The aim of this study is to identify the location of the regional municipal waste landfills in relation to the Major Groundwater Basin (MGB) in Poland. Regional landfills were selected on the basis of local documentation for all 16 Polish voivodships. The replacement installations were not included in the conducted analysis. Designated regional landfills were marked on the map of the Polish MGB developed by the Polish Hydrogeological Survey of the Polish Geological Institute – National Research Institute (according to the National Geological Archives as of March 2012). As the result of the conducted analysis of landfill locations in relation to the MGB it was found that 42 of the 115 regional landfills are located within the designated MGB areas, which represents about 36% of the total. Aquifers within the areas where regional landfills are located occur in rock formations of different geological age. Most landfills are located within the MGB on Quaternary formations; they represent approximately 35% of all sites within the MGB limits and 13% of all regional municipal landfills. Aquifers located in Quaternary and fissured-karst aquifers are most vulnerable to contaminants infiltrating from the surface. It is particularly important to monitor the quantity and quality of landfill leachate as well as the condition of groundwater in the surroundings of the landfills located within the limits of the aquifers, especially those of Quaternary age. The results of the study can further be included in the planning stage of the development of the next edition of the waste management plans at national or local level.

Obowiązki w zakresie gospodarowania odpadami komunalnymi zawarte w Ustawie z dnia 1 lipca 2011r. o zmianie ustawy o utrzymaniu porządku i czystości w gminach oraz o zmianie niektórych innych ustaw (Dz. U. Nr 152, poz.897 z 2011r.), a także określone zasady ich realizacji, jednoznacznie wskazują na konieczność połączenia sił poszczególnych gmin, aby sprostać wyzwaniom i efektywnie realizować zadania w tym zakresie. Horyzonty czasowe, których dotrzymanie jest obwarowane sankcjami, wymuszają pilne podjęcie przygotowań do realizacji nowych obowiązków postawionych przed samorządami lokalnymi. Z dniem 1 stycznia 2012r. gminy otrzymają nowe uprawnienia oraz zostaną nałożone na nie obowiązki, mi.in. zapewnienie budowy, utrzymania i eksploatacji regionalnych instalacji do przetwarzania odpadów komunalnych. W artykule zdefiniowano regionalną instalację do przetwarzania odpadów komunalnych, jako element nowego systemu gospodarki odpadami oraz przedstawiono konsekwencję wdrożenia uchwalonych zmian przepisów prawnych.

Responsibilities for management of municipal waste contained in the Act of 1 July 2011. amending the law to maintain order and cleanliness in municipalities and amending other acts (Journal of Laws No. 152, poz.897 of 2011.), and also set rules for their implementation, clearly indicate the necessity of individual municipalities join forces to meet challenges and to effectively carry out the tasks in this field. Time horizons, which is subject to keep sanctions, forcing urgent preparation for new duties raised from local governments. From 1 January 2012. municipalities will receive new eligibility and will be imposed on them obligations eg. providing construction, maintenance and operation of regional waste treatment plant for municipal waste. The article defines a regional installation for treatment of municipal waste, as part of a new waste management system and provides consistency to implement the changes enacted legislation.
