Pomorska Kolej Metropolitalna jest największą nowo wybudowaną linią kolejową w Polsce od 1979 r., kiedy oddano do użytku Linię Hutniczo-Siarkową. Jej celem jest poprawa obsługi komunikacyjnej peryferyjnych dzielnic Gdańska i Gdyni, a także zdecydowanie lepsze skomunikowanie Trójmiasta z Portem Lotniczym Gdańsk im. Lecha Wałęsy. W zakresie infrastrukturalnym istotną częścią Pomorskiej Kolei Metropolitalnej jest stworzenie węzłów integracyjnych umożliwiających przesiadki z pociągów regionalnych i szybkiej kolei miejskiej, komunikacji miejskiej (tramwajów i autobusów), a także rowerów i samochodów prywatnych. Ale Pomorska Kolej Metropolitalna jest też istotnym elementem zmieniającym filozofię kształtowania komunikacji w aglomeracji gdańskiej. Głównym elementem tego nowego podejścia jest ograniczenie liczby samochodów wjeżdżających do centrum aglomeracji. Tym samym projekt ten wpisuje się w działania zmierzające do tworzenia miasta dla ludzi, a nie dla samochodów.

The Pomeranian Metropolitan Railway has been the largest newly built railway line in Poland since 1979, when the Broad Gauge Metallurgy Line was put into operation. Its purpose is mainly to improve the transportation service in peripheral districts of Gdansk and Gdynia, and also to create a definitely better link between Tricity and Gdansk Lech Walesa Airport. An essential part of the Pomeranian Metropolitan Railway is to create hubs enabling changes from regional trains and the fast urban railway, city public transport (trams and buses) as well as bikes and private cars. But the Pomeranian Metropolitan Railway is also an important element of the changing philosophy of transportation in the Gdansk agglomeration. The main feature of this new approach is to limit the number of cars entering the centre of the agglomeration. Thus this project is part of the efforts to create a city for people, not for cars.

Celem artykułu jest charakterystyka, analiza i ocena regionalnego systemu transportu pasażerskiego z punktu widzenia dostępności usług przez zgłaszane potrzeby przewozowe pasażerów oraz przedstawienie kryteriów analizy i oceny dostępności transportowej. Dokonując wyborów transportowych, czyli kształtując popyt, użytkownicy transportu posługują się pewnym sposobem myślenia, który można przedstawić jako wspólny zarówno dla wyborów dokonywanych przez osoby, jak i przedsiębiorstwa2. Różnorodność popytu na przewozy pasażerskie oznacza, że popyt na nie pochodzi z różnych sektorów gospodarczych i dlatego trudno określić jego stale zmieniającą się wielkość i strukturę na rynku przewozów transportowych. Zmiany kreowane przez politykę transportową, zwłaszcza w zakresie polityki cenowej, nie następują w sposób dający się odczuć wraz ze wzrostem lub spadkiem popytu na usługi transportowe. Problematyka zaspokajania potrzeb przewozowych przez transport regionalny była i jest obecnie jednym z najbardziej złożonych zagadnień funkcjonalnych występujących w transporcie jako dziedzinie gospodarki narodowej.

Transport accessibility issues is very important because it has a significant impact on socio-economic development. Making transport choices, that is shaping demand, transport users use a certain way of thinking that can be described as common to both the choices made by individuals and companies. The diversity of demand for transport services means that the demand for transport services from different sectors of the economy and therefore difficult to determine its constantly changing size and structure of the transport market. The changes created by the transport policy, especially pricing policy, do not occur in a way that is felt with the increase or decrease in demand for transport services. Client, deciding on the selection and purchase of transport services, reported their own needs at the transport service providers. It is therefore a consideration of the various human needs, arranged in individual hierarchies according to the urgency of their feelings, and create countless variations to satisfy them. Properly organized regional passenger transport, providing high quality services is a very responsible and difficult task facing local authorities in the region. The effect of increased availability of regional transport will improve traffic safety, reduce congestion, reduce the scale of environmental pollution and prevent social exclusion.

Stworzenie optymalnych warunków do dobrej i partnerskiej współpracy w ramach przygotowania i realizacji regionalnej polityki transportowej wymaga jasnego podziału odpowiedzialności za realizację zadań publicznych między szczeblami samorządu terytorialnego – województwem, powiatem i gminą, przy zachowaniu wiodącej roli samorządu województwa. Dobrze opracowana polityka transportowa regionu będzie przynosiła znaczne korzyści i będzie stwarzała szanse na przyszłość. Dlatego też polityka transportowa regionu powinna być oparta na zasadach zrównoważonego transportu, transportu odpowiadającego potrzebom i aspiracjom mieszkańców regionu, rozwiniętego w sposób integrujący poszczególne gałęzie, ale z naciskiem kładzionym na zagadnienia związane z efektywnością funkcjonowania, bezpieczeństwem i ograniczeniami negatywnego wpływu na środowisko naturalne.

The article deals with facets of management in a regional passenger system of transportation as the most essential net of the civilians. The quality of transportation services in the region has a considerable influence on activating a social-cultural and economic life, enabling the educational and cultural level of local communities (commune, district, province) to be equal, integrating with neighbors from different provinces, overseas countries and the world itself. Such a justification allows a province government, as it handles the largest initiative area of creating regional transport policy, to inspire the activities which guarantee transportation cohesion among all provincial citizens. It also promotes some activities concerning the institutionalization of some elements in regional transportation system. A well-prepared regional transport policy will make lots of profits and create more chances for the future. Therefore, the regional transport policy should be based on the principles of a sustainable transport, which meets the needs and aspirations of residents in a given region. This transport ought to be developed in such a way to integrate the certain modes of transport, but it must emphasize the issues connected with functioning efficiency, security and limitations on a negative influence on natural environment.

Konieczność sprostania warunkom konkurencji na dynamicznie rozwijającym się rynku pasażerskich usług transportowych oraz rozwój komunikacji indywidualnej powoduje potrzebę podejmowania profesjonalnych działań w regionalnym transporcie publicznym. Dotyczy to zarówno sfery funkcjonowania transportu, jak i programowania jego rozwoju. Wśród istotnych uwarunkowań konkurencyjności transportu publicznego w regionie można wymienić tworzenie zintegrowanego międzygałęziowo systemu pasażerskich usług przewozowych oraz dostosowanie oferty do potrzeb wynikających ze zmian rynku. Szczególną rolę w tym procesie odgrywa modelowanie organizacji i zarządzania regionalnym transportem publicznym w środowisku innowacyjnego regionu, skierowane na integrację z europejskim systemem transportowym, internacjonalizację regionalnych podmiotów transportowych oraz doskonalenie metod zarządzania regionalnym transportem publicznym, wykorzystujących inteligentne systemy transportowe i techniki informatyczne. [...] Przedmiotem rozważań podjętych w niniejszym referacie jest przedstawienie uwarunkowań koncepcji rozwiązań organizacyjno-zarządczych regionalnego transportu publicznego w środowisku innowacyjnego regionu w aspekcie kształtowania jego konkurencyjności.

The necessity to deal with the conditions of competition within the expanding market of passenger transport services as well as with the development of individual transport services results in a need for taking professional actions in order to protect the public, regional transport. The actions should be taken to improve not only the transport operating system but also the development of public, regional transport. There are several aspects, which are crucial for the transport competitiveness. Among them, one of the most important tasks is to create an integrated system of passenger transport services. It is also an important matter to present an offer which is suitable for the needs created by the developing market. A special attention should be put to prepare models of organisation and management of the public, regional transport in the innovative region, the models which should correspond to the European transport system and the process of internationalisation of the regional transport entities. What is more, better methods of managing the public, regional transport, using intelligent transportation systems and information technologies should be provided. The organisation of the services of the regional passenger transport system, created according to the standards of European transport system is currently the most important factor of building a competitive public transport in the innovative region. The aim of this paper is to present new concepts of management and organisational solutions for the public regional transport that can be helpful to improve the regional transportation system’s competitiveness.
