W niniejszym artykule przedstawiono podstawowe pojęcia z zakresu ratownictwa technicznego i sprzętu stosowanego do działań ratowniczych w jednostkach ochrony przeciwpożarowej, na przestrzeni przede wszystkim ostatniego trzydziestolecia. W artykule przedstawiono również cele oraz założenia dotyczące systemu dopuszczenia do użytkowania wyrobów służących zapewnieniu bezpieczeństwa i ochronie zdrowia i życia, a także główne kierunki zmian w trendach technologicznych sprzętu na co dzień wykorzystywanego przez strażaków. W podsumowaniu sformułowano wnioski.

This article contains basic concepts of technical rescue and equipment used for rescue operations by Fire Protection Units, with purpose to ensure safety, mainly over the last thirty years. Moreover this article shows purposes, significant changes and assumptions concerning the admittance system of products dedicated to ensure safety and protection of health and life as well as the main changes, trends with reference to equipment used by fire-fighters on a daily basis. In summary, conclusions were drawn.

W artykule autorzy dokonali analizy niektórych parametrów techniczno-eksploatacyjnych jednostek wyznaczonych do prowadzenia akcji poszukiwawczo-ratowniczych w polskiej strefie odpowiedzialności za poszukiwanie i ratownictwo. Badanie tych parametrów pozwala na opisanie funkcjonowania i skuteczność polskiego sytemu ratownictwa morskiego. System scharakteryzowany został pod względem wydajności poszukiwawczej, dostępności pogodowej oraz czasu dotarcia do wybranej pozycji. Analizą objęto środki polskiej służby SAR oraz instytucji wyznaczonych do współdziałania w ramach Krajowego Planu SAR. Wyniki przedstawiono w formie wykresów i map charakteryzujących skuteczność poszczególnych elementów systemu. Dane zaprezentowano także w postaci tabelarycznej. Dodatkowo przedstawiono przykład podstawowych obliczeń wykonywanych w planowaniu akcji poszukiwawczo-ratowniczych. Dokonano także oceny funkcjonowania polskiego systemu ratownictwa morskiego oraz zaproponowano rozbudowę systemu o jednostki typu WIG (ekranoplany).

In the paper, the authors analyzed some parameters of SAR units designated to conduct search and rescue operations in the Polish search and rescue region. The study of these parameters allows to describe the functioning and effectiveness of the Polish maritime rescue system. The system was thus characterized in terms of search effort, the weather availability (weather limitations) and the time of reaching the designated location. The analysis includes means of Polish SAR service as well as cooperating institutions according to SAR Plan. The results are presented in graphs and maps characterizing effectiveness of system elements. Data are shown in tabular form. An example of the basic calculations performed in the planning of search and rescue operations is shown. An assessment of functionality has been done, expansion of the system by WIG units suggested.

The last decade was full of spectacular and tragic in their consequences events, such as the fires in Kuźnia Raciborska, in Shipyard in Gdańsk, the flood of 1997 and many others also so dramatical. They show the problems of organising and carrying out actions with the participation of various services. As the State Fire Brigade's actions are satisfactory, the other forces need improvement in their actions' quality and efficiency. It is particularly worrying that at present there are possibilities to improve co-operation should be sought. Historical experiences may be precious. Consequently the aim of the article is to show the historical evolution of the Fire Brigade with other forces during rescue operations. The considerations range from the Middle Ages to 1991 when the State Fire Brigade was established and the concept of rescue structure entirely changed. Also these elements have been shown which may have contributed to the ineffectiveness of co-operation and the ways how to improve this co-operation.
