Although renewing pro-rate replacement warranty (RPRW) can help producers obtain some compensation from users, there seldom exists a two-dimensional random RPRW with a refund (2D-RRPRW with R) where a refund can guarantee the fairness of users. In addition, although random periodic replacement last (RPRL) can extend the service span after the expiry of the warranty, RPRL considering preventive maintenance (PM) has been seldom modeled to further lengthen the service span after the expiry of the warranty. In view of these, a 2D-RRPRW with R is devised to guarantee the fairness of users by integrating the limited job cycles and a refund into RPRW. Under the case where 2D-RRPRW with R warrants products with job cycles, a RPRL with PM is modeled to further lengthen the service span after the expiry of the warranty and reduce the failure frequency. It shows that to shorten the warranty period can makes the warranty cost of 2D-RRPRW with R to be less than the warranty cost of classic RPRW; and the performance of RPRL with PM outperforms the performance of classic RPRL.

Środki pochodzące z Programu Operacyjnego Infrastruktura i Środowisko przeznaczone na realizację projektów w ramach I osi priorytetowej - Gospodarka wodno - ściekowa, są pomocne w zapewnieniu wymaganej jakości wody i ścieków. Środki te powinny być wykorzystane zgodnie z prawem, obowiązującymi procedurami oraz umową o dofinansowanie. Wydatkowanie otrzymanych środków w sposób nieprawidłowy naraża beneficjenta na obowiązek ich zwrotu wraz z odsetkami. Niniejsza praca ma na celu przedstawienie zagrożeń wynikających z nieprawidłowego wydatkowania środków przeznaczonych na działania w ramach I osi priorytetowej Programu Operacyjnego Infrastruktura i Środowisko, dla beneficjentów niebędących państwowymi jednostkami budżetowymi, oraz zakresu działań i sposobu postępowania w przypadku konieczności dochodzenia ich zwrotu, zgodnie z ustawą z dnia 27 sierpnia 2009r. (Dz. U. Nr 157 poz.1240 z póź.. zm.) o finansach publicznych.

The funds available within Operational Programme Infrastructure and Environment for the implementation of projects under I priority axis - Water and sewage management, are helpful in ensuring the required quality of water and sewage. These measures should be used in accordance with the law, procedures and grant agreement. The disbursement of the funds received improperly exposes the beneficiary of the obligation to return them with interest. This paper aims to present the dangers of improper spending of funds allocated for activities under I priority axis of the Operational Programme Infrastructure and Environment,by beneficiaries who are not state of the budget and the scope and method of dealing with the necessity of recovering improperly disbursed funds, in accordance with the Public Finance Act of 27 August 2009 (Journal of Laws No. 157, item. 1240, as amended).
