Pragmatic approach in regional rail transport planning

In the field of transport planning in the Czech Republic, there is increasing need not only for infrastructure planning, but also for public transport planning and creating operational concepts. Public transport, as well as investments and operationally intensive industries, requires a guaranteed long-term strategy in the field of transport services. The first prerequisite for successful transport planning is the most accurate description of passenger flows, including the parameters affecting the choice of transport mode. These inputs constitute an important basis for the following steps: setting up the line network, timetable design, managing the circulation of vehicles and courses of staff, controlling, and any eventual requests for infrastructure improvements. There are currently, in the Czech Republic, few transport models that provide relevant outputs for transport planning tasks in public services. For this reason, we use a variety of heuristics, one of which is described via a practical example, i.e., the transformation of a timetable concept on a selected rail network, including the effects resulting from a change in the number of passengers.

Na wstępie artykułu przybliżono czytelnikowi, czym jest rozkład jazdy na sieci kolejowej, na czym polega jego optymalizacja oraz odwołano się do literatury opisującej proces jego konstrukcji. W dalszej części przedstawiono kryteria optymalizacji rozkładu jazdy i zaproponowano podejście od strony efektywności wykorzystania energii pochodzącej z hamowania rekuperacyjnego, realizowanego metodą odzysku bezpośrednio do sieci trakcyjnej. Przedstawiono również inne metody wykorzystania energii z rekuperacji przy zastosowaniu zasobników pokładowych lub umieszczonych w podstacji trakcyjnej. Następnie zaprezentowano ideę optymalizacji pod kątem efektywności hamowania rekuperacyjnego i określono czynniki ją determinujące. Na koniec przedstawiono możliwości poprawy omawianej efektywności. Zasugerowano również globalne spojrzenie na aspekt optymalizacji rozkładu jazdy jako dokumentu determinującego bezpieczne, efektywne i co ważne ekonomiczne funkcjonowania ruchu na kolei.

At the begining of the article the railway timetable was defined. The optimization of railway timetable was described according to the literature that shows the process of timetable construction. Next the criteria of the timetable optimization was shown. The approached of using the effectiveness of the energy from recuperative braking that is realized directly by the recovery to the overhead contact line was proposed. The other methods of energy recovery using on-board energy storage or energy storage placed in traction substation were also presented. Then, the idea of recuperative braking efficiency optimization and identifying determining factors were shown. Finally, the possibility of improving the efficiency of regenerative braking were presented. It was also suggested to look at the aspect of global timetable optimization as a document which determines safe, efficient and economical operation of the railway traffic which is important matter in this field.

Celem artykułu jest ocena jakości lokalnego transportu szynowego (kolejowego) w województwie śląskim (na przestrzeni dłuższego okresu czasu) pod kątem mobilności mieszkańców, jako ważnego elementu procesu wdrażania zrównoważonego transportu w województwie śląskim W artykule przedstawiono analizę liczby połączeń oferowanych przez jedną ze spółek kolejowych, której głównym zadaniem jest realizacja lokalnych przewozów na terenie aglomeracji śląskiej. Dokonano porównania obecnie obowiązującego rozkładu jazdy dla wybranej trasy przejazdu z rozkładami jazdy obowiązującymi w okresie wcześniejszym. Uzyskane wyniki badań pozwoliły na ocenę obecnej sytuacji w obszarze lokalnego transportu kolejowego, jako ważnego elementu zarządzania i realizacji transportu zbiorowego w jednej z największych aglomeracji Polski.

The purpose of this article is to assess the quality of local rail transport in the region of Silesia (over a longer period of time) for the mobility of people, as an important element of the implementation of sustainable transport in the Silesian Province. The article presents an analysis of the amount of connections offered by one of the railway companies, whose main task is the implementation of local rail services in the Silesian Region. A comparison of the current timetable for the selected route the schedule in force at the earlier period. The results allowed us to assess the current situation in the area of local rail transport as an important element of the management and implementation of public transport in the biggest Polish agglomeration.

Zarządzanie opóźnieniami w ruchu kolejowym zostało potraktowane jako wielokryterialny problem optymalizacyjny, który obejmuje między innymi zapewnienie skomunikowania pociągów na stacjach węzłowych oraz dążenie do uzyskania biegu pociągów najbardziej zgodnego z pierwotnym rozkładem jazdy. Uwzględniono priorytety poszczególnych pociągów uzależnione od sytuacji ruchowej i kategorii pociągów. W przeprowadzonym procesie optymalizacji wykorzystano algorytm genetyczny z operatorami genetycznymi dopasowanymi do specyfiki problemu traktowanego jako ogólny problem (job-shop) szeregowania zadań.

Railway delay management problem was treated as multi-objective optimization problem dealing with ensuring train connections at hub stations and trying to re-schedule delayed trains to obtain a new schedule as far as possible correspondent to the base timetable. Different train priorities dependent of the current state of the railway network and train class has been taken into account. The optimization process has been carried out using the genetic algorithm with the genetic operators adjusted to the specific character of the railway re-scheduling modeled as job-shop scheduling task problem.
