Władze Unii Europejskiej (UE), koordynując politykę proekologiczną w Europie, wspierają systematyczny rozwój odnawialnych źródeł energii (OZE). Uchwalane przez nie przepisy nakładają na kraje członkowskie obowiązki zwiększania udziału energii odnawialnej w produkcji energii brutto 1 do nakreślonych z góry limitów. W osiągnięciu założonych celów Komisja Europejska (KE) wspiera państwa członkowskie, asygnując środki finansowe pochodzące z funduszy strukturalnych, z których sektor publiczny i prywatny Wspólnoty może korzystać inwestując w rozwój energetyki odnawialnej.

Legislation applied by the EU authorities imposes an obligation on member states increasing the share of renewables in total energy production to fixed levels. The European Commission provides financial resources coming down from the Structural Funds to preserve these objectives, which institutions and governments can benefit with investing in the development of renewable energy. This article presents comparison of the rate and range of spending means originated from regional operational programs, co-financed from EU funds in the 2007-2013 EU budget perspective, dedicated to support of the renewable energy sector, in three voivodeships of north and north-western Poland: Kuyavian-Pomeranian, Pomeranian and West Pomeranian, untill the end of 2012. In these regions, the level of development of the renewable energy sector is relatively high comparing to the rest of the country. Most efficient funds absorption occurs where concentration of devices and an installed power capacity is smallest – in the Pomerania voivodship. Signed contracts reach almost 100% of available money at the end of 2012, however the prior arrangement of funds does not fit the level of RES development on areas under investigation.
