Selected issues in rail transport safety in Poland

Safety in rail transport is a problem that many countries are struggling with. Rail transport is one of the main areas of Poland’s economic development. The authors analysed and interpreted statistical data on the condition of the railway infrastructure and rail safety, as well as identified the main causes of railway accidents. The development of rail infrastructure has a significant effect on freight and passenger transport safety. Among the most serious hazards in rail traffic are accidents and rail collisions. The most frequent rail accidents occur at level crossings, where those responsible are motor car drivers. There is a clear trend showing a decrease in the number of accidents with an increase in the percentage of well-preserved rail lines. This situation is a consequence of social awareness.

W publikacji przedstawiono analizę stanu bezpieczeństwa kolei opracowaną na podstawie raportu Urzędu Transportu Kolejowego „Sprawozdanie ze stanu bezpieczeństwa ruchu kolejowego w 2017 r.”. Artykuł zawiera również opis analizy opracowanej przez Agencję Kolejową Unii Europejskiej na podstawie danych pozyskanych od krajowych organów ds. bezpieczeństwa (National Safety Authority -NSA) oraz krajowych organów dochodzeniowych (National Investigation Bodies – NIB) opublikowanej w dokumencie „Report on Railway Safety and Interoperability in the EU – 2018”.

The publication presents an analysis of railway safety status prepared on the basis of the document “Report on the railway traffic safety in 2017” published by the Polish railway transport office. The article also contains a description of the analysis basis of data obtained from the National Safety Authority (NSA) and the National Investigation Bodies (NIB) pub-lished in the document “Report on Railway Safety and Interoperability in the EU - 2018” prepared by the European Union Agency for Railways.

Przy ciągle rosnącej wielkości kolejowych przewozów towarowych z udziałem materiałów niebezpiecznych, coraz większego znaczenia nabiera bezpieczeństwo tych przewozów. W przypadku katastrofy należy minimalizować jej skutki. Jest to możliwe tylko wtedy, gdy zostanie rozpoznany mechanizm rozprzestrzeniania się skutków katastrofy z udziałem materiałów niebezpiecznych. Pomocne tu jest modelowanie tych zjawisk.

The safety of freight rail transportation has become an important issue due to the constantly growing amounts of transported goods including hazardous materials. In the case of a freight train accident, the effects of such an event can be minimized if the propagation mechanisms of the effects are carefully studied by modelling.
