Prior announcement of intention of public transport authorities in the area of the chosen procedure of awarding PSC (direct or tender) is to ensure that the carriers interested in gaining contracts may act regarding the intentions. In the case of direct award, administrative judgement control may apply as a consequence of promoting transparent, non-discriminatory market procedures. The article describes successive actions undertaken by a public transport authority before contracting. The new-entrant to the market has to bear objective difficulties with defining which particular action of the authority could be claimed. The consequent steps were so complicated that it was hard to find the true intentions of the public transport authority.

Poszukiwania efektywnego modelu zarządzania transportem miejskim skłoniły władze niektórych dużych miast do oddzielenia działalności organizatorskiej od przewozowej i wprowadzenia konkurencji regulowanej w realizacji przewozów. Wzrastająca liczba regulacji związana z realizowaniem usług użyteczności publicznej, w tym transportu miejskiego nie sprzyja efektywności ich realizacji. W artykule przedstawiono ocenę uwarunkowań funkcjonowania zarządów transportu miejski i zagrożenia wynikających z kolejnych regulacji i biurokratycznych procedur.

Searching for effective urban transport management model induce local authorities of some large cities to the separation organizing from realizing transport services and the introduction of regulated competition. Increasing number of regulations regarding to public services, including urban transport, is not conducive to the effectiveness of their implementation. An assessment of the determinants of operation local transport executive and risks arising from subsequent regulatory and bureaucratic procedures are the subject of this article.

Widoczne w Polsce, zwłaszcza w największych aglomeracjach, przykłady braku integracji można ograniczać dzięki zmianom organizacji rynków transportu miejskiego. Rozdzielenie funkcji organizatora i operatora transportu ułatwia integrację, gdy na danym rynku działa Zarząd Transportu Miejskiego (ZTM). Dodatkowym atutem ZTM jest skuteczność kontroli systemu finansowania transportu zbiorowego.

There are evident examples of lack of integration in Poland, especially in the largest urban areas, which can be restricted by changes in the urban transport organisation. Separating the functions of transport organiser from operator facilitates integration, when the Public Transport Authority (PTA, Polish acronym: ZTM) operates on a given market. An additional advantage of PTA is its effectiveness in controlling collective transport financing system.
