutes an answer to the demographic and economic problems of the entire country, recognising diversification of important services and public structures as a factor which may contribute to more sustainable development of the country by means of activation of local centres.

Zastosowanie złożonych badań środowiskowych oraz wykorzystanie istniejących uregulowań prawnych przedstawiono na przykładzie działań zmierzających do rewitalizacji terenu byłej Cementowni "Szczakowa" w Jaworznie. W artykule opisano wyniki analizy bezpośredniej oraz skład chemiczny wyciągów wodnych (As, Ba, Cd, Co, Cr, Cu, Hg, Mo, Ni, Pb, Sn, Zn) gruntów terenu byłej cementowni. Badania chemiczne uzupełniono wynikami obliczeń stechiometrycznych określających potencjalną toksyczność ponadnormatywnie zanieczyszczonych gruntów. Wykazano, że badane grunty nie będą stanowiły w przyszłości zagrożenia dla życia i zdrowia ludzi, a zdegradowany teren poprzemysłowy może spełniać nowe funkcje społeczno-gospodarcze zgodnie z założeniami projektu "Park Północny".

Application of complex environmental investigations and use of the existing legal regulations are shown on the instance of actions aimed at revitalization of former cement plant area "Szczakowa" in Jaworzno. The paper describes results of the heavy metal contents (As, Ba, Cd, Co, Cr, Cu, Hg, Mo, Ni, Pb, Sn, Zn) in the basic constitution and in water leachates from the soil of former cement plant grounds. Chemical tests were supplemented with results of stechiometric calculation determining the potential toxicity of overly polluted grounds. It was shown that the grounds being tested do not constitute future hazard for human health and life and the degraded industrial area may fulfill new social and economical functions in accordance with the assumptions of "Northern Park" project.

Oceniono stopień zagospodarowania regionu pod względem turystycznym, zaproponowano wykorzystanie niemieckich doświadczeń w rewitalizacji terenów przemysłowych na obszarze Górnośląskiego Okręgu Przemysłowego.

In the paper there are presented chosen geotourist objects of Ruhr Basin exemplified on the "Route of industrial culture". The tourist infrastructure of the region is described, the way of using German experiences in revitalization of industrial areas in Upper Silesia Coal Basin is proposed.

Nowadays, urban processes usually go in a very dynamic and uncontrolled way so a town structure becomes more and more complicated. Contemporary tendencies of towns' development propose reduction of urban sprawl, characteristic for early stages of urbanization, contrary to inward development. The purpose of this development is to transform existing space structures, as for example degraded postindustrial areas and generally these which don't suit present requirements. The role which ports had in creation and functioning of towns was changing for centuries and the main impact on it had technology of transport and trans-shipment. This evolution had three main stages and the last is to adjust port-industrial areas to city functions and to gain new investment spaces. Impressive transformation of docks was started in the 1980s in London when British government established London Docklands Development Corporation. The main purpose of this corporation was to lead and control the development of four areas after its closure: Surrey Docks, Wapping, Isle of Dogs and Royal Docks. The change in the 1980s to residential and consumer developments on the Thames waterfront is exemplified at Hay's Galleria - even the name is suggestive. Hay's Dock has been drained and now serves as an underground car park, while the street formed above it is an elegant shopping arcade. The curved street, which opens out on to the river, has been glazed over in nineteenth-century style.
