Implementation of the common safety method in the European Union railway transportation

Change management is considered to be an important element of safety management systems, lack of which can lead to industrial accidents and disasters. Therefore, risk management related to changes introduced to the railway system has become one of the processes covered by regulations aimed at harmonising the rules of railway transport in the whole European Union (EU). This article presents the results of a comparative analysis of available source materials in terms of determining the manner and level of implementation of EU-wide rules for risk management related to introduced changes. The analysis was based on data from five selected EU Member States. A common issue raised in practically all of the reports analysed is the lack of detailed definitions of terms such as significant change, insignificant change, the impact of change on the safety of the railway system. Attempts to solve this situation have been specified by us and evaluated from the viewpoint of safety engineering.

Literatura dotycząca kultury bezpieczeństwa w transporcie szynowym jest głównie obcojęzyczna i nie ma wielu polskich pozycji kompleksowo opisujących te zagadnienia, szczególnie stricte w przedsiębiorstwie kolejowym. Dlatego w publikacji przedstawiono przegląd literatury dotyczącej tego zagadnienia, a następnie omówiono metody jej diagnozowania zarówno pośrednio, jak i bezpośrednio. Pośrednia diagnoza dotyczy skutków kultury bezpieczeństwa natomiast bezpośrednia jest oceną jej elementów składowych. Poziom kultury bezpieczeństwa może być określony na podstawie jej zdolności do generowania decyzji, zachowań, osiągnięć technicznych, organizacyjnych, motywacyjnych i szkoleniowych, przybliżających przedsiębiorstwo do uzyskania kryterium bezwzględnego bezpieczeństwa. Na podstawie analizy literatury i własnych doświadczeń zaproponowano trzy etapy ułatwiające pozyskiwanie wyników pomiarów o kluczowych aspektach kultury bezpieczeństwa tj. wspomaganie analizy kluczowych aspektów bezpieczeństwa, interpretacja otrzymanych pomiarów oraz wizualizacja wyników.

Literature regarding the safety culture in rail transport is mainly foreign language and there are not many Polish literature items comprehensively describing these issues, especially in a railway enterprise. Therefore, the publication provides an overview of the literature on this issue and then discusses the methods of its diagnosis indirectly as well as directly. An indirect diagnosis concerns the effects of a safety culture, while a direct diagnosis is an assessment of its constituent elements. The level of safety culture can be determined on the basis of its ability to generate decisions, behaviors, technical, organizational, incentive and training achievements, bringing the enterprise closer to the absolute safety criterion. On the basis of literature analysis and own experience, three stages were proposed to facilitate acquisition of measurement results on key aspects of safety culture, ie: supporting analysis of key security aspects, interpretation of received measurements and visualization of results.
