W latach 2012–2017 liczba pasażerów kolei w województwie dolnośląskim wzrosła o 75%, podczas gdy średni wzrost w skali Polski wyniósł w tym samym czasie tylko 10,8%. Artykuł przedstawia analizę czynników, które wpłynęły na uatrakcyjnienie transportu kolejowego w regionie. Scharakteryzowano stan infrastruktury i jego zmiany w wyniku realizacji inwestycji, remontów oraz prac utrzymaniowych. Omówiono także rozbudowę oferty przewozowej, zarówno pod względem ilości, jak i jakości połączeń.

In 2012–2017 the total number of passengers of railways in Lower Silesia Voivodship has increased by 75%, whereas the average growth in Poland at that time was only 10.8%. The article presents the analysis of factors, which influenced the attractiveness of railway transport in the region. The infrastructure condition has been characterized together with its changes resulting from investment, repairs and maintenance works. Moreover the article describes the improvement of passenger transport offer, either in terms of quantity, or quality of rail connections.

In this study, a methodology was developed for transport plan selection of intercity trains in railway network using the method of Analytic Hierarchy Process (AHP). For studying the transport plan, the following indicators have been chosen: the transport satisfaction, average number of train stops, average distance travelled, average speed, reliability, availability of service with direct transport and transport capacity. The methodology includes determination of variant schemes of transportation; determination of the number of trains by criterion of minimum direct operating costs for transportation of each variant scheme using linear optimization model; application of AHP method to define the weights of criteria and ranking the variants schemes; and selection of an optimal transport plan according to the criterion of a minimum ratio of normalized direct operating costs to the AHP score. The methodology was experimented in Bulgarian railway network.

Wskazano kierunki zmian i omówiono możliwości wykorzystania systemów kolejowo-tramwajowych i kolejowych w obsłudze komunikacyjnej miasta. Przedstawiono również zmiany w funkcjachdworców kolejowych i znaczenie ich połączenia z lotniskami.

In the article, rail transport systems in cities has been characterized. Directions of changes have been discussed and the possibilities of using railway and tram and railway systems in the city’s transport service have been discussed. Changes in the functions of railway stations and the importance of their connection to airports have been also presented.

Wielkość przewozów pasażerskich realizowanych w Polsce transportem publicznym od końca lat 70. Ubiegłego wieku systematycznie spada. Dotyczy to w szczeWielkość przewozów pasażerskich realizowanych w Polsce transportem publicznym od końca lat 70. Ubiegłego wieku systematycznie spada. Dotyczy to w szczególności kolei, która jeszcze na początku tego okresu przewoziła 1,1 mld pasażerów (1980), a obecnie przewozi poniżej 300 mln osób rocznie. Podobny spadek notuje publiczny transport drogowy, gdzie przewozy autobusami spadły z 2,4 mld (1985) do niespełna 500 mln osób. Analogiczne spadki dotyczą także pracy przewozowej. Jednocześnie obserwowany jest dynamiczny rozwój motoryzacji indywidualnej. Tylko w okresie ostatnich 10 lat liczba zarejestrowanych w Polsce samochodów osobowych wzrosła blisko dwukrotnie i wynosi obecnie ok. 19 mln. pojazdów, czyli 451 na 1000 mieszkańców. W ciągu tego okresu wybudowano także około 1 tys. Km autostrad oraz 800 km dróg ekspresowych.

Celem artykułu jest ocena rozwoju pasażerskich przewozów kolejowych w UE w kontekście planów, ujętych w Białej Księdze europejskiej polityki transportowej z 2011r. Analiza statystyczna przewozów pokazuje, że rozwijającymi się segmentami rynku są przewozy kolejami wysokich prędkości oraz segment przewozów regionalnych, obejmujący także przewozy aglomeracyjne. Natomiast w segmencie przewozów międzyregionalnych i międzymiastowych, prowadzonych na liniach konwencjonalnych z tradycyjnymi prędkościami, następuje systematyczny spadek popytu. Odwrócenie tego trendu i tym samym realizacja celów polityki transportowej wymaga wzbudzenia popytu poprzez działania na rzecz znaczącej poprawy jakości oferty przewozowej oraz zintegrowania kolei w systemie transportu zbiorowego.

The aim of the article is to assess the recent development of the railway passenger services in the EU and to discuss the possible ways of achieving the transport policy goals, putt forward in the 2011 White Paper. The analysis of the statistical data led to conclusion that the regional services and high speed rail services are the only developing segments of the railway passenger market, while the interregional carriages on conventional railway routes suffer decline. The crucial issue for the change of this situation is to induce the demand for the railway passenger services in medium-distance. The possibilities lay in substantial improvement of the quality of railway services, mainly in terms of door-to-door travel time and reliability of the travel time. The integration of the rail services in a whole public transport system is another necessary measure.

W artykule przedstawiono analizę ilości połączeń kolejowych oferowanych przez jedną ze spółek kolejowych, której głównym zadaniem jest realizacja przewozów kolejowych na terenie aglomeracji śląskiej. Dokonano porównania obecnie obowiązującego rozkładu jazdy dla wybranej trasy przejazdu z rozkładem jazdy obowiązującym w okresie wcześniejszym. Przeprowadzona analiza posłużyła do oceny mobilności mieszkańców aglomeracji za pomocą wybranej gałęzi transportu, którą jest transport kolejowy.

Kolejowe przewozy aglomeracyjne i regionalne (nazywane łącznie lokalnymi) stanowią bardzo ważny element systemu transportu publicznego. Realizowana w Polsce polityka transportowa na szczeblu centralnym i samorządowym wpisuje się w strategię Wspólnoty Europejskiej. W referacie przedstawiono podstawowe elementy systemu kolejowych przewozów pasażerskich oraz roli odgrywanej przez przewozy lokalne. Opisano podstawowe wymagania organizacyjne. Dokonano przeglądu preferencji w celu wskazania najważniejszych, które decydują o wyborze przez podróżnego kolei jako środka transportu.

Railway agglomeration and regional transport (called together local) makes up very important element of the system of public transportation. The realized in Poland forwarding politics on the central and council rung enrolls in the strategy of the European Commonwealth. The basic elements of the system of railway passenger transports and part played by local transports have been introduced in the report. Basic organizational requirements have been described. The review of the preferences has been executed in order to indicate the most important ones that decided whether railway transport would be chosen by travelers as a mean of transport.
