The article addresses the issue of housing accessibility in Poland by analyzing it from historical, legal, and economic perspectives. The author outlines the key stages of housing policy development – from the post-war period through the communist era to the present day – and identifies the main structural barriers hindering access to housing. The analytical part presents current market data, including income-to-housing price ratios, mortgage interest rates, and housing tenure structure. Selected legislative and financial instruments, such as the “Safe Credit 2%” program, are critically evaluated, and the potential introduction of a property value tax (cadastre) is discussed. The article concludes with reform proposals for Polish housing policy, drawing on comparative examples from selected European countries.
