Socio-institutional conditions and the development and competitiveness of the region

Purpose: The main objective of the article is to describe and analyze the selected regional socio-institutional circumstances and to identify the way and extent of their impact on the development and competitiveness of the region. Design/methodology/approach: The article uses a method of targeted analysis of source literature in the wider field of regional studies. The subject-matter of the article covers issues of social capital, the role of the university in the development of the region, the role of public institutions and public policies, and innovation in terms of development and increased competitiveness of the region. Social implications. The impact of the characteristics and analyzes contained in the article may be highlighted in the field of public policies implemented by local authorities, in particular as regards greater awareness of the role of soft, endogenous development factors in the form of social capital, the sphere of science and knowledge, the quality of public administration and the stimulation of regional innovation. Originality/value. The value of the article is to identify and analyze how and to what extent the socio-institutional factors chosen affect the development and competitiveness of the region. The review of these issues and the general and synthetic considerations carried out are part of the development of regional studies, highlighting the importance of internal, social resources and potential influencing the direction and pace of development of the region.

SMEs in emerging economies face intense competition when they try to attain and maintain proper returns on their efforts and resources, especially in the highly competitive Information Communications Technology (ICT) sector. At the same time, it is increasingly important for them to build long-term, trustworthy partnerships and profitable business networks. Two-block Partial Least Squares analysis based on financial statements and an online survey of 149 ICT service providers revealed negative relationships between trust in public and business stakeholders and profitability ratios. Only trust in large firms shows a positive association with profitability. By better understanding the role of trust in the public and business environment, entrepreneurial ventures are more likely to achieve and sustain competitive advantage.

MŚP w gospodarkach wschodzących stoją w obliczu silnej konkurencji, gdy starają się osiągnąć i utrzymać odpowiedni zwrot z wysiłków i zasobów, zwłaszcza w wysoce konkurencyjnym sektorze technologii komunikacyjnych (ICT). Jednocześnie coraz ważniejsze jest dla nich budowanie długoterminowych, godnych zaufania partnerstw i rentownych sieci biznesowych. Analiza dwóch bloków częściowych najmniejszych kwadratów oparta na sprawozdaniach finansowych oraz ankiecie internetowej 149 dostawców usług ICT ujawniła negatywne relacje między zaufaniem do interesariuszy publicznych i biznesowych a wskaźnikami rentowności. Tylko zaufanie do dużych firm wykazuje pozytywny związek z rentownością. Dzięki lepszemu zrozumieniu roli zaufania w środowisku publicznym i biznesowym przedsiębiorcy mają większe szanse na osiągnięcie i utrzymanie przewagi konkurencyjnej.

The paper presents the main directions for the modernization of the public management of the organizations in the sphere of public administration in Romania. Modernizing the management of public organizations should contribute to strengthening their capacity in developing and implementing economic and social reform measures. The raising of public management performance is mainly driven by the demand for more and more accountable accountability of institutions in the sphere of public administration, the dimensional and functional transparency of these institutions and the application of new managerial methods.

W artykule przedstawiono główne kierunki modernizacji zarządzania organizacjami w sferze administracji publicznej w Rumunii. Modernizacja zarządzania organizacjami publicznymi powinna przyczynić się do wzmocnienia ich zdolności w zakresie opracowywania i wdrażania reform gospodarczych i społecznych. Podnoszenie wydajności zarządzania publicznego wynika głównie z zapotrzebowania na coraz bardziej odpowiedzialną działalność instytucji w sferze administracji publicznej, przejrzystość działania i funkcjonalność tych instytucji oraz stosowanie nowych metod zarządzania.

W artykule zaproponowano nowe podejście do polityki energetycznej, a mianowicie jej ujęcie instytucjonalne. Dotyczy ono przedstawienia polityki energetycznej w ramach ładu instytucjonalnego warunkującego sprawne jej prowadzenie oraz umiejscowienie jej w strukturze polityki gospodarczej państwa. Zostały również wyszczególnione podmioty polityki energetycznej.

This article proposes a new approach to the power-sector policy, and namely - its presentation from an institutional point of view. This approach shows power-industry policies within the frames of an institutional order, which determines their efficient realization and their place within economic policy of the state. Subjects to the power-sector policy have also been specified.
