Selection of possible scenarios for improving the quality of public transport services through the use of hybrid fuzzy-MCDM models

A unified calculating approach is needed for public passenger transportation. All public transport companies and other stakeholders would have additional opportunities to create a transport offer if the unified methodology was made available to them and if calculations and calculation criteria were harmonized. Thus, the main goal – improving citizen mobility – would be accomplished. For this reason, in the study, we suggested the hybrid fuzzy methods for evaluating and improving the quality of public transport service. Unreliable responses of survey participants often distort group decision-making regarding the problem of public services, negatively affecting the end of the calculation procedure. Fuzzy multicriteria decision-making approach has been used. The suggested technique has the advantage of taking into account the degree of fuzzification of respondents' judgments about the choice scenario, while also using two MCDM models to eliminate bias in the responses.

Obsługa transportem zbiorowym centrum miasta stanowi bardzo duże wyzwanie. Z jednej strony należy bowiem zachować walory historyczne i kulturowe tego obszaru, z drugiej zaś zaspokoić rosnące potrzeby oraz oczekiwania mieszkańców i użytkowników tego obszaru. Należy przy tym zwrócić szczególną uwagę na prawidłowe ukształtowanie przystanków zlokalizowanych w centrum i w bezpośrednim jego sąsiedztwie. Także, kształtując przebieg poszczególnych linii transportu zbiorowego, należy zwrócić baczną uwagę na ich wpływ na prawidłowe funkcjonowanie centrum miasta. Działania te powinny być zintegrowane z rozwojem infrastruktury dla ruchu pieszego oraz ograniczeniami dla ruchu samochodowego. Te ostatnie stanowią bardzo istotną zachętę do korzystania z transportu zbiorowego przez nowych użytkowników.

Public transport service in the city center is a very big challenge. From one side it is necessary to maintain historical and cultural values of this area, from the other side growing expectation and needs of inhabitants and users of this area have to be fulfilled. One of the key issue is the location of public transport stops in the center and in its neighborhood. While developing of public transport lines in this area it is important to consider its impact on the functioning of the city. Those decisions should be integrated with the development of the infrastructure for pedestrians and with restrictions for car traffic. Especially the restrictions are significant incentive to use public transport by new users.

Pragmatic approach in regional rail transport planning

In the field of transport planning in the Czech Republic, there is increasing need not only for infrastructure planning, but also for public transport planning and creating operational concepts. Public transport, as well as investments and operationally intensive industries, requires a guaranteed long-term strategy in the field of transport services. The first prerequisite for successful transport planning is the most accurate description of passenger flows, including the parameters affecting the choice of transport mode. These inputs constitute an important basis for the following steps: setting up the line network, timetable design, managing the circulation of vehicles and courses of staff, controlling, and any eventual requests for infrastructure improvements. There are currently, in the Czech Republic, few transport models that provide relevant outputs for transport planning tasks in public services. For this reason, we use a variety of heuristics, one of which is described via a practical example, i.e., the transformation of a timetable concept on a selected rail network, including the effects resulting from a change in the number of passengers.
