The paper deals with implementation problem of new generation of railway control and management systems dedicated for regional lines. The special infrastructure of such lines gives the possibility of application the new telematic technologies including the open radio transmission standards to control and monitoring the dissipated railway objects. In the paper the efficiency and safety analyses are presented based on stochastic process approach according to UE standards and recommendations.

The most of the investments to a railway infrastructure in in various countries are consumed by modernization of railway lines, that is necessary because of their integration as a part of Trans-European Railway Network (TEN-T). The rest of railway network seems to be overlooked due to its less importance for the international relationships in railway transport. The regional lines offers a mobility, for which is very important to maintenance and improving of the railway infrastructure. This paper extends a general overlook on a draft for a modernization of regional lines to ensure required quality in railway transportation and as example of a case study the proposals are applicated at the regional line of Railways of Slovak Republic (ŽSR - Slovak Railway Infrastructure Manager).

W pracy przedstawiono zagadnienia związane ze sterowaniem ruchem kolejowym na liniach regionalnych. Są to linie o małym natężeniu ruchu, sterowane z lokalnego centrum i wymagające specyficznych rozwiązań w zakresie systemów stacyjnych, liniowych i przejazdowych. Przedstawiono dwa rozwiązania systemów dla takich linii – jeden będący modyfikacją typowego systemu stacyjnego i drugi, przyszłościowy oparty na otwartej transmisji bezprzewodowej.

The paper deals with control problems of regional railway lines. These lines are characterized by small intensity of traffic and require the special solutions in interlocking, line block and cross level protection systems. Two solutions are proposed – first based on modification of existing interlocking system, and second with open radio transmission system..

[...]Wraz z rozwojem transportu samochodowego zaczęło maleć znaczenie gospodarcze linii lokalnych, natomiast rosło ich znaczenie społeczne – przewozy pasażerskie. Gwałtownie postępujący rozwój motoryzacji zmarginalizował również tę funkcję. W Europie Zachodniej już od początku lat 50. XX wieku na lokalnych liniach kolejowych likwidowano przewozy towarowe, a następnie także pasażerskie. Dopiero od lat 90. XX wieku rozpoczęto rewitalizację lokalnych linii w związku z promowaniem przez Unię Europejską zasad polityki zrównoważonego rozwoju.[...]

Regional lines are an essential element of the railway network of Poland all the time. Their signifi cance together with the development of road transport started decreasing. However, in countries of Western Europe after years of their liquidation, opposite phenomenon has occurred, associated with the revitalization and restoring transport (especially passenger) on that kind of lines. In Poland after the year 1990 a phenomenon of permanent reducing lengths of active regional lines is appearing and so far did not manage to turn this adverse trend away. According to the author a lack of system solutions in their functioning is the cause. In the article the author presents proposals, which in his view can cause increasing signifi cance of these lines in passenger and freight transport in Poland with the benefi t to the society and the national economy.

Proponowany system ZSB 2000 zaprojektowany dla tego typu zastosowań prze firmę Scheidt&Bachmann. opiera się na elementach systemu sygnalizacji przejazdowej BUES 2000 eksploatowanego od wielu lat na kolejach polskich.

The paper deals to hardware architecture and software organization of railway control system for regional lines. The proposed ZSB 2000 system especially designed by Scheidt&Bachmann for such applications is based on elements of cross level protection system BUES 2000 used for several years in polish railways.
