The case study of the reconstruction of the Unknown Soldier Square (in Polish: Plac Nieznanego Żołnierza) is aimed at examining the investment process with a participatory component, with an analysis of the real impact of Gorzów Wielkopolski residents on the entire investment process. The essence of the study is to identify the missing activities improving social communication and emerging design solutions that are in fact responsive to users' needs. The study is based on activities carried out by the design company Pronobis Studio together with the City Hall of Gorzów Wielkopolski. The analyzed process showed the potential of urban residents as co-creators of the reconstruction project, and at the same time emphasized the lack of coherence between the expectations of the participants of the process and the investment possibilities of the municipality. The socialized reconstruction process primarily influenced the increase of architectural and urban awareness, improved the sense of influence on the urban space, and stimulated interest in public space among people who didn’t take part in events organized to design changes. The analysis of the participatory process in Gorzów Wielkopolski showed deficiencies associated with the organization of potential animation methods involving urban residents to actively co-design public space, enabling interest in urban investments, as well as deficiencies in stimulating control activities during the investment implementation phase and involving evaluation of accepted solutions after the changed space has been made available to users.

Inspektor nadzoru, zgodnie z prawem budowlanym, jest uczestnikiem procesu budowlanego. W inwestycjach drogowo-mostowych wykonuje funkcję strażnika interesu publicznego w dziedzinie jakości, nowoczesności, trwałości, bezpieczeństwa i oszczędności wydatków społecznych. Zdaniem autora inwestorzy państwowi i samorządowi w zamówieniach publicznych nakładają na inspektorów nadzoru nadmierne obowiązki. Z tego powodu zespoły nadzorów inwestorskich są coraz liczniejsze a prace biurokratyczne przeważają nad merytorycznymi.

Supervision inspector, according to construction low, is participant of construction process. In road and bridge investment, inspector of supervision performs the function of the guard of public interest in the felid of quality, modernity, durability, safety and economy of public expenditure. In opinion of the author, state and local investors, in public procurements, impose on supervision inspectors excessive obligations. Teams of inspectors are getting more numerous and bureaucratic works outweigh the substantive.

W artykule przedstawiono wyniki badania aktywności polskich przedsiębiorstw budowlanych w projektach finansowanych ze środków publicznych. Przeanalizowano strukturę przedsiębiorstw uczestniczących w realizacji takich projektów. Określono szanse i zagrożenia przedsiębiorstw wynikające z zaangażowania w inwestycje publiczne. Wskazano duże ryzyko niepowodzenia, ale jeszcze większe korzyści wynikające z takiej aktywności.

The paper presents the results of the studies on a commitment of the polish construction enterprises in the projects funded by public finances. A structure of the enterprises participating in a realization of these projects was analyzed. The paper describes the opportunities and threats for the enterprises that result from the commitment in public investments. It was showed there is a high risk of the failure, but also there are larger advantages of this commitment.
