Military units are located in different parts of Poland, on the territory of specific communities. Their location has a different implication on the local development, especially on its economic, social, environmental and infrastructural spheres. The restructuring of the Polish Armed Forces, as a consequence of political, economic and international changes, caused disbanding of many military units. Disbanding military units on municipality (commune) territory causes different consequences in social and economic sphere. The article presents results of research from municipalities (communes) where military units are stationed. The main purpose of this research was to define connections between military units and local society and evaluate the fact of military units’ liquidation by municipalities and ways in which local authorities use the territory after a disbanding a military base.

In 2008, the process of reorganization of the Russian Federation Armed Forces (RF AF) was initiated by the new Minister of Defence of the Russian Federation - Anatoly Serdiukov, the weakness of which has been highlighted by the campaign against Georgia. The article presents the main principles of the reform, its progress and implementation. The changes introduced by Serdiukov were unprecedented. They included the reorganization of the command and control system, logistics and a significant reduction of the RF AF personnel. Presented problems, because of the scope, are divided into two parts. The first describes the key issues concerning the RF AF reform. The second presents the reform of military education system, implementation of new weapons and military equipment and changes to the security of military units.

On 16 January 2009, the Minister of National Defence, Bogdan Klich delivered a lecture for the National Defence University’s (AON) staff and students concerning the reform of the Polish Armed Forces Command System and Structures in 2009 - 2018. The minister underlined the necessity of creating a system that would enable the unity of command and at the same time the division of planning and command functions which is connected with establishing the position of the Chief of Defence (The Chief of General Staff would be the First Deputy of the Chief of Defence). Moreover, the Board of the Commanders of Armed Forces' Branches, as an advisory body, would be called but the autonomy of respective armed forces’ commanders would be preserved. The Chief of the Board would be rotated every year. Such a structure is to modernize the system of command. The concept does not provide setting up a new level of command and maintains the president's competence as the Armed Forces’ Supreme Commander and Defence Minister taking civil control of the army. The new concept also stipulates the increase of combat units in relation to support units, as well as integration of similar structures, which consequently is to improve the effectiveness of conducted tasks. The minister mentioned also the necessity to decentralize the commands of the Polish Armed Forces' Branches which is connected with moving the Land Forces’ Command to Wrocław and Air Force Command to Poznań.

The article offers a brief evaluation on the performance of last year’s logistic support tasks. It shows the performance of logistic support tasks in major subsystems in conjunction with the change of resources. A brief account of some tasks in the ACR logistic support demonstrates the process complexity in the build-up of logistics as a part of the 2nd stage of the Czech Republic armed forces reform.

Numerous factors have influences the French government to reach a decision to transform thoroughly the armed forces, the most decisive and significant experiences were acquired in the Gulf War. Appearing difficulties on the contingent forming stage, trouble with transporting relatively small troops on a long distance and problems resulting from the lack of its own reconnaissance system clearly exposed weaknesses of some French defence elements. Accepted transformation assumptions stipulate a gradual complete resignation from compulsory military service, increasing the armed forces manpower, the core of would be professional (career) cadre, complemented by contract soldiers. The armed forces reform is connected not only with the necessity to finance rapid reaction forces being created, but also with preparing a number of protection actions which would enable the dismissed cadre to take advantage of earlier retirement or to be employed in a civilian sector. Analysts agree that financial measures forecast in the 1997 - 2002 programme law and successive defence budgets will not be satisfactory for a complete and effective realisation of the reform.
