The Lesotho Highlands Water Project to międzynarodowy projekt realizowany w partnerstwie przez rządy Lesotho i Republiki Południowej Afryki. Jego celem jest regulacja rzeki Oranje poprzez budowę tam i zbiorników retencyjnych, a także budowę odpowiedniej infrastruktury wodociągowej-w tym budowę tuneli wodnych.

The aim of this article is to describe the proposals from administrators during the mid-19th century to improve the regulation of, and the rafting status on, the Vistula and other main watercourses in the Kingdom of Poland. The deliberation process is also shown, especially in order to reveal the genuine attitude of the Tsarist-controlled Polish authorities towards these requests.

Przedstawiono problem regulacji granicznego odcinka Odry w kontekście uwarunkowań historycznych i międzynarodowych. Uzyskane dotychczas pozytywne efekty robót regulacyjnych wykonanych w latach 90. ubiegłego wieku według metody zaproponowanej przez doc. Janusza Wierzbickiego posłużyły do sformułowania założeń programu dalszych prac, które uzgodniono ze stroną niemiecką.

The article presents the issue of the border section of Oder regulation in the context of historical and international conditions. The hitherto positive effect of the regulation works performed in the nineties of the previous century according to the method proposed by the assistant professor Janusz Wierzbicki served for formulation of assumptions for the programme of further works, agreed with the German partner.

Lipcowe wezbranie 1997 r. wywołało sporo refleksji i szeroką dyskusję nad metodami zabezpieczenia przed skutkami zjawisk powodziowych z odwołaniem się do uwarunkowań i możliwości, jakie stwarza natura. W 1998 r. w ówczesnej ODGW Kraków odbyło się spotkanie dyskusyjne różnych środowisk zajmujących się gospodarowaniem wodą i organizacji ekologicznych. Zaowocowało ono spisaniem wspólnej deklaracji o kierunkach działań w sprawie ochrony przeciwpowodziowej z poszanowaniem środowiska naturalnego („Gospodarka Wodna", 1998, s. 257). Wtedy mówiliśmy o potrzebie podjęcia działań, przyjęcia unormowań itp. Dzisiaj do takiej aktywności jesteśmy zobowiązani. 1 maja 2004 r. Polska stała się częścią Unii Europejskiej.

The flood in July 1997 aroused quite a lot of reflection and a broad discussion on methods of protection against effects of flood with reference to conditions and possibilities created by the nature itself. In 1998 in the contemporary ODGW there had been held a discussion meeting attended by representatives of various circles of people dealing with water management and ecological organizations. The discussion at the meeting resulted in adoption of a common declaration on directions of activities aimed at flood protection taking into consideration the naturale environment (Gospodarka Wodna, 1998, p. 257). At that time we had spoken about the need for undertaking the actions, establishment of norms etc. Today such an activity is our obligation. Sience the 1 of May 2004 Poland is a member of the European Union.
