With the development of tourism in the inland waters, various types of accidents in the waters have posed a great threat to human life, property, and the environment. This has caused concern in all circles of society. According to water tourism safety issues, and relying on Internet technology, shipping safety, and public safety management theory, this paper has proposed the concept and design plan of an Internet + maritime emergency management platform. This platform includes functions such as the intelligent perception of a ship’s navigation status, the scientific selection of a maritime emergency rescue site, the emergency rescue scene, the online dynamic management of maritime emergency resources, and the online production of a maritime emergency rescue plan. The design scheme has been used in the platform’s development. This paper has taken the application of the Internet + maritime emergency management platform for the Liujiaxia reservoir in the Gansu Province of China as an example. The results showed that the design of the platform that has been proposed in this paper is reasonable and that it can provide scientific, fast and accurate decision information for emergency command in the Liujiaxia reservoir and improve the effective control of the accident site as well as the use of resources.

We examined post-industrial urban planning and problems of impulse development as well as city management in the conditions of the information society, which turned out to be the most urbanized in the history of mankind. It was found that for specific conditions of a post-industrial city, the design of the impulse model should consist of two stages – city-wide, and cluster-wide. Moreover, given the danger of hyper-urbanization, the first stage has to focus only on those factors that have a ‘transformative’ character, and those whose potential is mainly ‘inhabiting’ should be left behind. It should be considered as an object of activity of city-wide institutions, applying such impulse factors as accessibility, favourability, self-sufficiency, and nobility. This paper lists practical tasks of city-wide management institutions within the framework of the universal impulse layer, which are derived from the universal factors of the spin-off development of urban structures.

This article describes the power of the computer simulation as a tool for dynamic verification of the system parameters and logical structure in the phase of its proposal and design. It can find out the bottleneck and optimise its functionality. In this way there are possibility to reduce both cost and time. The article shows two practical cases from big fibre glass production company. In new transport system was the goal oriented to dynamically analyze capacity, define parameters like number of transporters, speed, distances between transporters and modification of logical structure to reduce blocked states. Second case was oriented to define warning levels, analyze parameters and decide whether it is possible in new production system use only one main mixer supported secondary mixers to continually prepare 23 types of lubricants for 10 tanks of final products.
