Celem niniejszego artykułu jest zaprezentowanie nowych zasad dotyczących wsparcia produkcji energii elektrycznej wytwarzanej w skojarzeniu z ciepłem, obowiązujących w Polsce od 1 lipca 2007 roku, jak też wskazanie potencjalnych kierunków dalszych zmian służących optymalizacji udzielonego wsparcia.

In the future, the development of electricity produced in Poland in cogeneration with heat will impact the reduction of greenhouse gases emissions. To accelerate this process, it is necessary to implement a requirement to ensure a share of red energy in the total energy volume sold to the final recipients. An opportunity to obtain red energy certificates and in consequence acquire additional income, is an economic incentive for potential investors. It should definitively be determined if energy producers have the right to obtain both the green and red energy certificates for the same energy volume. It should also be taken into account that growing support of green and red energy production may result in higher electricity prices to the final recipients. It is essential to provide investors with red energy production profitability because a higher return rate will be the key incentive to maintain UE regulations on the red energy share in the total volume of electricity.
