Solutions Ensuring Safety During Transport of State Vips by Military Aircraft : (Part 3)

It should be noted that for reasons of state security (the so-called “national interest”), the transport of VIPs using military aircraft has a lower acceptable level of risk than is the case for other passengers. Consequently, the regulatory documents relating to these transport operations regulate a much broader and more detailed range of issues than is the case for other passenger transport operations, taking into account the principle of ‘safety first’. The regulations contained in the regulatory documents for the carriage of the most important persons in the state on military aircraft are intended to safeguard against human error, which may affect the possibility of an aviation event occurring during such operations. The regulatory documents also deal with additional requirements for equipment needed on military aircraft carrying VIPs, to reduce the risk of incidents, and a more in-depth analysis of environmental factors to reduce the safety risks due to adverse weather conditions.

The development of industry and the consequences of the development have a negative effect on the environment, so legislative authorities are enforced to move from discussion of environmental problems to their actual solving. Accordingly, it is required to render more attention to, and provide monitoring of, industrial enterprises (specifically metallurgical plants, which are the largest environmental contaminants in Ukraine). Part of the financial resources of these enterprises must be allotted not only to meet the requirements presented in Section 3 of the Tax Code of Ukraine, which regulates taxes for environmental protection, but also to pay other reasonable environment-oriented expenditures. In this paper, the proposition is presented for the new scheme of classification of environment-oriented expenditures for environmental protection, which was developed according to the existing classification criteria proposed by Savchenko O.F., Saienko K.S., and Tuiakova Z.S., and for the increase of investments in the environmental education of the Kryvyi Rih region population in order to overcome the preceding negligent attitude to the environment. This paper contains the results of the comparative analysis of amounts and patterns of environment-oriented expenditures of the largest ore mining and metallurgical enterprises in the areas of their activities. The experience in performing recultivation works for restoring soil and vegetation coverings was studied by the example of the U. S. Steel Kosice metallurgical plant in Slovakia.

Rozwój przemysłu i jego konsekwencje mają negatywny wpływ na środowisko, dlatego organy ustawodawcze są zmuszone do przejścia od dyskusji na temat problemów środowiskowych do ich faktycznego rozwiązania. W związku z tym konieczne jest zwrócenie większej uwagi i zapewnienie monitorowania przedsiębiorstw przemysłowych (w szczególności zakładów metalurgicznych, które w największym stopniu zanieczyszczają środowisko na Ukrainie). Część środków finansowych tych przedsiębiorstw musi zostać skierowana na podatki związane z ochroną środowiska i ponoszenie wydatków ukierunkowanych na ochronę środowiska. W artykule przedstawiono propozycję nowego systemu klasyfikacji wydatków ekologicznych na ochronę środowiska, który został opracowany zgodnie z obowiązującymi kryteriami klasyfikacji zaproponowanymi przez Savchenko O.F., Saienko K.S. i Tuiakova Z.S., a także w celu zwiększenia inwestycji środowiskowych w regionie Krzywy Róg Ukraina. Pozwoli to na zniwelowanie zaniedbania w stosunku do środowiska podczas wydobywania rud żelaza. Podobne rozwiązania prawne obowiązują na Słowacji. Artykuł zawiera wyniki analizy porównawczej wielkości i schematów środowiskowych wydatków największych przedsiębiorstw górniczych i hutniczych w obszarach ich działalności. Doświadczenie w wykonywaniu prac rekultywacyjnych w celu odnowienia pokrycia roślinności i gleby zostało zbadane na przykładzie zakładu metalurgicznego US Steel Kosice na Słowacji.
