W artykule zostały przedstawione inwestycje przeprowadzone przez PKP Cargo S.A., przeprowadzono analizę finansową, opisano tabor oraz przedstawiono wizję rozwoju. Priorytety dla polskiego systemu transportowego w tym przewozów kolejowych dość szczegółowo określone zostały w dokumencie „Polityka Transportowa Państwa na lata 2006-2025”, który zakładał radykalną poprawę stanu infrastruktury przy jednoczesnym ograniczaniu kosztów dostępu oraz dynamiczny rozwój systemów intermodalnych poprzez uściślenie form pomocy oraz wprowadzenie zachęt prawnych i podatkowych. Rozwój systemu transportowego, z wykorzystaniem proekologicznych form takich jak kolej, jest warunkiem dynamicznego wzrostu gospodarczego zarówno całego kraju, jak i poszczególnych regionów Polski. Niezwykle ważną rolą staje się ingerencja państwa w rozwój transportu kolejowego, a zwłaszcza intermodalnego.

Priorities for the Polish transport system including rail transport in some detail set forth in the document "Transport Policy for 2006-2025", which assumed a radical improvement of the infrastructure while reducing the cost of access and dynamic development of intermodal systems by specifying the forms of assistance and incentives legal and tax. The development of the transport system, with the use of environmentally friendly forms such as rail, is a prerequisite for dynamic growth both across the country and various Polish regions. An extremely important role is the interference of the state in the development of rail transport, particularly intermodal. The article discusses the investments made by PKP Cargo, and a vision of development.

The vulnerability of rail transport systems facing flood hazard, increased by the climate change, is a burning issue for the future urban risks management. Analysing the resilience of rail transport systems against flood hazard appears necessary for improving the proper functioning of cities that strongly depend on such critical infrastructures. The critical infrastructures are complex systems in which the components are particularly interdependent. This interdependency implies many failures caused by cascade effect within the system. From dependability methods, this paper provides a global methodology in order to automatically produce the chains of failures caused by cascade effect within a rail transport system facing to a flood hazard.

W artykule przedstawiono ogólne podejście do oceny wariantów realizacji inwestycji infrastrukturalnych w transporcie kolejowym. Nie zawsze studia wykonalności umożliwiają wybór wariantu najlepszego, tym bardziej, że należy uwzględnić punkty widzenia wielu użytkowników infrastruktury, mających najczęściej sprzeczne interesy. Decydent powinien mieć zatem możliwość uwolnienia się od subiektywnych ocen uzyskiwanych za pomocą niektórych kryteriów branych pod uwagę przy ocenie poszczególnych wariantów inwestycyjnych.

A general approach to assessment of variants of infrastructure investments in the field of railway transport is presented in the paper. Feasibility studies not always make it possible to selected the best variant, the more so that, most frequently contradictory, requirements of different users must be taken into consideration. A decision maker should be able to free himself from subjective opinions reached on the ground of some criteria taken into account while assessing particular variants of an investment.
