Post-blackout restitution of the electric power grid of Polish Power System

In the paper, the problems related to the technique of the post-blackout polish power system (PPS) restitution based on development of the island systems around the thermal power production units which either passed to the isolated operation (PWE) or have been started from the external starting sources are presented. The considerations are illustrated by the detailed instructions for the dispatching services for construction of the island systems based on the generating units of national thermal power plants. The role of different entities of the electric power industry involved in the task is indicated.

The defence and restitution of the Polish Power System (PPS) became a subject of interest in the mid -1990s in turn of connecting the PPS to the UCPTE systems of those times ( presently UCTE ). The special interest returned once more in 1999 when so called the 2000 year problem has been approached. Then, the subject revived in Poland after great blackouts of 2003. All theses events contributed to significant evolution of the PPS defence and restitution plans. The process is still continued. The programs are being verified every year and as new means of the system's defence and restitution become available.
