Artykuł przedstawia wyniki prac Grupy roboczej ds. standaryzacji i certyfikacji, prowadzonej przez Instytut Techniki Budowlanej w ramach projektu pt. Sektorowa Rada ds. Kompetencji w Budownictwie nr POWER.02.12.00-00-0006/16-01, realizowanego od marca 2017 r. do czerwca 2023 r. Istotne są rekomendacje Grupy przedstawione Sektorowej Radzie na posiedzeniach plenarnych do wprowadzenia i stosowania w obszarze budownictwa.

The article presents the results of works of the Working Group for standardization and certification, led by the Building Research Institute as part of the project entitled Sectoral Council for Competences in Construction No. POWER.02.12.00-00-0006/16-01, in the period of March 2017 - June 2023. The most important are recommendations of the group presented to the Sectoral Council at plenary meetings for implementation and application in the field of construction.

Celem artykułu jest pokazanie wstępnej koncepcji systemu wspomagania podejmowania decyzji inwestycyjnych na podstawie zintegrowanej analizy kosztów i wielkości śladu węglowego w całym cyklu życia budynku. Koncepcja proponowana przez autorów dotyczy zintegrowanej analizy kosztów (LCC) oraz śladu węglowego w cyklu życia budynku (LCCF), reprezentującego wpływ na środowisko. Dokonano także analizy map bibliometrycznych otrzymanych w programie VOSviewer dotyczących problematyki śladu węglowego w budownictwie.

The aim of this article is to present the initial concept of an investment decision support system based on an integrated cost and carbon footprint analysis throughout the building’s life cycle. The concept proposed by the authors concerns integrated cost analysis (LCC) and the carbon footprint in the life cycle of a building (LCCF), representing the impact on the environment. An analysis of bibliometric maps obtained in the VOSviewer program concerning the problems of the carbon footprint in construction was also performed.

W bieżącym roku upływa 25 lat od utworzenia i wydania pierwszego numeru czasopisma „Farby i Lakiery”. Od lat ukazują się w nim interesujące artykuły naukowo-techniczne o tematyce związanej z technologią farb i lakierów, surowców stosowanych do ich otrzymywania i metod badań. Ponadto w czasopiśmie można znaleźć sprawozdania z konferencji, seminariów, targów jak również informacje obejmujące zagadnienia dotyczące przemysłu farb i lakierów: nowe wyroby i technologie, informacje ekonomiczne, opisy bibliograficzne artykułów z czasopism polskich oraz zagranicznych. Czasopismo stanowi cenne źródło informacji naukowo-technicznej oraz branżowej.

This year it has been already 25 years from the time of creation and publication of the first issue of the journal “Paints and Varnishes”. For years, there have been interesting scientific and technical articles on topics related to the technology of paints and varnishes, raw materials used to obtain them and research methods. In addition, the journal contains reports on conferences, seminars, fairs as well as information covering issues related to the paint and varnish industry: new products and technologies, economic information, bibliographic descriptions of articles from Polish and foreign magazines. The journal is a valuable source of scientific, technical and industry information.

W artykule przeanalizowano przykłady występowania informacji o publikacjach i tekstów publikacji widocznych w sieci WWW, gdzie z wykorzystaniem wyszukiwarek Google i Google Scholar sprawdzano miejsca występowania informacji indeksowanych także w bazach Web of Science Core Collection (WoS CC) i Scopus.

In the article the authors present the examples of information about publications and texts published on the World Wide Web where with using Google and Google Scholar the authors have been checking the locations of information that is indexed either in the Web of Science Core Collection (WoS CC) or in Scopus.

The article is devoted to revealing the peculiarities of Ukrainian researches in nanoscience and nanotechnology. The comparative analysis of publications, patents and R&D resources in Ukraine and developed countries has been performed. It is shown that the tendency in Ukrainian researches in nanoscience and nanotechnology corresponds to the global trend. But the share of researches in nanomedicine in Ukraine is significantly larger than that of the global ones, while the share of nanoelectronics is too small. The built models allow forecasting the number and share of publications in different branches and demonstrating the gap between Ukraine and other countries.

As a result of my initiative Middle Pomeranian Scientific Society of Environment Protection in Koszalin under auspices of the Polish Academy of Sciences was registered by Regional Court in Koszalin Civil Division on April 5th 1998. Generally the only goal of the Society was to publish a good journal in widely understood environmental issues. Of course, I assumed in advance, as the initiator of this project, it will be to published socially and on the basis of membership fees, but mainly using external grants obtained from various sources. It is understandable that in such situation, without employees due to the economic and physical logistic capabilities, this journal can only be an annual publication, not a journal published with higher frequency. Environmental protection engineering is a discipline (disciplines to be precise - separately protection and engineering) extremely capacious factually, the more so that talking about widely understood environmental protection we must not only take into account technique and technology associated with it, but also economics and marketing of the environment, law and education concerning the environment. Taking into consideration above mentioned, we decided to issue Rocznik Ochrona Środowiska ROS (Annual Set of the Environment Protection) with such broad spectrum, but with a focus primarily on publishing papers concerning research on processes and research on full technologies of water treatment, domestic and industrial wastewater treatment, mechanical and physicochemical, chemical, and in particular, thermal waste processing, exhaust aftertreatment and thus protection of the atmosphere including odors. These are the works most creative and consequently having a chance to be applied. Of course, among foreground papers accepted for publication there are also sophisticated theoretical works describing phenomena, endearing these phenomena in mathematical physical formulas or mathematical analytical and empirical formulas and explaining the causal mechanisms identified process run. In the second group of works accepted for publication there are papers in the field of nature protection against the effects of technological development of societies. Such papers, which are mainly prepared naturalists concern the assessment of, for example, water (in rivers, lakes, oceans), soil and plants – are therefore the diagnosis of the condition of state based on samples – when the team of authors has often high-end analytical equipment. It is therefore a diagnosis of the state – which, however, usually do not end up with treatment of environment proposition, but just complaining on the poor state of nature, comparing obtained results of the analytical tests with standards. Finally, the third group of works that we accept for publication, still trying to keep the priorities and proportions, are papers concerning economics, marketing, law, and education on the environment, that is environmental education. It is also obvious that, depending on the issues of the given publication in may be more or less specific, and therefore more scientific or more newspaper type and here arises the problem of so-called scientific and factual levels of submitted works. Our journal Rocznik Ochrona Środowiska ROS (Annual Set of the Environment Protection) over the years of it s publication was obtaining higher and higher rank both on Polish Ministry of Science and Higher Education list as well as lists of foreign institutions of the International Scientific Information. With the entry of our journal onto the so-called Philadelphia list we have been "inundated" with incredible amount of publications of which large part is, just to be honest, hopelessly poor. The first group of these hopeless works are publications that discuss the problem at the newspaper level (popularizing science) in which there are no errors or controversial entries – except that for science of these works contribute nothing and can be at most opening lecture of an excellent professor as the introduction for a conference. The second group of poor works are submitted publications with research character, but scope of these studies of a given process may correspond to a student laboratory exercises of this the process included a single report. The third group of submitted poor works are so-called descriptions of the state for example in the range of issues of protection of the earth's surface, often without geological studies and have a mode of warning the reader against negative effects of mining operations (in particular, so-called pits). To cover up the poor quality of such works, they contain most often terrain maps, images (often illegible) and diagrams, which often result from citing data from the Statistical Yearbooks. The biggest problem for our editorial board, and most of all for me personally, as Chairman of the Board of our Middle Pomeranian Scientific Society of Environment Protection and the Scientific Editor is the fact that the authors and mainly co-authors of those poor (mostly rejected) submitted publications are, unfortunately, great and significant names in a given branch. As Editor-in-Chief of ROS I am leveraged from one side to accept a manuscript for publication, while on the other hand, I do not act in a vacuum and in isolation from the whole system of science promotion, through different types of connections, informal pacts so-called social of different kinds of interest groups, careers groups when, however, the position of people or team largely depends on who, where and in which committees they sit and what produces they give – here, for example, about me – prof. Tadeusz Piecuch, about my team of my co-workers at the University and finally, about the ROS, which I created with a group of amicable professors, of which I am the Publisher and the Editor-in-Chief. I know, and I am aware of the fact that publications that were accepted for publication, and therefore were published in our ROS also present a different scientific level, but it is very difficult to assess from which level the work is already good, very good and maybe even outstanding, and how far is good publication from hardly sufficient, and this sufficient from hopeless. The notes are not 0 - 1 (black or white) and I am well aware that some papers published in ROS may be differently assessed and cause different different feelings, and sometimes even reader’s sense of injustice, whose work was rejected by us. If it is the case – I apologise for that all those people and ask them to believe that from my side and the entire Editorial Board there are no bad intentions, but on the contrary, good works are important for us. Therefore moving within the above mentioned structures and pacts which may be called a “china shop” is fiendishly difficult, when for example from one side you do not want to offend anyone, and multiply enemies, and at the same time you want to keep at least at a decent level fairness of assessment, objectivity towards submitted often poor works which often are supported by significant and influential names. Taking into account given above clarifications and problems that I have to solve every day I present here an example of such my drudgery as a Editor in Chief of ROS – and therefore the example of problems that I will encounter during procedure of publication, as a particularly difficult example.

Przedstawiono powiązania między nauką i techniką w inżynierii lądowej i wodnej, definiując oba te zakresy. Wskazano na specyficzne cechy tej inżynierii, odróżniające ją od innych działów nauk technicznych. Poddano krytycznej analizie wyłącznie parametryczny system oceny osiągnięć badawczych w inżynierii lądowej i wodnej i sformułowano postulaty dotyczące merytorycznej ich oceny. Przedstawiono rozwój nauki w tym obszarze techniki oraz konieczne warunki, aby Komitet Inżynierii Lądowej i Wodnej Polskiej Akademii Nauk spełniał swoją rolę w kreowaniu tego rozwoju.

Relations between science and technology in the domain of civil engineering are presented and the differences between them are defined. Specific character of civil engineering is described in particular. Critical analysis of the parametric system officially applied only for evaluation of the research achievements in civil engineering is presented and some proposals to make above system more adequate to the real needs of engineering progress are formulated. Development of scientific research and technological progress in civil engineering is presented and necessary conditions are proposed in order the Committee for Civil Engineering of the Polish Academy of Sciences could satisfy its creative role.

W pracy zaprezentowano projekt systemu udostępniania artykułów publikowanych w czasopiśmie Inżynieria Rolnicza poprzez sieć Internet. Projekt wymagał opracowania koncepcji oraz strony technicznej systemu, a następnie implementacji (przy pomocy PHP i popularnych technologii bazodanowych), a także wdrożenia przygotowanego rozwiązania. Podstawowa funkcjonalność działającego już systemu obejmuje: publikowanie artykułów (w formatach cyfrowych), indeksowanie (w formie metadanych) najważniejszych informacji o publikacjach oraz umożliwienie przeszukiwania zbiorów.

The paper presents a design of the system allowing to make articles published in the "Inżynieria Rolnicza" ["Agricultural Engineering"] journal available through the Internet. The design required a concept and technical part of the system to be developed, and then a completed solution (using the PHP and popular database technologies) to be implemented. The basic functionality of already operating system includes: publishing of articles (in digital formats), indexing (in metadata form) of the most important information concerning the publications, and making it possible to search through the sets.

Artykuł zawiera ocenę stanu ilościowego kadr naukowych w latach 1999 do 2005 - w aspekcie dorobku naukowego i organizacyjnego. Przyjęty do oceny okres stanowiły dwie kadencje władz Wydziału profesorów w składzie: Józef Kowalski - dziekan oraz Tadeusz Juliszewski i Norbert Marks - prodziekani. Opracowanie stanowi próbę oceny dorobku Wydziału za ten okres pod względem: wielkości i struktury zatrudnienia, liczby doktorantów na studiach, liczby wypromowanych doktorów i doktorów habilitowanych liczby zakończonych postępowań o tytuł naukowy, organizacji konferencji i sympozjów naukowych, współpracy międzynarodowej oraz grantów i dorobku naukowo-publikatorskiego.

The article includes assessment of the quantitative status of scientific staff in the years 1999 to 2005 - in the aspect of scientific and organizational output. The period adopted for assessment included two terms of office of the administrative bodies of the Faculty of professors in the following composition: Józef Kowalski - dean and Tadeusz Juliszewski and Norbert Marks - vice-deans. The paper is an attempt to assess the output of the Faculty for this period regarding: volume and structure of employment, number of post-graduates studying, number of promoted doctors and assistant professors number of completed academic degree proceedings, organization of conferences and scientific symposiums, international cooperation and grants and scientific and publishing achievements.

Significant theme groups and number of publications as well as the initial articles in every group are mentioned. The initial appraisal of collected data is also presented.

Opracowanie zawiera próbę oceny dorobku Szkół Naukowych z cyklu „Postęp naukowo-techniczny i organizacyjny w rolnictwie". Szkoły te były organizowane przez Katedrę Mechanizacji Rolnictwa, corocznie od 1994 roku. Główne założone cele tych Szkół to: integracja środowiska (konsultacja, wymiana poglądów), rozwój kadry naukowo-badawczej poprzez: umożliwienie prezentacji własnych wyników badań na forum ogólnopolskim oraz ich rzeczową ocenę, umożliwienie publikacji wyników tych badań w Wydawnictwach Polskiej Akademii Nauk. Równocześnie celem było poszerzenie wiedzy poprzez uczestniczenie w wykładach wybitnych naukowców. W sumie w ciągu 10-ciu Szkól wygłoszono 540 referatów naukowych oraz 60 wykładów z zakresu Inżynierii Rolniczej i 15 wykładów 2 dziedzin innych - naukowych i nie tylko.

The report contains and attempt to evaluate the achievements of Science Schools „Scientific and agricultural progress in agriculture". Such schools have been organised by the Chair of Agricultural Mechanisation each year from 1994. The main assumed objectives of such Schools are: environment integration (consultation, exchanging opinions), development of scientific and research staff through enabling presentation of their own research results in a nation-wide forum and their reliable evaluation, allowing for publication of such research results in the publications of the Polish Academy of Science. At the same linie, the objective was to expand the knowledge through participating in lectures of outslanding scientists. In total, during 10 years of the School, 540 scientific papers were presented and 60 lectures were done in the topic of agricultural engineering as well as 15 lectures in other areas - sciemific and other.

W "Przeglądzie Górniczym" 1995, nr 3, Autorka przybliżyła polskim środowiskom górniczym sylwetkę Hieronima Łabęckiego, jednego ze znakomitych pionierów polskiego górnictwa w epoce Staszica. Obecnie przybliża postać Krzysztofa Kluka, wybitnego badacza w epoce poprzedzającej rozbiory Polski. Ten wielki prekursor polskiego przyrodoznawstwa był też autorem wielotomowego dzieła o górnictwie i propagatorem wykorzystania rodzimych surowców - "rzeczy kopalnych" - dla gospodarczego rozwoju kraju.

In "Przegląd Górniczy" (Mining Revue) No.3/1995 the Author told the Polish mining people circle about the character of Hieronim Łabęcki one of the eminent pioneers of Polish mining in the time of Staszic. Now she brings closer the character of Krzysztof Kluk an outstanding researcher in the epoch prior to the partitions of Poland. This great precursor of the natural history in Poland was also the Author of the voluminous work about mining and propagator of utilisation of home minerals - "mineral things"-for the economic development of the Country.
