Demographic problems, obsolescence of existing buildings, unstable economy, as well as misunderstanding of the mechanism that turn city quarters into areas in need for intervention result in the implementation of improvement measures that prove inadequate. The paper puts forward an algorithm of revitalization program for housing developments and presents its implementation . It also showed the effects of periodically run (10 years) three-way diagnostic tests in correlation with the concept of settlement management.

Problemy demograficzne, zużycie moralne eksploatowanych budynków i niestabilna gospodarka, a także niezrozumienie mechanizmu powstawania obszarów rewitalizacji skutkują realizacją działań, które dziś są niewystarczające. W artykule przedstawiono propozycję i zastosowanie algorytmu programu rewitalizacji dla osiedli mieszkaniowych. Pokazano też efekty prowadzonych cyklicznie (od 10 lat) trójaspektowych badań diagnostycznych w korelacji z koncepcją zarządzania osiedlem.

W procesie rewaloryzacji - złożonego procesu przywracania utraconych bądź zdegradowanych wartości, wielostronność spojrzenia reprezentowana przez przedstawicieli różnych dyscyplin musi dawać w konsekwencji różnorodność stanowisk. Dla przeprowadzenia całego twórczego procesu podejmowane działania muszą opierać się na umiejętności i chęci porozumienia się przy ustalaniu decyzji dotyczących ostatecznych efektów rewaloryzacji. Wymagany jest więc kompromis ze strony wszystkich uczestniczących w jej przeprowadzeniu - w zasadzie od samego początku: historyka sztuki, architekta, inżynierów branżowych oraz zrozumienia przez konserwatora, że nie każdy obiekt wymaga zachowania, bo czasem jest to zwykły barak zajmujący cenne śródmiejskie tereny.

In the process of renewal - a complex process of restoring lost or degraded values - the multifaceted nature of the view provided by representatives of various disciplines must necessarily lead to differences in opinions. In order to carry out a complete creative process, the actions taken must be based on ability and a desire to reach agreement in the taking of decisions regarding the final effects of the process. Compromise is therefore required of all of those taking part - in principle from the very start: art historian, architect, specialized engineers - and the conservator must understand that not every structure needs to be retained, as sometimes it may be merely an ordinary hut occupying a valuable city-centre area.

In the previous decade, dwelling- houses development took place mainly in suburbs of cities, especially the large ones. Considering its capital and metropolitan functions, Warsaw is a particular example of the process. Problems related to expansion of new settlements, which can be observed in the areas of Warsaw suburban communes, refer to processes such as: transformation of functions and character of rural housing, conflicts arising from location of new dwellings in the neighbourhood of preserved areas, functional and infrastructure connections with a city and spatial order of the new housing. The problems are presented on the example of two suburban Warsaw communes, Łomianki and Michałowice.
