Airports were originally built as publicly owned organizations, and their main role was to provide services in the public interest. Over the years, the traditional ownership structure began to change and new models of ownership began to emerge. The main aim of the present work is to compare the relationship between the economic results of the regional airports in selected central European countries focused on the Visegrad Group (V4) and their ownership structure to determine whether changes in ownership structures have significantly benefited some airports. The issue of changes in ownership structures has also affected regional airports in recent years because their economic situation is complex due to ineffectiveness. Recently state governments have begun changing their state politics; development strategies and the results of this research can help them to prepare a new approach for this purpose.

Europa posiada olbrzymi potencjał lotnisk i lądowisk, z których tylko część jest wykorzystywana do realizacji przewozów lotniczych. Z ok. 1300 lotnisk ok. 750 posiada niezbędne wyposażenie do realizacji operacji IFR. W 2013 r. w Europie zrealizowano ponad 9.5 miliona operacji IFR a prognozy przewidują ich wzrost o 21 procent do 2017 r.[4]. Spośród wszystkich operacji, 44 % realizowane jest na 25 największych lotniskach. Efektem tego jest duże zagęszczenie ruchu lotniczego na największych lotniskach i w ich otoczeniu, zbliżające się do granicy pojemności sektorów. Potrzeba intensyfikacji przewozów lotniczych, związana z rosnącą mobilnością społeczeństwa stwarza szanse rozwoju mniejszych lotnisk, dzięki przeniesieniu części ruchu lotniczego na lotniska słabiej obciążone. Operacje na tych lotniskach mogłyby być realizowane samolotami lżejszymi w ruchu regularnym jak i nieregularnym. Takie rozwiązanie byłoby szczególnie atrakcyjne w rejonach Europy posiadających słabiej rozwiniętą infrastrukturę drogową i kolejową. Wzrost wykorzystania lotnisk regionalnych może prowadzić do wzrostu gospodarczego w regionach eliminując dysproporcje w poziomie ich rozwoju ekonomicznego.

Europe is one of the Earth's most densely populated areas. There are approximately 1270 airports and 1300 airfields in Europe. The total number includes 750 European airports that are equipped for IFR operations. In 2013, approximately 9.5 million IFR flights were performed in Europe and the forecast for 2017 assumes 21 per cent increase in the number of IFR flights, which is an equivalent to 11.5 million takeoffs, and the same number of landings, in European airports. As much as 44 per cent of the total air traffic is concentrated on only 25 largest European airports. That results in a very high air traffic density in the largest European airports and in their vicinity. What it involves, air traffic in the largest airports and their areas of operations (AOA) approaches the capacity limits. Such high density of air traffic adversely influences the natural environment in the vicinity of airports by increasing cumulative noise level and the concentration of environmentally hazardous substances. One of the remedies to the situation is the implementation of new air transportation system utilizing smaller airports with less air traffic density. Such a system enable short haul trips in a short time at acceptable cost, thanks to the use of small aircrafts (jet, turboprop, pistons) departing from small airports. The new system would be especially attractive for European regions with less infrastructure quality. Such a system would be alternative (competitive) offer for short distance journeys in Europe, directed to persons using cars and rail transport, so far. The idea is to offer economically attractive, fast, safe and friendly to the environment new domestic air transportation system.

Przykład MPL Katowice w Pyrzowicach potwierdza znaczącą rolę portów regionalnych w rozwoju województw. Przedstawione wyniki badań wykazały, że większość użytkowników portu pozytywnie ocenia działalność lotniska. W opinii badanych respondentów Port Lotniczy w Katowicach wzmacnia potencjał gospodarczy regionu. Partnerzy biznesowi dostrzegają także kluczową rolę portu w tworzeniu przewagi konkurencyjnej. Z kolei duża aktywność lotniska w zakresie liczby obsłużonych pasażerów i ładunków wyróżnia ten obiekt na tle działań konkurencji.

The example of Katowice Airport confirms the crucial importance of regional airports in the development of voivodeships. According to the presented study results, the majority of users provide a positive evaluation of the airport. The study population claims that Katowice Airport enhances the economic potential of the region. Moreover, business partners perceive the key role of the port in creating competitive advantage. On the other hand, the considerable activity of the airport as far as passenger and load service is concerned make the facility distinguishing in comparison with the competitive actions.

W artykule autor przedstawił kierunki rozwoju regionalnych portów lotniczych w Polsce. Wskazał, że działania w tym zakresie przyczyniają się do wzrostu poziomu konkurencyjności poszczególnych województw. Pozwoli to na wykorzystanie przez regiony szeroko rozumianych efektów integracji europejskiej.

The paper presents the tendencies in the development of regional airports in Poland and points out how important they are in the growing competitiveness of individual regions. The undertaken actions would allow the regions to use generally understood effects of European integration.
